Notice of decision with respect to and Official Plan Amendment Section 17(35) of the Planning Act
On May 9, 2024, a decision was made by the Council of The Regional Municipality of Peel to approve the new City of Brampton Official Plan as modified.
Purpose and Effect
The purpose of the new Brampton Official Plan, adopted by Brampton City Council on November 1, 2024 through By-law 195-2023, is to repeal and replace the in-effect Brampton Official Plan, as amended, with the new Brampton Official Plan, save and except for Part Two: Secondary Plans, as amended, and Official Plan Amendments constituting the Secondary and Block Plans.
The effect of the new Brampton Official Plan is to comprehensively update policies in the Plan, ensure conformity with the Region of Peel Official Plan, the Provincial Policy Statement, 2020 and applicable Provincial Plans and legislation. The new Official Plan provides goals, objectives and policies to guide growth and development to 2051, including policies and schedules that address housing and growth management, major transit station areas, protection of natural and cultural heritage features and resources, transportation systems, and economic development.
Subject Lands
The new Brampton Official Plan applies to all lands within the municipal boundary of the City of Brampton. Accordingly, no key map is included in this notice.
Effect of Written Submissions on Decision
Comments were received and considered throughout Peel Region’s review of the new Brampton Official Plan. Written and oral submissions made during Peel’s review of the Brampton Official Plan, as adopted, were considered by Regional Council.

Appeal Information
Peel Region's decision to approve the new Brampton Official Plan can be appealed the City of Brampton, the Minister of Municipal Affairs and Housing, or any person who made an oral submission at the public meeting or written submissions prior to Brampton City Council adoption. However, the appeal cannot apply to the entirety of the plan or Regional Council's decision. Appeals of the approval are limited to specific matters of the Planning Act. The Planning Act establishes certain limitations of appeals related to major transit station area policies under subsection 17(36.1.4), additional residential unit policies under subsection 17(36.1) and inclusionary zoning policies under subsection 17(36.1.1).
Region of Peel not later than 20 days from the date of this notice (June 5, 2024). The notice of the appeal should be sent to the attention of the Regional Clerk at the address shown below and it must:
- Set out the reasons for the appeal,
- Set out the specific part or parts of the proposed Official Plan Amendment to which the appeal applies, and
- Be accompanied by the prescribed fee by the tribunal and as directed by the tribunal.
If the appellant intends to argue that the appealed decision is inconsistent with a policy statement issued under subsection 3(1), fails to conform with or conflicts with a provincial plan, or fails to conform with the Region of Peel Official Plan, the notice of appeal must also explain how the decision is inconsistent with, fails to conform with or conflicts with the other document.
Who Can File an Appeal
Only individuals, corporations or public bodies may appeal a decision of the municipality or planning board to the OLT. A notice of appeal may not be filed by an unincorporated association or group. However, a notice of appeal may be filed in the name of an individual who is a member of the association or the group on its behalf. No person or public body shall be added as a party to the hearing of the appeal unless, before the plan was adopted, the person or public body made oral submissions at a public meeting or written submissions to the council or, in the opinion of the OLT, there are reasonable grounds to add the person or public body as a party.
When the Decision is Final
The decision of The Regional Municipality of Peel is final if a notice of appeal is not received on or before the Last Date of Appeal (June 5, 2024).
