Peel Region is providing housing support and facilitating access to financial counseling for current residents, beginning in Spring 2025. Peel Region remains committed to ensuring that all residents have access to housing options, whether they choose to return to the redeveloped community or transition to a new location.

The Peel Housing Corporation is moving forward with early stages of redevelopment planning for a portion of the Twin Pines property located at 1725 Dundas St. E. (currently occupied by Mr. Sub). This represents the first phase of redevelopment to increase housing supply in the community.
As part of early redevelopment planning, the City of Mississauga is pre-zoning the Mr. Sub property in support of this objective. This work will establish an appropriate zoning framework to make the site development-ready, without approving any specific site development concepts.
The proposed pre-zoning will be considered by the Planning and Development Committee at a statutory public meeting that is currently anticipated on March 30, 2026.
The Peel Housing Corporation has engaged Urban Strategies Inc. to develop preliminary planning analysis, for the Mr. Sub lands, which will inform and support the pre-zoning process.

Several pre-planning activities will also be taking place on the property over the coming months.
Land titles absolute
This is one of the first steps in the redevelopment process where the Peel Housing Corporation will submit a title application to the Land Registry Office. The application facilitates the redevelopment process by reviewing title to the property to ensure it is ready for future development.
Real property studies
The Peel Housing Corporation is completing a series of technical background studies to support future redevelopment planning activities. These studies are standard documents required by the City of Mississauga to file planning approval applications in the future.
The studies may include geotechnical and hydrogeological reports, environmental site assessment, archaeological assessments, and surveying works. These activities may involve personnel and machinery from various professional consulting firms, that may be taking soil samples, drilling boreholes and installing monitoring wells on the property.
These on-site activities should not cause any disruptions to residents daily schedule and advanced notice will be provided before any works are undertaken.
Redevelopment signage
A public information sign will be installed on the frontage of 1725 Dundas St. E. (Mr. Sub lands). The signage will inform the community that redevelopment planning is underway and will include PHC project specific contact information if you wish to ask questions or provide feedback.
Installation of the sign is expected in early March 2026, weather permitting.

Peel Living, Peel Region’s non-profit housing provider, purchased the 25-acre Twin Pines site in 1996 with the long-term goal of redeveloping it to meet future affordable housing needs. This redevelopment aligns with Peel Region Council’s priority to expand affordable housing options and create sustainable, age-friendly communities.
The project has been shaped by ongoing feedback from Twin Pines residents and other stakeholders, and Peel Region will continue to engage with the community throughout the redevelopment process.
The Twin Pines community has a rich history dating back to 1949 when the first mobile homes were established on the Pallet family's former apple orchard. In 1996, Peel Living, Peel Region’s non-profit housing provider, purchased the 25-acre site with the long-term goal of redeveloping it to expand affordable housing options for the community.
For over 20 years, Peel Living maintained the site, honouring its agreement with the Cedar Grove Residents’ Community Corporation to provide stability for the mobile homeowners. This agreement with the Cedar Grove Board expired in 2016. By 2017, Peel Living launched the Twin Pines redevelopment plan with the goal of transforming the site into a modern, sustainable community.
Peel Region continues to manage the Twin Pines site and support current residents as the redevelopment project progresses. Residents are being provided with extensive support options to help them transition smoothly, including:
- A $50,000 goodwill payment or a portable rental subsidy, ensuring residents can make the best decision for their future.
- Access to a one-time financial counseling reimbursement of up to $2,000 per eligible household to help residents navigate their options and prepare for the transition.

Resident transition plan
Peel Region has developed a comprehensive Resident Transition Plan to ensure that all current residents of Twin Pines are supported as the redevelopment project moves forward. The plan offers residents a range of options to help them transition smoothly, with a focus on providing access to financial support and affordable housing solutions.
Support Options for Residents
At this time, residents can choose between the following 2 options:
- A $50,000 goodwill payment to assist with relocation costs.
- A portable rental subsidy, which will help cover rent costs in their next home.
Residents can also receive financial counseling, to help them make informed decisions about their future.
Transition timeline
If residents choose to transition now, residents will have until April 30, 2026 to accept the $50,000 goodwill payment, with another 12 months to move out once a decision is made. The portable rental subsidy option will remain unchanged and available following April 30, 2026. Peel Region is committed to supporting residents throughout this process, ensuring that every resident feels secure and informed every step of the way.
