    Water bill relief for low-income and seniors

    Peel Region has introduced a temporary Water Rate Affordability Program to provide financial relief for seniors and low-income customers facing increased water bills due to the new rate structure implemented on April 1, 2024. These credits will be applied to eligible bills from April 1, 2024, to March 31, 2027. No cash payments will be provided.

    A credit will be applied to the water bill if you have used less than 50 cubic metres of water in a 91-day billing period. This credit will be calculated on the increase in your bill caused by the difference between the old and the new rate structures.

    The credit will gradually decrease over 3 years.

    • 60% credit for bills issued between April 1, 2024, and March 31, 2025.
    • 40% credit for bills issued between April 1, 2025, and March 31, 2026.
    • 20% credit for bills issued between April 1, 2026, and March 31, 2027.

    If the calculated credit is less than $10, it won’t apply to your bill.

    Eligibility

    To qualify for the Water Rate Affordability Program:

    • You must have a Peel Region residential water bill account with your name on the account.
    • Your water consumption must be less than 50 cubic metres for every 91-day billing cycle. Refer to bills that qualify.
    • You are a senior (65 years and older) or a low-income customer.

    The criteria for assessing low-income eligibility are:

    More than 5 people$52,500 plus $2,500 for each additional person

    Bills that qualify

    Each bill will be evaluated individually to make sure it is eligible for the credit. Peel Region can help you with your water bill only for:

    • Bills issued between April 1, 2024, and March 31, 2027.
    • Bills with less than 50 cubic metres of water used in a 91-day billing period. You can find your water consumption on your bill.

    The credit amount must be at least $10 to apply to your bill.

    What you need

    • A Peel Region residential water bill account with your name on it.
    • If you’re a senior, you need proof indicating you’re 65 years or older, such as a passport, Ontario driver’s license, Ontario Photo Card, permanent resident card, or birth certificate.
    • If you’re a low-income customer, you’ll need your most recent notice of assessment (NOA) or a proof of income statement issued by the Canada Revenue Agency (CRA), indicating your annual income. Contact the Canada Revenue Agency if you need it.

    We are not currently reviewing your notice of assessment, proof of income statement or ID until the application form becomes available.

    For customers who apply over the phone, we may request your documents at a later date. Make sure you have your water bill account number ready before calling us.
