McVean Sanitary Pumping Station upgrades – 3900 Ebenezer Rd., Brampton

The Study:

The Region of Peel has completed a Schedule B Municipal Class Environmental Assessment (MCEA) study to upgrade and expand the capacity of the McVean Sanitary Pumping Station (SPS), in order to service planned growth within the Region of Peel, as well as to upgrade the SPS to comply with current Region design standards. These upgrades include odour control, grit management, emergency storage capacity, and additional site works necessary to facilitate the expansion and upgrades. The map shows the area that may be directly impacted by the proposed construction.

The Study recommends the construction of a new McVean SPS located to the north side of the site, with a pumping capacity of 2,100 L/s, headworks infrastructure and the ability to remove grit, fat, oil, and grease from the sewage. The existing SPS will be decommissioned and removed after the new McVean SPS is commissioned. The preferred alternative also achieves the Region’s design guidelines for sewage pumping stations.

Process:

The Study followed the process for Schedule B projects in accordance with the Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011, 2015, and 2023), with the opportunity for public input throughout the project.

The purpose of this Notice is to inform you that a Project File Report (PFR) has been filed and will be available on the project website from Tuesday, December 5, 2023 to Monday January 8, 2024 for the required 30-day comment period. The PFR documents the MCEA process followed, including a summary of consultation, the identification of existing conditions, alternative solutions, potential impacts, mitigation measures and commitments, and the selection of the preferred alternative.

Subject to comments received as a result of this Notice, and the receipt of necessary approvals, the Region of Peel intends to proceed with the design and construction of this project.

For concerns that involve the prevention, mitigation or remediation of adverse impacts on constitutionally protected Aboriginal and treaty rights, a Section 16 Order request may be made to the Ministry of the Environment, Conservation and Parks. Section 16 Order requests on other grounds will not be considered.

Requests should specify what kind of order is being requested (request for additional conditions or a request for an individual environmental assessment), how an order may prevent, mitigate or remedy those potential adverse impacts, and any information in support of the statements in the request. Requests should also include the requester contact information, the project name and the proponent’s name. This will ensure that the Ministry is able to efficiently begin reviewing the request.
