Peel Region remains committed to ensuring that all residents have access to housing options, whether they choose to return to the redeveloped community or transition to a new location.

Peel Living, Peel Region’s non-profit housing provider, purchased the 25-acre Twin Pines site in 1996 with the long-term goal of redeveloping it to meet future affordable housing needs. This redevelopment aligns with Peel Region Council’s priority to expand affordable housing options and create sustainable, age-friendly communities.
The project has been shaped by ongoing feedback from Twin Pines residents and other stakeholders, and Peel Region will continue to engage with the community throughout the redevelopment process.
The Twin Pines community has a rich history dating back to 1949 when the first mobile homes were established on the Pallet family's former apple orchard. In 1996, Peel Living, Peel Region’s non-profit housing provider, purchased the 25-acre site with the long-term goal of redeveloping it to expand affordable housing options for the community.
For over 20 years, Peel Living maintained the site, honoring its agreement with the Cedar Grove Residents’ Community Corporation to provide stability for the mobile homeowners. This agreement with the Cedar Grove Board expired in 2016. By 2017, Peel Living launched the Twin Pines redevelopment plan with the goal of transforming the site into a modern, sustainable community.
Peel Region continues to manage the Twin Pines site and support current residents as the redevelopment project progresses. Residents are being provided with extensive support options to help them transition smoothly, including:
- A $50,000 goodwill payment or a portable rental subsidy, ensuring residents can make the best decision for their future.
- Access to a one-time financial counseling reimbursement of up to $2,000 per eligible household to help residents navigate their options and prepare for the transition.
- 12 months to accept either the $50,000 goodwill payment or portable rental subsidy, with an additional 12 months to relocate once a decision is made.

Resident transition plan
Peel Region has developed a comprehensive Resident Transition Plan to ensure that all current residents of Twin Pines are supported as the redevelopment project moves forward. The plan offers residents a range of options to help them transition smoothly, with a focus on providing access to financial support and affordable housing solutions.
Support Options for Residents
At this time, residents can choose between the following 2 options:
- A $50,000 goodwill payment to assist with relocation costs.
- A portable rental subsidy, which will help cover rent costs in their next home.
Residents will also receive funds to access financial counseling, starting in Spring 2025, to help them make informed decisions about their future.
Transition timeline
If residents choose to transition now, residents will have 12 months to accept either the $50,000 goodwill payment or the portable rental subsidy, with another 12 months to move out once a decision is made. Peel Region is committed to supporting residents throughout this process, ensuring that every resident feels secure and informed every step of the way.
