    Project 23-2300 B – May 26, 2025 update

New watermain and sanitary sewer replacement and improvement. Project 23-1340 B and 23-2300 B

Streets affected: Kimbark Drive and Norfolk Avenue

Construction work starting in your area

Peel Region will be replacing the watermain and sanitary sewers along Kimbark Drive and Norfolk Avenue, as shown on the attached map.

    • Watermains are underground pipes that bring tap water from our water treatment facility to your neighbourhood.
    • Sanitary sewers are underground pipes that carry wastewater from your neighbourhood to a water resource recovery facility. Wastewater is created when water goes down a drain or toilet.

As pipes age, we need to replace them to provide you with high-quality water and wastewater services.

    Construction schedule

Construction is planned to start June 2, 2025 and finish in end of 2025. These dates may change due to weather and other unexpected events. All work is warrantied for two years from the completion date.

    What to expect during construction

Watch our short video to learn what to expect before, during, and after watermain construction. The video also answers common questions about:

    • Why your water may be temporarily shut off.
    • How traffic, parking, and waste collection may be affected.
    • How driveways, roads, and sod (grass) are repaired.

    Contractor working hours

The work will be completed by the contractor Alwahesh Contracting Inc. and administered by the engineering consultant Environmental Infrastructure Solutions Inc. (EIS), both under contract to Peel Region. Working hours are from 7 a.m. to 7 p.m., Monday to Friday. These hours are consistent with local municipal bylaws and help shorten the amount of time construction is in your neighborhood.

    Traffic and parking

We may need to temporarily close roads or reduce traffic to a single lane. If this is needed, we will place signs giving directions. On-street parking will be reduced when we are working on your street.

    Interrupting your water supply

    For residents:

    • If we need to shut off your water for several hours, our goal is to let you know 48 hours (2 days) in advance. Sometimes, we must reduce this notice to 24 hours.
    • If we need to shut off your water for a short time (less than one hour), we’ll knock on your door.
    • If we need to shut off your water due to an emergency, we’ll knock on your door and do everything we can to fix the problem quickly.

    Waste collection

If you receive Peel waste collection, your garbage, recycling, and organics will be picked up on your regularly scheduled day. It’s the contractor’s responsibility to move these bins from the end of your driveway to a location where waste collection vehicles can pick them up. Please make sure your house number is marked on each bin, so they are returned to the right address.

    Vibrations, noise, and dust

You could feel slight vibrations and experience some minor noise and dust from construction work.

    Construction safety

Construction zones require extra caution to keep everyone safe. Be aware of your surroundings when driving, walking, or biking near the construction area. Watch for construction crews and other road users, slow down, and consider other routes. Visit peelregion.ca/workzonesafety for more information.

    Areas impacted

Installing watermains and sanitary sewers usually requires digging a trench within the municipal right-of-way. The municipal right-of-way includes the street and the municipal-owned land between the street and the water service box, a small, round, metal valve located outside on the property line between your home or business and the road. This trench might cause temporary damage to roads, curbs, sidewalks, boulevards, lawns, and the bottom of driveways.

To maintain your water supply, we will also replace your water service box and the section of your water service pipe from the watermain to your water service box. The water service pipe carries water from the watermain to your home or business. This requires digging up your water service box in the lawn or driveway and impacting an area of at least two square meters.

We may also repair or replace the municipal portion of the wastewater service pipe, the smaller underground pipe running from your home or business to Peel’s sanitary sewer system. This may require digging up either the lawn or driveway above this section of pipe and impacting an area of at least two square meters.

We recommend that you delay driveway paving or major landscaping projects until this work is completed. Any damage caused by our construction will be repaired.

    In-ground sprinkler systems

Your front lawn may be affected, so we strongly recommend moving any sprinkler lines in the municipal right-of-way or next to the sidewalk. If you cannot move these sprinkler lines, send us your irrigation map or flag each sprinkler head within one meter of the sidewalk, curb, or driveway.

    Tree protection and trimming

If tree branches within the municipal right-of-way interfere with construction, the trees will be pruned beforehand.

If tree branches on private property interfere with construction, they will be pruned back to the nearest suitable trunk or branch. The contractor will contact you before any pruning of private trees occurs. If you do not allow personnel onto your property to trim the tree, the branches will be cut vertically at the property line.

    Driveway access

We’ll knock on your door if we have to block your driveway for a short time. If a trench blocks your driveway access, the contractor will provide metal road plates. We will work to ensure businesses can be accessed. Contact us if you have any access needs.

    Repairing impacted areas

Once the new watermains and sanitary sewers are buried and connected to all properties, we’ll repair the road, curb, sidewalk, driveways, and lawns.

Repairs may be delayed due to seasonal weather conditions. For example:

    • Paving cannot take place when the ground is saturated with water, or the temperature is below 3°C.
    • Asphalt is not available in large volumes during the winter and usually becomes available in mid-May.

Most sod (grass) farms have sod available beginning in late May. We replace sod until the middle of November, weather permitting, to let the roots grow. If we do not replace it by the middle of November, we’ll replace it the following spring.

    Repairing grassy areas

The contractor will replace any damaged sod on the boulevard or your front lawn and will take care of it for 30 days. You can help the sod stay healthy by watering it. A longer watering works better than watering more frequently for a shorter time. Early morning watering allows more water to soak in.

    Repairing driveways

    • Asphalt driveways: If we need to cut a section of your driveway, it will be repaired by paving a strip over the impacted area, resulting in minimal seams. Peel cannot replace your entire driveway. If you would like to have the rest of your driveway paved, please contact the contractor, Alwahesh Contracting Inc., at (289) 878-4088. The contractor will then share contact information for the company hired to do the paving repairs. Please remember this is your choice. If you decide to have your entire driveway repaved, this extra paving work is your responsibility and outside Peel Region jurisdiction.

Interlock or concrete driveways: If we damage a portion of your driveway, our contractor will repair the damaged portion.

    Temporary restoration

The City of Brampton is planning to complete road work on this street within the next few years. If this work impacts driveways, curbs, sidewalks, and lawns next to the sidewalk, we will:

    • Only pave the areas of the street directly impacted.
    • Use asphalt to fix damaged sidewalks and curbs.
    • Patch your driveway to cover any places we impacted, as the future road work may affect the bottom of your driveway. After the City of Brampton paves your street, the driveway will be repaired by paving a strip over the impacted area, resulting in minimal seams.

Peel Region repairs are temporary, as the City of Brampton will complete restoration as part of their road work. They will send you a separate notice about their construction.

    Optional protection plans

Homeowners may not know they are responsible for maintaining the water and wastewater pipes up to the property line. If a pipe breaks, it can cause unexpected and costly repairs. Peel has partnered with Service Line Warranties of Canada to offer homeowners optional, affordable protection plans. Visit plansforpeel.ca for more information.
