Kirwin Avenue sanitary sewer diversion
Notice of completion
October 10, 2024
Peel Region has identified the need to enhance and increase wastewater (sanitary sewer) servicing capacity to facilitate proposed and future developments in the vicinity of the Hurontario Street and Kirwin Avenue intersection.
The Region has undertaken a study to evaluate potential alternatives for the installation of a new sanitary sewer to accommodate flows from proposed developments near Hurontario Street and Kirwin Avenue within the highlighted study area.
A Schedule ‘B’ Municipal Class Environmental Assessment (EA) study has been completed and has identified the preferred solution. The preferred solution involves the installation of a new sanitary sewer starting from Hurontario Street and travelling northeast along Kirwin Avenue. The proposed sewer will follow the bend in Kirwin Avenue and connect to the existing 825mm Cooksville Creek Trunk Sewer.
Subject to comments received as a result of this Notice, and the receipt of necessary approvals, Peel Region intends to proceed to design and construction of this project.
The process
The study followed a Schedule ‘B’ Class EA process, including:
- Public and stakeholder consultations;
- An evaluation of alternative solutions;
- An assessment of the preferred solution and identification of methods to lessen the adverse impacts to the community;
- Documentation of the process and its result in a Project File Report.
Public and agency stakeholder consultation, including communications with Indigenous Communities was and continues to be an important part of the Class EA process.

The Project File Report will be available for a 35-day public comment period starting October 10, 2024 and ending November 14, 2024, in accordance with the requirements of the Municipal Class EA process (MCEA, February 2024).

For concerns that involve the prevention, mitigation, or remediation of adverse impacts on constitutionally protected Aboriginal and treaty rights, a Section 16 Order request may be made to the Ministry of the Environment, Conservation and Parks. Section 16 Order requests on other grounds will not be considered.
Requests should include your full name and contact information. Requests should specify what kind of order is being requested,for what project, explain how an order may prevent, mitigate, or remedy potential adverse impacts, and can include any supporting information.

Online Public Engagement
As part of the Study, online public engagement has been arranged to allow interested members of the public an opportunity to review and comment on the alternatives, including the preferred alternative, the evaluation process, and next steps in the Study process.
Please submit any comments or concerns by May 22, 2024. Any input received by that date will be incorporated into the Project File Report, which will Presentation filebe available for public review when the study is completed.
