Peel’s 2025 Budget Approved by Council

BRAMPTON, ON (Jan. 24, 2025) – Yesterday, Regional Council approved Peel's 2025 Operating and Capital Budget with investments balanced between the needs of residents and businesses and the infrastructure needs of the broader community.  

The development of Peel’s 2025 Budget was anchored to our Strategic Plan and the community priorities recommended for consideration prior to the budget. 

The 2025 Budget includes investments of $6.3 billion to maintain current service levels for a growing population, while addressing priority community needs.  

For the impact on the overall property tax, Regionally Controlled services account for a 1.2% increase, Peel Regional Police 4.1% increase and other agencies 0.1% increase for a total average property tax increase of 5.4%. 

Critical urgent needs being addressed include: 

  • The housing affordability crisis 
  • Accelerated housing-enabling infrastructure 
  • Affordability issues in the community 
  • Community safety and well-being 
  • The climate change emergency 
  • Promoting diversity, equity, and inclusion 

Service investments to support the community  
 

Peel Regional Police 

  • Increased investment in public safety through the addition of 300 uniformed officers and 65 civilian professionals 
  • Capital investments to replace and build infrastructure, vehicles and equipment, expansion of facilities and advancing innovation 

Ontario Provincial Police – Town of Caledon 

  • Investments to support traffic safety, community engagement and property and violent crime reduction 

Waste Management 

  • Managing 550,000+ tonnes of waste annually from Peel's 1.5 million residents 
  • Transitioning Peel’s Blue Box Program 
  • Executing Peel’s long-term Organics Processing Plan 
  • Implementing Mixed Waste Processing 

Water and Wastewater 

  • Investing over $1 billion in capital investments to support the achievement of the Province's new housing target – investments include $615.3 million for wastewater collection main replacement and construction, $558.1 million for water main replacement and construction, and $169.2 million for expansion of Water Resource Recovery Facilities 
  • Aligning the capital program with Peel's new official plan and municipal growth targets 
  • Employing a climate change lens on new capital and rehabilitation projects 

Housing Support 

  • Serving 33,897 households with housing and supports 
  • Making Peel Community Housing Development sites development-ready through an investment of $1.2 million, ensuring sites are ready to respond to future development funding from other levels of government  
  • Continuing to implement the Peel Community Housing Development Program with a capital investment of $2.6 million 
  • Providing $61.3 million for the state of good repair of Peel Living homes 
  • Improving collaboration between health and housing systems integration 
  • Advocacy to other levels of government for policy, program, and funding improvements 

Paramedic Services 

  • Adding 22 paramedics to support a growing population, increased call volumes, and to manage system pressures 
  • Investing $21.4 million for enhancements and state of good repair for ambulances, other fleet, ambulance equipment, and computers 
  • Delivering mental health and wellness initiatives to support the psychological health and safety of the paramedics 
  • Continually expanding the advanced, innovative care available to patients in the home, and at the bedside, through improved employee training  

Seniors Services 

  • Serving 866 residents across all five Peel Long Term Care homes 
  • Investing $1.4 million to allow for a dedicated entrance at the Davis Centre for Adult Day Services clients, allowing for enhanced infection prevention measures 
  • Upgrading the cooling system, generator, and electrical system at Sheridan Villa through a $8.3 million investment 
  • Stabilizing operations to improve resident, client, caregiver, and staff experience 
  • Cultivating a resilient and empowered workforce by promoting employee psychological health, wellbeing, and culture 
  • Piloting integrated care and expanding Adult Day Services and Respite Care to support clients and caregivers to age at home 
  • Leveraging technology and infrastructure to meet current and future needs 

Public Health 

  • Stabilizing public health programs with ongoing efforts to better understand community needs 
  • Increasing capacity for communicable disease programming to prevent transmission in the community  
  • Expanding public health inspection capacity to respond to increased number of public complaints and inspection requirements 
  • Completing post-pandemic catch-up of school immunization, and record screening and enforcement of the Immunization of School Pupils Act, 1990 

Community Investment 

  • Increasing funding by $4 million to our community partners to address the increased demand for programs and services and food security funding  
  • Driving solutions that can mitigate the impacts of poverty 
  • Coordinating a systems response to increased immigration and arrival of refugees seeking supports 
  • Advocating for resources and greater coordination for Anti–Human Sex Trafficking supports 

Transportation 

  • Maintaining 1,700 lane kilometres of road to help keep residents safe and traffic moving 
  • $168.1 million for road construction, intersection improvements, and active transportation 
  • $56.7 million for roads structure replacement and rehabilitation and other asset management–related works 
  • $5.6 million for traffic related programs 
  • $1.8 million for TransHelp capital programs 
  • Updating the Transportation Master Plan to account for changes in housing targets, plan for growth to 2051 
  • Investing resources to support the Province’s accelerated delivery of higher order transit 
  • Building infrastructure to support growth in key corridors such as Mississauga Rd., Mayfield Rd., Dixie Rd., Airport Rd., and Highway 50 
  • Prioritize building and improving active transportation facilities such as sidewalks and multi-use paths 

Heritage, Arts and Culture 

  • Managing provincially significant heritage buildings and associated cultural landscapes through ongoing maintenance, preservation and responsive care 
  • Engaging with youth through the PAMA Youth Committee to co-design programming 
  • Conducting policy reviews and updates to support legislative compliance and industry best practices for cultural institutions
