Coleraine Drive grade separation
The Region of Peel has completed a Municipal Class Environmental Assessment (EA) Study to evaluate grade separation improvements for the CP Rail line on Coleraine Drive. The purpose of the study was to address traffic delays and improve safety at this key location. Key recommendations include:
- Grade Separation: ‘Road-over-rail’ grade separation of Coleraine Drive and the Canadian Pacific Railway (CP) line, south of Old Ellwood Drive.
- Roundabout: A roundabout at the intersection of Coleraine Drive and King Street West / Harvest Moon Drive.
The Region of Peel will work with the Town of Caledon to address safety concerns associated with local roads and the roundabout, as well as design options for connecting local roads as recommended in the Class EA Study.
Details of the Class EA Study can be viewed in the Notice of Study Completion. The Class EA Study has been finalized, and the project will now move into the next phase: Detailed Design & Construction.

Environmental Study Report (ESR) Review Period
The ESR documented the planning, consultation, preliminary design, and decision-making process undertaken for the project and was available for review for 42 calendar days, starting August 15th, 2024, and ending on September 26th, 2024.

In addition, a request may also be made to the Minister of the Environment, Conservation and Parks to make an order for a higher level of study (requiring an individual/comprehensive EA approval before proceeding), or that conditions be imposed (such as the requirement of further studies) on the grounds that the requested Order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests should be sent in writing or by email by 4:30 p.m. on Thursday, September 26th, 2024, to the address provided below and include the requester’s contact information and full name of the Ministry.

The first PIC was held on October 8, 2019 at the Albion Bolton Community Centre from 6:00 – 8:00 p.m. The review included information on alternative planning solutions, existing conditions, evaluation criteria, and the preliminary preferred solution. The public was also able to ask questions or discuss comments with the project team.
A second PIC took place from December 16, 2021 to January 21, 2022.

Two alternative design concepts were investigated.
Technical studies

The Project Team will review and consider the feedback received at the PIC and confirm the recommended preliminary design. The next steps of the study include the preparation of an Environmental Study Report (ESR) to document the planning, consultation, and design process. At the end of the study, the ESR will be made available for public review for a minimum of 30 calendar days and at that time, a Notice of Completion will also be issued.
