    Service levels

    Regional maintenance service levels are established based on legislation, community expectations and to reduce risk.

    • Once per shift or 3 times or per calendar day. 24 hours preceding an alleged formation of ice or accumulation of snow.

    • October 1st to April 30: 3 times every 7 days, unless there is a probability of snow accumulation on roadways, ice formation on roadways or icy roadways, in which case it is performed at intervals deemed necessary by the municipality to check for such conditions.
    Once per 24 hours, 7 days per week, November to April
    Winter MaintenanceRoadway snow and ice formation and accumulation anti-icing, spreading and plowing
    • Accumulation greater than or equal to 2.5 cm
    • After snow accumulation has ended, bring back to 2.5 cm or less within 4 hours.
    Maintain as bare as possible throughout snow event. After snow accumulation has ended, bring to bare conditions within 4 hours.

    • After plow operations are complete, remove snow posing hazard or risk to travelled portion of roadway as soon as practical after becoming aware of condition. For example, clearing snow and ice from ditches, culverts, manholes, catch basins, guiderails, and bridge ends. Install plow markers annually in the fall.
    Winter MaintenanceSnow removal
    • Roadway – remove hazards as soon as practical post event.
    • Sight line – remove obstructions as soon as practical post event.
    • Pedestrian safety – remove obstructions as soon as practical post event at high pedestrian traffic passages
    • Structures – if storage is limited, remove accumulated snow ahead of the next storm or as soon as practical post event.
    • Underpass – if storage is limited, remove accumulated snow ahead of the next storm or as soon as practical post event.
    • Roadside windrows – where roadside storage is limited, remove accumulated snow ahead of the next storm or as soon as practical post event.
    Winter MaintenanceWinter material stock piling
    • Winter materials stocked in November and maintained no less than 50% during winter season.
    • Salt supply shall be coordinated such that stockpiling remains continuous through winter season, as dictated by weather.

    • Install fences at predefined locations on private property in October and November to prevent blowing snow across roadways.
    • Repair downed fence within 7 days after becoming aware of condition.
    • Remove fences in April and May. Purchase of corn rows prior to annual corn harvest for natural snow fence program.
    Winter MaintenanceSpring sweeping- clean up
    • 1 cycle per season, completed annually at the end of winter maintenance.
    • Material swept to the road surface for pick up shall remain on no longer than 48 hours and shall not constitute a hazard to the road users.
    Roadway MaintenanceMaintenance hole repair
    • Hazards responded to immediately, marked and temporarily fixed within 24 hours after becoming aware of condition.
    • Non-hazardous repairs completed within 90 days of notice.
    Roadway MaintenanceCurb and gutter repair
    • Inspected annually and scheduled for repair based on priority ranking: 
      >50 mm settlement is replaced. 
      70%-100% damage and 3 metres long, shall be scheduled for repair.
    • Hazards responded to, marked, and temporarily fixed within 24 hours after becoming aware of condition.
    • Permanent repairs to be scheduled in the construction season.
    Roadway MaintenanceSummer sweeping
    • South district roadways – 2 Passes during summer months.
    • North district hamlets and rural intersections, bike routes/paved shoulders – 6 passes during summer months.
    • Emergency street sweeping, to eliminate localized hazards to vehicular traffic – with a one-hour response time throughout the year, weather permitting.
    Roadway MaintenancePavement marking retrace (Line painting)
    • Retraced once, annually.
    • Pavement markings removed due to construction or maintenance activities will be reinstated within 48 hours of completion of construction or maintenance activity, weather permitting.
    Bridge Deck MaintenanceAnnual Inspection
    • Wash bridge deck and visual inspection annually.
    • Engineering inspection every 2 years.
    Bridge Deck MaintenanceGraffiti removal
    • Removed within 30 days after becoming aware, unless of a sensitive nature which will be removed as soon as practical.
    Roadway MaintenanceUrban mowing
    • 12 cuts per season starting in May.
    • Areas that could pose risk to the travelling public to be cut within 7 days (for example, vegetation interfering with sight lines)
    Roadway MaintenanceRural mowing
    • Twice per year - summer months 1st cut mid-July, 2nd cut by end of September.

    • Detailed Condition Assessment inspection completed every 2 years (spring)
    • Damage stabilized in 24 hours after becoming aware of condition; scheduled repair within 90 days after identified.
    • Graffiti removal within 30 days after becoming aware of condition, unless of sensitive nature in which case, it will be dealt with as soon as practical.
    Roadway MaintenanceMailbox repair
    • Temporary mailbox installed within 48 hours after becoming aware of damage. Permanent repair of post and standard mailbox within 30 days between April and November.
    Storm MaintenanceSafety Barrier
    • Hazards marked and temporary repairs completed within 24 hours after becoming aware of condition. Scheduled repair within 90 days, based on priority ranking, during construction season.
    • Flooding of 5 cm+ standing water respond immediately after identified.
    • 1/3 of the system is cleaned once per year in the fall.
    Storm MaintenanceRoad culvert
    • Respond to deficiencies within 7 days after becoming aware of condition.
    • Maintain sediment buildup at less than 25%.
    • Flooding or 5 cm+ standing water, deploy resources as soon as practical after identified.
    • Culverts patrolled during significant rain events, and before and after spring freshet.
    • Blockages will be removed as soon as practical.
    Storm MaintenanceDitching
    • Immediate response to emergency service requests for flooding. Stabilized in 24 hours after becoming aware of condition; permanent repairs done in 90 days.
    • Obstructions and slope erosion shall be addressed as soon as practical.
