Development application types and requirements
Peel Region works together with the City of Mississauga, City of Brampton, and Town of Caledon in the development application review process to provide input from a Service Delivery perspective.
There are different application types that require specific submission materials. To ensure a timely response, provide all the necessary materials when you submit your initial request.
The fees follow the most current Fees By-law 66-2025.
Major Amendment
A Local Official Plan sets out a land use policy to guide future growth and development.
If an owner proposes to develop a property differently than what is prescribed by the Local Official Plan, they must apply for an Official Plan Amendment with the local municipality. These amendments include, but are not limited to new Secondary Plans, Major Transit Station Areas, Settlement Area Boundary Expansions, and/or Urban Area Expansions.
Peel Region requires these materials to be a part of your submission package to the local municipality:
- A completed Regional Pre-consultation Checklist.
- Payment for processing the application will be required upon request by the Region. (Refer to Fees By-law 66-2025)
You must also submit digital copies:
- A completed local municipal application form.
- The proposed plan:
- A key plan showing the general geographic location of the subject lands must be included on all proposed copies of the plan.
- The detailed landscape plan.
- Any accompanying information, plans, or technical reports (such as planning justification, staging and phasing plans and documents, functional servicing studies/strategy, or noise and traffic reports).
Amendment
Amendment applications include any one of, or combination of site specific applications for Official Plan Amendment, Secondary Plan Amendment or Zoning By-law Amendment.
A Local Official Plan consists of a principal document and a series of Secondary Plans and/or Local Area Plans. These Secondary Plans and/or Local Area Plans guide how planning objectives and policies are applied to a specific area and are subject to the same administrative and public involvement procedures as required for a Local Official Plan Amendment.
A Zoning By-law is a local planning document that outlines a set of regulations governing land uses.
If an owner proposes to develop a property that follows the principal document of the Local Official Plan but differs from the policies of the Secondary Plan, Local Area Plan, or Zoning By-law a privately initiated official plan amendment must be submitted to the local municipality.
Peel Region requires these materials to be a part of your submission package to the local municipality:
- A completed Regional Pre-consultation Checklist.
- Payment for processing the application will be required upon request by the Region. (Refer to Fees By-law 66-2025)
You must also submit digital copies:
- A completed local municipal application form.
- The proposed plan:
- A key plan illustrating the general geographic location of the subject lands must be located on all proposed copies of the plan.
- The detailed landscape plan.
- Any accompanying information, plans, or technical reports (such as planning justification, staging and phasing plans and documents, functional servicing studies/strategy, or noise and traffic reports).
The Draft Plan of Subdivision applications are typically needed when three or more lots or blocks are proposed to be created or subdivided and be developed individually. The extension or creation of new roads and services can be implemented through Draft Plans of subdivisions.
Peel Region reviews the Draft Plan of Subdivision which is circulated and approved by the local municipality and provides conditions of approval that are to be cleared before draft approval of the plan of subdivision.
Peel Region requires these materials to be a part of your submission package to the local municipality:
- A completed Regional Pre-consultation Checklist.
- Payment for processing the application will be required upon request by the Region. (Refer to Fees By-law 66-2025)
You must also submit digital copies:
- A completed local municipal application form.
- A copy of the proposed plan.
- A copy of a detailed landscape plan (as applicable).
- A copy of any supporting technical reports (e.g. planning justification, environmental, noise and traffic reports).
We will notify applicants if we need printed copies of the required materials during the application review process.
Provide an additional digital copy of the proposed plan of subdivision to these specifications:
- 6-degree UTM projection (zone 17)
- NAD83
- Minimum level of detail – all external boundaries of 21T-plan and internal lot/block layout plus lot/block numbers
- The digital copy needs to be in one of these formats:
- Double precision ARC/INFO polygon coverage with 0.01 fuzzy tolerance and lot/block information as an attribute in export format – E00 file.
- ArcView shape file with the same attribute information.
- Microstation DGN file with linework on level #1 and lot/block numbers on level #2.
The Site Plan application process is used to examine aspects of a proposed development including site deployment, functionality, and compliance with technical standards to ensure compatibility with Peel Region's policies and standards.
Peel Region reviews and approves matters of Regional interest on site plan applications relating to these areas:
- Regional Roads (access control, property requirements, traffic requirements, transit requirements, and travel demand management requirements).
- Servicing and grading design.
- Ministry of the Environment, Conservation, and Parks (MOECP) approvals.
- Source water and wellhead protection.
Limited Site Plan
Where the local municipality identifies that a proposed development is subject to site plan approval but where it is determined by the Manager of Development Services at Peel Region, or their designate, that the scope of development is too minor or does not impact upon defined matters of Regional Interest an application may be defined as a Limited Site Plan where a limited review.
There are no fees for this application.
Examples of Limited Site Plans may include the following:
- Site alterations.
- Ground Based units.
- Telecommunication towers.
