Background
Peel Region initiated a Schedule B Municipal Class Environmental Assessment (MCEA) study for the watermain replacement from Highway 50 to Hardwick Road, in the Town of Caledon. The existing 300mm diameter watermain is aging and requires replacement to improve water quality and reliability. The MCEA Study developed and evaluated a variety of watermain alignment alternatives that will consider the existing environment as well as stakeholder input.
Based on the evaluation of alternatives and input from interested and affected parties during the Study, the preferred solution is to replace the watermain following a new alignment through the Husky Property.
Process
The MCEA Study is being conducted in compliance with Schedule B of the Municipal Class Environmental Assessment (October 2000, amended 2007, 2011, 2015, 2023 and 2024), which is approved under the Ontario Environmental Assessment Act.
Project File Report
The MCEA Project File Report has been prepared to document the planning process followed, including conclusions and recommendations, and how public input was received and considered. By this notice, the Project File Report is being placed on public record for a 30-calendar day review period starting March 24, 2025, and ending April 23, 2025, in accordance with the requirements of the MCEA process. Should you wish to review the appendices for the report please contact the Project Manager Leo Chen.
Subject to comments received as a result of this notice, Peel intends to proceed with the detailed design and construction of the preferred solution as documented in the Project File Report.
Your input is important
Written comments or questions may be provided to Peel’s Project Manager, Leo Chen, on or before April 23, 2025. In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study, or that conditions be imposed (e.g., require further studies), only on the grounds that the requested order may prevent, mitigate, or remedy adverse impacts on constitutionally protected Indigenous and treaty rights. Requests on other grounds will not be considered. Requests should include the requester’s contact information and full name.
Requests should specify what kind of order is being requested (request for conditions or a request for an individual/ comprehensive environmental assessment), how an order may prevent, mitigate, or remedy potential adverse impacts on Indigenous and treaty rights, and any information in support of the statements in the request. This will ensure that the Ministry is able to efficiently begin reviewing the request.

The MCEA Study will develop and evaluate a variety of watermain alignment alternatives that will consider the existing environment as well as stakeholder input.
Process
This notice signals the commencement of the MCEA Study, which will define the problem, identify and evaluate alternatives, and determine a preferred solution in consultation with the Town of Caledon, regulatory agencies and stakeholders. The MCEA Study is being conducted in compliance with Schedule B of the Municipal Class Environmental Assessment (October 2000, amended 2007, 2011, 2015 and 2023), which is approved under the Ontario Environmental Assessment Act.
Your input is important
Public and agency consultation is a key element of the MCEA Study process and input will be sought throughout this study. Upon completion of the MCEA Study, a Project File Report (PFR) will be prepared and placed on the public record for a minimum 30-day review period. The PFR will detail the planning and consultation process and the preferred alternative.
Comments received through the course of the Study will be considered and documented in the PFR. Additional information related to the MCEA Study and consultation process may be obtained through the project webpage.
Online Public Information Centre
An online Public Information Centre has been arranged to provide details regarding the MCEA Study, including project background, developed alternatives, evaluation of alternatives, proposed mitigation measures and next steps.
Online public engagement provides an opportunity for residents, businesses, and interested members of the public to review and comment on the evaluation of alternatives, including selection of the recommended alternative.
How to get involved
Please submit any comments, questions, or concerns by Monday, October 21, 2024. Any input received by that date will be incorporated into the Project File Report, which will be available for public review when the study is completed.
