Bill 23/185 Implications on the Region of Peel Official Plan
As per Ontario Bill 23 (More Homes Built Faster Act, 2022) and Bill 185 (Cutting Red Tape to Build More Homes Act, 2024), the Region of Peel Official Plan (RPOP), as of July 1, 2024, will be deemed to constitute an official plan of Peel’s lower-tier municipalities of Brampton, Caledon, and Mississauga. These actions include:
- Establishing affordable housing options as an outcome in the Strategic Plan 2015-2035.
- Approving the renewed Peel Housing and Homelessness Plan (2018-2028), with intentional and measurable short-term and long-term outcomes, affordable housing targets, and action-oriented strategies.
- Adopting housing policies and housing targets in the new Regional Official Plan.
Peel Region is implementing a Housing and Homelessness Plan (PHHP) and Housing Strategy. The PHHP is a community plan to prevent homelessness in Peel by helping residents to attain and retain housing. The Housing Strategy outlines strategies and planning tools available to Peel to increase the supply of affordable housing in Peel. These initiatives address housing needs and help make housing more accessible, diverse, and affordable.
Housing Policies and Affordability
The Region of Peel Official Plan (RPOP) and local official plans, include policies to increase affordable housing supply. As of July 1, 2024, the RPOP will be deemed to constitute an official plan of Peel’s lower-tier municipalities of Brampton, Caledon, and Mississauga.
Housing policies:
- Improve housing supply and affordability through collaboration between government and private and non-profit partners;
- Support a diverse range and mix of housing options and densities, including affordable housing and affordable rental;
- Protect, improve and build affordable rental housing;
- Encourage innovative and alternative housing types;
- Monitor and evaluate housing units and affordability to inform priorities and implementation plans; and
- Develop new housing that is sustainable and contributes to healthy, mixed-use, transit supportive and complete communities.
Peel Region works with local municipalities and community stakeholders, such as development applicants, to secure more affordable and accessible housing. Below are resources that provide an overview of housing affordability in Peel.

Peel Affordable Rental Incentives Program
The need for low and moderate-income affordable rental housing was identified through the PHHP and housing strategies. As a part of the PHHP and in alignment with Region of Peel Official Plan policies, Peel Region developed an Affordable Rental Incentives Program. After a successful pilot, Regional Council made the program permanent in 2022.
