Our work in affordable housing
Peel's affordable housing system includes publicly funded housing and supports to help those experiencing homelessness, those at risk of homelessness and those who cannot afford to live in the private market, get and keep housing they can afford.
Our role as Service Manager for housing:
- Oversee Peel Region’s affordable housing system.
- Develop and implement 10-year housing and homelessness plan.
- Invest in and grow supply of affordable housing.
- Provide subsidy and supports to help people get and keep affordable housing.
- Administer federal and provincial funding programs.
- Advocate for policy and funding changes to other levels of government.
- Ensure community housing providers are viable.
In 2023:
- 33,897 households supported with Peel Region housing help.
- 16,497 households call the affordable housing system home.
- 71% of all buildings in the community housing systems are in a Good State of Repair.
- 1,340 units under development.
- 351 households were placed from Peel's Centralized Waiting List into subsidized community housing units.
- 4,800+ households received one-time financial assistance to prevent homelessness.
- 4,500+ households received case management help from a Housing Support Worker

Information for Housing Providers, Developers, Community Partners
Several factors point to a growing need for affordable, emergency, and transitional housing:
- Our population continues to grow rapidly and is aging.
- The cost of rental housing and home ownership continues to rise.
- Low rental vacancy rates are keeping rental rates high.
- Land values in Peel are driving up the cost of housing development.
- We have aging social housing infrastructure: Region of Peel, Peel Housing Corporation and other housing providers must keep properties in state of good repair to sustain affordable housing supply into the future.
- The number of homeless residents and tenants in the affordable housing system that require physical and mental health supports to maintain stable housing is growing
Peel, like all major urban centres across Canada and around the world, faces a significant and growing need for more affordable housing. It’s now estimated that approximately 97,000 households in Peel are living in core housing need, which represents approximately 1 in 5 households in Peel. Core housing need measures whether a household experiences problems relating to affordability (paying less than 30% of income on shelter costs), suitability (enough space for the household members) or adequacy (housing in good repair).
Ongoing and increased funding from the provincial and federal governments is the only way we can serve the growing demand. Continued support from local municipalities, the private and non-profit sectors, agencies and the community is also necessary.

Together with the community, we’ve developed the Peel Housing and Homelessness Plan to help residents get and keep housing and prevent homelessness in Peel.

We help people who are homeless or at risk of becoming homeless through emergency and transitional shelters, street outreach, eviction prevention funding, case management and help to find permanent housing.

Operating investment
Gross Operating Budget for 2024: $310.3 million, used for:
- Increased subsidy and support service levels.
- Enhanced outreach services.
- Staffing resources.
Capital Budget: $190.6 million, used for:
- State of good repair for Region's affordable housing and emergency shelters to ensure stock is sustainable into the future.
- State of good repair for Peel Housing Corporation community housing sites.
- Non Profit Housing Development Program.
- Peel Community Housing Development Program.
- Loans for state of good repair for community housing provider sites.
10-Year capital plan: $1,027 million.
