Provincial review update
On June 6, Bill 185, Cutting Red Tape to Build More Homes Act, 2024, received Royal Assent, confirming that Peel Region will not be dissolved. The enactment of Bill 185 revises Bill 112, and ensures that Peel Region's governance, services, and operations will continue, and provides clarity for residents and businesses going forward.
Bill 185 also amends several statutes affecting Peel Region, including the Development Charges Act, 1997, Planning Act, 1990, Municipal Act, 2001, ensuring our continuity and stability.
We continue to work with the Ontario government and municipal partners on the review of 4 services: land use planning, water and wastewater management (including stormwater), Regional roads, and waste management while awaiting recommendations from the Transition Board.
Bill 185, Cutting Red Tape to Build More Homes Act 2024
On April 10, the Ontario government introduced Bill 185, Cutting Red Tape to Build More Homes Act 2024. The legislation includes implications for Peel Region operations and responsibilities.
The legislation includes the removal of upper-tier planning responsibilities under the Planning Act, 1990 from Durham, Halton, Niagara, Peel, Waterloo, and York Regions and Simcoe County, which was introduced in Bill 23, More Homes Built Faster Act, 2022.
As a result of Bill 185, some of Peel Region’s planning and development responsibilities will move to the Ontario government and local municipalities effective July 1, 2024. This change will also come into effect for Halton Region and York Region on that date. The county of Simcoe, the Durham Region, the Niagara Region and Waterloo Region will become upper-tier municipalities without planning responsibilities at a future time.
Peel will not be dissolved
On December 13, 2023, the Ontario government announced that Peel Region will not be dissolved and that legislative amendments to Bill 112 will be made to recalibrate the role of the Transition Board.
