Water or wastewater service connection
Property owners in Peel can request approval from Peel Region for a water or wastewater service connection.
Peel Region must give written approval to connect a property to the municipal water, wastewater, and regional storm sewer systems.
Peel Region must also:
- Review service connections before the local municipality provides a building permit.
- Review any changes to the underground servicing of a property, with or without a development application.

Eligibility
Anyone who owns property with access to municipal water or wastewater in Peel Region can request a water or wastewater service connection.
What you need
Any work must be in keeping with applicable legislation, including Regional by-laws.
Public and private services, materials, construction methods, and appurtenances must all comply with:
- The most current Peel Region standards and specifications.
- The Local Municipality’s requirements for the Ontario Building Code.
- Ontario Provincial Standards.
For site servicing connection approval
You must submit a drawing to Peel Region for review and approval of a service connection.

Water capacity modelling
If water or wastewater capacity modelling is required before the site servicing connection approval, you must submit a completed Water and Wastewater demand table and any related documents.
Extension of water or wastewater infrastructure
If your proposal requires an extension of water or wastewater infrastructure, see section 3 of the Subdivision Process for submission requirements or refer to the local improvement process.
Stormwater management approval
A road allowance is the land reserved by the government to be used for public roads. This includes sidewalks, ditches and boulevards, beyond the road pavement.
Stormwater drainage into roads maintained by Peel Region from property development along Peel region roads is not permitted. If your property is next to a road maintained by Peel Region, you need to submit a satisfactory stormwater management report and satisfactory grading and drainage drawings.
- Check if your property is next to a regional road.
- If a stormwater management report is necessary, it must include specific requirements.
Before construction
You will be responsible for verifying the location of all existing service connections and ensuring that all utilities are properly identified and located in the field before starting any work. This includes obtaining underground utility locates for both public and private property to prevent damage and ensure safety, whether shown on the plans or not.
The contractor is responsible for all repairs and consequences resulting from any damage. Requests for locates can be submitted through Ontario One Call or 1-800-400-2255. Failure to obtain accurate locates may result in project delays.
Peel Region does not provide construction services. Property owners are responsible for hiring an independent plumber or contractor to complete the service connection.
Service installations on private property must follow the Ontario Building Code. For approvals and inspections, contact the Building Division of your local municipality.
Once your application is approved and all fees are paid, you must submit construction documentation for review and approval.

If the connection is within a Regional Easement, you are also required to submit a Permission to Enter letter from the property owner.
Fees
These fees may be subject to change on an annual basis pending Council approval.
Peel Region site servicing fees must be paid before the permit is issued.
Fees are effective as January 1, 2026.
Submission fees
- Residential first submission fee: $400.00
- ICI first submission fee: $750.00
- Engineering review beyond third submission fee: $360.00
The following are typical residential service fees, in addition to the submission fees. This type of fee can vary depending on the residential design.
Water fees
- Water meter installation (19mm): $623.38
- Water meter installation (25mm): $749.74
- Test and tap (Mississauga, Brampton, Caledon): $634.14
- Engineering/inspection for connection/disconnection: $1,480.73
- Water system interruption fee : $484.60
Wastewater fees

Securities
Securities are refundable and collected in addition to the above fees. Refunds are provided in two stages and are subject to preliminary and final clearance from a Peel Region inspector.
- General construction: $10,000.00
- Water connection: $3,500.00
- Water disconnection: $3,500.00
- Wastewater connection: $2,500.00
- Wastewater disconnection: $2,500.00
- Regional road (per each distributed lane, including boulevard): $1,000.00
- Well conversion: $5,000.00
- Septic system conversion: $5,000.00
Payments
Payment instructions are provided after we receive the submission. We accept payment by Electronic Fund Transfer (e-transfer). We also accept Visa or Mastercard for payments up to $1,500.

- The landowner
- The landowner’s representative
- Consultants
- Professional engineers
- Contractors

All new home construction or additions (or both) must include the new water meter size on the site servicing drawing. Water meters 25 mm and under will be installed by Meter Operations.