- The Oak Ridge Moraine.
Site Plan application requirements
The Region requires these materials to be a part of your submission package to the local municipality:
- A completed Regional Pre-consultation Checklist.
- Payment for a Site Plan review fee for processing the application will be required upon request by the Region. (Refer to Fees By-law 66-2025)
- An agreement fee payable to "Peel Region" may be required for a site plan agreement. This will be determined based on the nature of the site plan application after the Region receives the first submission.
You must also submit digital copies of:
- A completed local municipal application form.
- The proposed Site Plan:
- A key plan showing the general geographic location of the subject lands. This location must be included on all proposed copies of the plan.
- All easements affecting the property.
- A waste collection area, if applicable.
- Regional property requirements, if bordering a Regional Road.
- The detailed landscape plan.
- All servicing and grading drawings.
- Any accompanying information, plans, or technical reports (such as planning justification, environmental, or noise and traffic reports).
We will notify applicants if we need additional printed copies of the required materials during the application review process.
Condominiums are a form of property ownership. Condominium owners hold title to a unit (such as an individual apartment in a high-rise building) together with a share of the rest of the property that is common to all unit owners.
Condominiums can involve a new development or an existing rental property that is converted to condominium ownership. This can apply to any type of residential, commercial, or industrial building.
Draft Plan of Condominium applications are used as a form of ownership that can be applied to new or existing developments. Draft Plan of Condominium applications typically accompany Site Plan applications.
Peel Region requires these materials to be a part of your submission package to the local municipality.
- A completed Regional Pre-consultation Checklist (PDF).
- Payment for processing the application will be required upon request by the Region. (Refer to Fees By-law 66-2025)
You must also submit digital copies:
- A completed local municipal application form.
- The proposed draft plan of the condominium:
- A key plan showing the general geographic location of the subject lands must be included on all proposed copies of the plan.
- Any accompanying information, plans, or technical reports (if applicable).
Applicants will be notified during the processing and review of your application if you need to provide any printed copies of required materials.
A Pre-consultation Review may be submitted to Development Services to determine appropriate application requirements in accordance with Peel Region policies.
The purpose of submission is to:
- Identify the drawings, supporting studies and reports that are required.
- Review policies that apply to the site, timelines, any relevant pre-existing decisions and any potential areas of concern.
Payment for processing the review will be required upon request by the Region. (Refer to Fees By-law 66-2025)
Materials submitted for Pre-Consultation Review may include:
- Cover letter
- Complete application form
- Concept drawing requirements
- Title block with title, date and version of drawing
Drawing requirements include:
- Must be drawn to scale (preferred scales of 1:200 or 1:500)
- All measurements in metric units only
- North arrow visible
- Key plan showing the location of the site
- Reference to the nearest intersection of public roads
- Municipal or legal address of proposed development
- Must be professionally prepared
The quality and quantity of information provided has a direct impact on the ability of staff to understand the proposal and to formulate appropriate and useful guidance. Development Services requests that the applicant provide any additional documents as relevant, to allow staff to provide the most meaningful feedback possible. All comments and direction offered by staff is preliminary and based solely on the information available at the time of the meeting.
A Consent application is like a Draft Plan of Subdivision or Draft Plan of Condominium in facilitating the division of land.
Consents are typically used for the creation of less than 3 lots or for legal purposes such as to register a long-term lease (more than 21 years) or certain types of mortgages or easements.
The local municipality leads the Consent application review process. The application is approved through the Committee of Adjustment – an appointed body of citizens who conduct public hearings to consider these types of applications.
Peel Region provides comments and conditions on Consent applications if a property:
- Is next to a Regional road.
- May impact infrastructure.
- May impact broader Regional interests.
If an application is approved by the Committee of Adjustment with Regional conditions, the applicant must fulfill the conditions within the timeframe stipulated in the decision given by the committee.
The local municipality must receive a letter from Peel Region providing clearance of all Regional conditions before a Consent application receives final approval.
A Clearance of Conditions fee is payable to the "Peel Region" for processing an application that is approved by the Committee of Adjustment with Regional conditions. The payment must be received before Peel Region provides clearance of all Regional conditions towards final approval of a Consent application. (Refer to Fees By-law 66-2025)

A Minor Variance is a relief from the terms of a Zoning By-law where a property, standards, or use do not conform with zoning by-law requirements.
The local municipality leads the Minor Variance application review process. The application is approved through the Committee of Adjustment – an appointed body of citizens who conduct public hearings to consider these types of applications.
Peel Region provides comments and conditions on Minor Variance applications if a property:
- Is next to a Regional road.
- May impact infrastructure.
- May impact broader Regional interests.
If an application is approved by the Committee of Adjustment with Regional conditions, the applicant must fulfill the conditions within the timeframe stipulated in the decision given by the committee.
The local municipality must have a letter from Peel Region providing clearance of all Regional conditions before the Minor Variance application receives final approval.
