    Lobbyist Registry

    The Lobbyist Registry is an accessible public record of all lobbyists who have lobbied a Public Office Holder at the Region of Peel.

    The registry includes the name of the lobbyist, who they lobbied, the commencement date and subject matter upon which they lobbied.

    You can search the Lobbyist Registry to learn more about the lobbying activities occurring at the Region of Peel.

    Lobbyists: Record your lobbying activities

    Anyone who wishes to lobby or has lobbied a Public Office Holder outside a public setting must register and record their lobbying activities.

    You must register as a lobbyist before or within 5 business days of lobbying commencing.

    Step 1: Register as a lobbyist

    Sign up for a Region of Peel Account to register as a lobbyist. You will receive a confirmation email to verify your account. Once you are registered, continue to Step 2.

    Step 2: Record your lobbying activities

    Log in to your Region of Peel Account to begin recording your activities.

    Update your lobbyist profile with your lobbying activities. You must record your lobbying activities within 5 business days.

    Registered lobbying activities will be closed automatically after the end date listed on the activity, or after a one-year period, whichever comes first.

    Regional Council approved By-law 47-2016 to establish a Lobbyist Registry. The by-law came into effect March 1, 2017.

    Lobbying is any communication with a public office holder by an individual who is paid or represents a business or financial interest with the goal of trying to influence any legislative action. These actions include:

    • Development, introduction, passage, defeat, amendment or repeal of a by-law, motion or resolution.
    • Development, approval, amendment, application or termination of a Regional policy, program, directive or guideline.
    • Outcome of a decision on any matter before Council, a Committee of Council or a Councillor or staff member acting under delegated authority.

    There are 3 types of lobbyists:

    1. Consultant
      A person who lobbies for payment on behalf of a client.
    2. In-house
      A person who is an employee, partner, sole-proprietor and who lobbies on behalf of their own employer, business or organization.
    3. Voluntary Unpaid
      A person who lobbies without payment on behalf of a person, business or other organization.

    A Public Office Holder is:

    • A Member of Regional Council and any person on his or her staff;
    • The Chief Administrative Officer or a Commissioner employed by the Regional Municipality of Peel;
    • An officer or employee of the Regional Municipality of Peel;
    • A Member of a local board or committee established by Council and any person on his or her staff; and
    • Any accountability officer appointed under the Municipal Act, 2001 including but not limited to the Integrity Commissioner, Lobbyist Registrar and Closed Meeting Investigator.
