    Bolton water and wastewater capacity improvements

    Schedule ‘C’ Municipal Class Environmental Assessment

    Public Information Centre (PIC) #3

    Public Information Centre #3 is being held virtually on the study webpage and will present the preliminary preferred design concepts for the preferred water and wastewater servicing strategies which includes information on the location, siting, design and construction timing for the following:

    • new sanitary pumping station,
    • sanitary forcemains alignment along Emil Kolb Parkway, and,
    • sewer and watermain alignments along Emil Kolb Parkway, Columbia Way, Mount Hope Road and Hwy 50.

    PIC 3 materials are now available under the PIC #3 display materials. PIC 3 comment period will be open from December 12, 2024, to January 31, 2025. All comments and questions can be submitted through the PIC comment form. Please submit all comments and questions by January 31, 2025.

    This is the final PIC for this study.

    Peel Region has initiated the Bolton Water and Wastewater Capacity Improvements Municipal Class Environmental Assessment (MCEA) study. This MCEA builds off a Feasibility Study recently completed which outlined conceptual water and wastewater projects that service the additional development proposed within both the intensification and greenfield growth areas in the Community of Bolton. Additionally, the MCEA will complete a comprehensive evaluation of all potential alternatives to develop the optimal water and wastewater servicing solutions to meet existing needs and growth within the Bolton study area.

    Process

    The Schedule ‘C’ Study will satisfy all five phases of the Class EA process:

    • Phase 1: Identify the study problem and/or opportunities. Public Information Centre (PIC) #1
    • Phase 2: Evaluate and select preferred long-term water and wastewater servicing strategies (PIC) #2
    • Phase 3: Evaluate and select preferred design alternatives for the servicing strategies including location, alignments, siting, design, and construction timing (PIC) #3
    • Phase 4: Present study recommendations in an Environmental Study Report (ESR) for public review.
    • Phase 5: Complete study and implement recommendations.

    This study will hold 3 PICs to present the key findings of the Class EA and provide opportunities to give feedback to the project team.

    Project timeline

    The Bolton Water and Wastewater Capacity Improvements MCEA was initiated in June 2023. The following provides a summary of key study dates:

    • ✔ Notice of Commencement: June 2023
    • ✔ Phase 1: Problem/Opportunity Statement: Summer 2023
    • ✔ Phase 1: Study Area Background and Conceptual Servicing Strategies (PIC) No. 1: November 16, 2023
    • ✔ Phase 2: Preliminary Preferred Servicing Strategies (PIC) #2: June 12, 2024
    • Phase 3: Preliminary Preferred Design Concepts (PIC) No. 3: December 12, 2024
    • Notice of Completion: Spring 2025

    It is expected that this study will be completed in Spring 2025.

    Study next steps

    Phase 3 of the Class EA process will further evaluate the selected water and wastewater preferred solutions including location, alignments, siting, design and construction timing.

    This will be presented at PIC #3, which will be held virtually from December 12, 2024 to January 31, 2025. Materials will be posted on the Region’s project website. A comment period will be available following the start of PIC #3 for any questions and/or concerns.

    Following PIC No. 3 and the finalization of the water and wastewater preferred design concepts, the Environmental Study Report (ESR) will be prepared and filed for the public review period.
