    Project 21-2411 - August 22, 2025 update

    Sanitary maintenance hole rehabilitation

    Streets affected: Lakeside Avenue, Aviation Road, Richey Crescent, The Greenway, Enola Avenue, Lakeshore Road East, and The Waterfront Trail

    Construction work in your area

    Peel Region will be rehabilitating the sanitary sewer maintenance holes (commonly called manholes) along streets and in the parks, as shown on the attached map. Sanitary sewers are underground pipes that carry wastewater from your home or business to a water resource recovery facility. Wastewater is created when water goes down a drain or toilet.

    We’ll clean the maintenance holes and place a new resin (plastic) lining inside it to extend its life. This work will be completed within the maintenance holes and will not require digging trenches in your neighbourhood.

    Rehabilitating maintenance holes ensures the sanitary sewers can continue to be accessed and maintained. When we need to partially replace one, we’ll share additional information with affected residents and businesses before the work starts.

    Construction schedule

    Construction is planned to start at the end of Summer 2025 and finish Winter 2025. It usually takes a few hours to three days to repair a single maintenance hole, depending on the work required.

    All work is warrantied for two years from the completion date.

    Contractor working hours

    The work will be completed by Insituform Technologies Ltd and Empipe Infrastructure Group, and supported by consultant Robinson Consultants Inc, under contract to Peel Region. Working hours are from 7 a.m. to 7 p.m., Monday to Friday. These hours are consistent with local municipal bylaws and help shorten the amount of time construction is in your neighborhood.

    Where granted under the City of Mississauga Noise Bylaw exemption, work is allowed to take place overnight (between 7 p.m. and 7 a.m.) to reduce the impact of our work. Overnight work will take place intermittently on Lakeshore Road East at Enola Avenue, between the start of September and end of October.

    Traffic and parking

    • Lakeshore Road East will be reduced to a single lane in the westbound direction from Douglas McCurdy Common to Shaw Drive. These lane reductions will take place intermittently between the start of September and end of October. This work will occur overnight. Please expect delays and choose alternate routes if possible.
    • Enola Avenue north of Lakeshore Road East will be closed at Lakeshore Road East. This road closure will take place intermittently between the start of September and end of October. This work will occur overnight. Please choose alternate routes if possible.
    • The Greenway will be closed at various locations for maintenance hole rehabilitation, as shown on the attached map. Where driveways are blocked, the contractor will provide the resident with advanced notice. This work will occur intermittently on weekdays from 7:00 a.m. until 7:00 p.m. These impacts are expected to take place between the start of September and end of October.
    • Lakeside Avenue will be closed at Hampton Crescent and at Aviation Road. Access to homes will be maintained. This work will occur intermittently on weekdays from 7:00 a.m. until 7:00 p.m. These impacts are expected to take place between the start of September and end of October.
    • Enola Avenue south of Lakeshore Road East, Richey Crescent, and Aviation Road will be reduced to a single shared lane. Where a single lane is shared with oncoming traffic, please yield to oncoming traffic as stated by the road signs. These impacts are expected to take place between the start of September and end of October. These lanes will be closed intermittently during weekdays from 7:00 a.m. until 7:00 p.m. Please expect delays and choose alternate routes if possible.

    During this time, traffic will be directed by police officers or flag persons. The onsite contractor will guide emergency service vehicles and school buses through the closure.

    Temporary trail and park closures

    Some of the affected maintenance holes are located along the Waterfront Trail in Helen Molasy Memorial Park / Lakefront Promenade Park at Cooksville Creek, so intermittent, temporary closures may be required between the start of September and start of November. Detour routes will be provided, as shown in the attached map.

    Waste collection

    If you receive Peel waste collection, your garbage, recycling, and organics will be picked up on your regularly scheduled day. It’s the contractor’s responsibility to move these bins from the end of your driveway to a location where waste collection vehicles can pick them up. Please make sure your house number is marked on each bin, so they are returned to the right address.

    Vibrations, noise, and dust

    You could feel slight vibrations and experience some minor noise and dust from construction work.

    Odours

    You may smell odours which will go away within a few hours. You can prevent or minimize this by pouring a bucket of water down the basement floor drain and running water in all sinks, showers, and tubs for a minute, either the evening before or day of the relining work. If this is not possible (for example, if it is currently covered by flooring), we strongly recommend making it accessible before construction begins to reduce odours. 

    Construction safety

    Construction zones require extra caution to keep everyone safe. Be aware of your surroundings when driving, walking, or biking near the construction area. Watch for construction crews and other road users, slow down, and consider other routes. Visit peelregion.ca/workzonesafety for more information.

    Areas impacted

    Repairing a maintenance hole often requires digging a large hole around it. They are usually located within the municipal right-of-way. This includes the street and the municipal-owned land between the street and the water service box, a small, round, metal valve located outside on the property line between your home or business and the road. If maintenance holes are not within the right-of-way, Peel Region has obtained legal access through easements.

    This work may cause temporary damage to roads, curbs, sidewalks, boulevards, driveway aprons, and lawns within the municipal right-of-way or easement. Any damage caused by our construction will be repaired.

    Tree protection and trimming

    Trees in the municipal right-of-way will be protected using temporary fencing. Branches on public and private property will be pruned beforehand if they interfere with construction. The contractor will contact you before pruning any private property trees. If you do not allow the contractor on your property, the branches will be cut vertically at the property line.

    Driveway access

    We’ll knock on your door if we have to block your driveway for a short time. We will work to ensure businesses can be accessed. Contact us if you have any access needs.

    Repairing impacted areas

    Once we have finished maintenance hole work, we’ll repair the road, curb, sidewalk, driveways, and lawns.

    Repairs may be delayed due to seasonal weather conditions. For example:

    • Paving cannot take place when the ground is saturated with water, or the temperature is below 3°C.
    • Asphalt is not available in large volumes during the winter and usually becomes available in mid-May.
    • Most sod (grass) farms have sod available beginning in late May. We replace sod until the middle of November, weather permitting, to let the roots grow. If we do not replace it by the middle of November, we’ll replace it the following spring.
