Notice of study completion - 2020 Water and wastewater master plan for the Lake-Based System
Background
The Region of Peel has completed the 2020 Water and Wastewater Master Plan for its lake-based systems which updates the 2013 Master Plan.
The study objectives were to:
- Identify the preferred lake-based water and wastewater servicing strategies to support existing servicing needs and projected growth.
- Coordinate with the Regional Official Plan Amendment (ROPA), which guides provincially mandated growth within the Region to 2041.
- Emphasize intensification impacts and consideration of post-2041 growth and alignment with the Regional Strategic Plan.
- Provide the need, timing and cost of servicing and infrastructure.
- Follow the Municipal Class Environmental Assessment (EA) process for Master Plans.
The Master Plan study area includes the City of Mississauga, the City of Brampton and parts of the Town of Caledon. The study also considered the Region’s capital plan to meet the current and ongoing servicing agreements with York Region and the City of Toronto.
How was this study being undertaken?
The study was undertaken in accordance with the master planning process of the Municipal Engineer’s Association (MEA). The 2020 Water and Wastewater Master Plan followed Approach 1 of the MEA Class EA process, which fulfills the requirements for Schedule A and A+ projects and provides a basis for future investigations for Schedule B and C projects. The study finishes with the preparation of a master plan document at the conclusion of Phase 2 of the Class EA process.
How can I participate in this study?
The 2020 Water and Wastewater Master Plan for the Lake-Based Systems, which documents all phases of the study process, is available for public review for a period of 45 days, from June 29 to August 13, 2020.
The public is encouraged to provide comments to the Region’s representative at the contact information provided at the bottom of this notice.
If concerns arise during the prescribed review period that cannot be resolved through discussions with the Region of Peel, a person or party may request the Minister of the Environment, Conservation and Parks, by order, to comply with Part II of the Environmental Assessment Act – also known as a Part II Order request – for specific projects identified in the Master Plan. The Minister must receive this request at the following address within the 45-day public review period:
Minister’s Office
Ministry of the Environment, Conservation and Parks
77 Wellesley Street West, 11th Floor, Ferguson Block
Toronto, ON M7A 2T5
A copy of the request should also be forwarded to the attention of the Director of the Environmental Assessment Branch and the Region’s representative. If there are no outstanding concerns after the end of the public review period, the study will be considered to have met the requirements of the Municipal Class EA, and the Region may proceed with implementation of the servicing strategies as outlined in the 2020 Water and Wastewater Master Plan for the Lake-Based System.
