Bill 23/185 Implications on the Region of Peel Official Plan
As per Ontario Bill 23 (More Homes Built Faster Act, 2022) and Bill 185 (Cutting Red Tape to Build More Homes Act, 2024), the Region of Peel Official Plan (RPOP), as of July 1, 2024, will be deemed to constitute an official plan of Peel’s lower-tier municipalities of Brampton, Caledon, and Mississauga. The Region of Peel Official Plan (RPOP) outlines a comprehensive land use policy framework to guide growth and development within the Region to 2051, including policies and schedules that address housing and growth management; long-term planning for employment and infrastructure; protection of water resources, natural heritage, and rural/agricultural systems; and plan for climate change.
Bill 23/185 Implications on the Region of Peel Official Plan
Bill 185, the Cutting Red Tape to Build More Homes Act, 2024, received Royal Assent on June 6, 2024. Included in this omnibus bill are Planning Act changes first introduced through Bill 23, the More Homes Built Faster Act, 2022, which remove planning policy and approval responsibilities from several upper-tier municipalities, including Peel Region, as of July 1, 2024. On this date, the Region of Peel Official Plan (RPOP) will become a plan of the local municipalities, and they will be required to implement and ensure applications conform to the RPOP. Where Peel Region was previously required to be the approval authority for certain Official Plan reviews and amendments under the Planning Act, the Province will now become the approval authority where required.

Local Municipal Planning Departments
Adoption, provincial approval, and modifications to the RPOP
The RPOP was adopted by Regional Council on April 28, 2022. On November 4, 2022, the Minister of Municipal Affairs and Housing issued a decision to approve the RPOP with 44 modifications.
On December 6, 2023, the Minister of Municipal Affairs and Housing enacted Bill 150, the Planning Statute Law Amendment Act, 2023. This Bill amended the RPOP to reverse most of the original 44 Provincial modifications and maintain nine modifications (3, 16 to 18, 21, 30, and 41 to 43). On May 16, 2024, Bill 162, the Get It Done Act, 2024 received Royal Assent. It reinstated eighteen modifications (1, 5, 19, 22 to 26, 28, 31 to 35, and 37 to 40), resulting in a total of 27 modifications to the adopted RPOP.

This document has been prepared for reference purposes only. For any discrepancies, consult the adopting by-law, Provincial decision, and related legislation for official data and information.
Please note that the remaining 17 modifications previously approved by the Minister in November 2022 (2, 4, 6 to 15, 20, 27, 29, 36, and 44) remain repealed as part of Bill 150 and have not been reinstated as part of Bill 162 and therefore, are not part of the RPOP. However, Peel staff incorporated modifications 2, 4, 15, and 29 as housekeeping amendments.
As a result of the Region of Peel Official Plan being transferred to local municipalities, it will be removed from Peel Region’s website in the coming months.
