Notice of study completion – February 27, 2025
The study
Peel Region has identified the need for a trunk sewer along Burnhamthorpe Road from Cawthra Road to the existing East Trunk Sanitary sewer, adjacent to Little Etobicoke Creek to improve local sanitary servicing along Wilcox Road and Tomken Road.
These upgrades are necessary to enhance wastewater servicing capacity and operational flexibility as part of the Central Mississauga Capacity Improvements identified in the 2020 Water and Wastewater Master Plan and to facilitate future growth and development. In addition, this Study is intended to address the Region’s State of Good Repair Basement Flooding Mitigation Program within the Wilcox Road and Runningbrook Drive sewersheds by diverting wastewater flows away from areas prone to sewer surcharging.
A Schedule ‘B’ Municipal Class Environmental Assessment (EA) study has been completed and has identified the preferred solution. The preferred solution proposes an extension of the 1500mm gravity trunk sewer along Burnhamthorpe Road East from Cawthra Road to Little Etobicoke Creek and includes several upgrades to local sanitary sewers within the study area. The construction of the extension requires five (5) new shafts located along Burnhamthorpe Road East, with Shaft 3-4 being located at the north-east corner of the intersection of Tomken Road and Burnhamthorpe Road East.
Subject to comments received as a result of this Notice, and the receipt of necessary approvals, Peel Region intends to proceed to design and construction of this project.
The process
The study followed a Schedule ‘B’ Class EA process, including:
- Public and stakeholder consultations;
- An evaluation of alternative solutions;
- An assessment of the preferred solution and identification of methods to lessen the adverse impacts to the community;
- Documentation of the process and its result in a Project File Report.
Public and agency stakeholder consultation, including communications with Indigenous Communities was and will continue to be an important part of the Class EA process.
Project File Report
The Project File Report will be available for a 35-day public comment period starting February 27, 2025, and ending April 3, 2025, in accordance with the requirements of the Municipal Class EA process (MCEA, February 2024). An electronic copy of the report will be available for public review on the Region’s project webpage.

For concerns that involve the prevention, mitigation, or remediation of adverse impacts on constitutionally protected Aboriginal and treaty rights, a Section 16 Order request may be made to the Ministry of the Environment, Conservation and Parks. Section 16 Order requests on other grounds will not be considered.
Requests should include your full name and contact information. Requests should specify what kind of order is being requested (imposing additional conditions or requiring a comprehensive environmental assessment), the project name, explain how an order may prevent, mitigate, or remedy potential adverse impacts, and can include any supporting information.
