Project 19-2215 - September 29, 2025 update
Streets affected: Lakeshore Road from Jack Darling Memorial Park to Elmwood Avenue, Wesley Avenue, Pine Avenue and Front Street North
Construction work in your area
Peel Region will be installing a new watermain and large sanitary sewer along Lakeshore Road between Jack Darling Memorial Park and Elmwood Avenue, and a new sanitary sewer on Wesley Avenue from Park Street to Lakeshore Road, as shown on the attached map. We will also be replacing a section of watermain between Ibar Way and Shawnmarr Road.
Watermains are underground pipes that bring tap water from our water treatment facility to your neighbourhood. As our population grows, we need to build larger watermains to provide you with high-quality water. Sanitary sewers are underground pipes that carry wastewater from your home or business to a water resource recovery facility. Wastewater is created when water goes down a drain or toilet. As our population grows, we need to build larger sewers to provide you with high quality wastewater services.
To keep you up to date as this project continues, we encourage you to sign up to receive e-notices. In consideration of the size of the project, e-notices are our preferred method to reach you; however, if you require a different method of notification, please let us know and we will do our best to accommodate.
Construction schedule
This work will be completed over the next several years, beginning from the western limits of the project at Jack Darling Memorial Park and continuing eastward. As we complete segments of the work, we will begin repairing impacted driveways, boulevards, sod (grass), roads, curbs and sidewalks.
We anticipate construction to start on or around October 14, 2025, and finish by late 2029. These dates may change due to weather and other unexpected events. All work is warrantied for two years from the completion date.
Contractor working hours
The work will be completed by C & M McNally Engineering Corp. and designed by consultant Stantec Consulting Ltd., both under contract to Peel Region. Working hours are generally from 7 a.m. to 7 p.m., Monday to Friday. These hours are consistent with local municipal bylaws and help shorten the amount of time construction is in your neighborhood.
Traffic and parking
We will need to temporarily close roads or reduce traffic to a single lane. If this is needed, we will place signs giving directions. On-street parking will be reduced when we are working on Lakeshore Road. Temporary parking lot closures will be required on Lakeshore at Front St N. and Elmwood Avenue.
E-notices will go out in advance of the impacts as schedules are finalized with the durations outlined.
Temporary trail and park closures
To construct the new watermain and sanitary sewer, impacts to the Lakeshore Road West Trail, and at Jack Darling Memorial Park, Richards Memorial Park, and Marina Park (Front St N.) are required. Temporary closures will be required within the Leash Free Areas of Jack Darling Memorial Park, and the Marina Park area (Front St. N).
The Lakeshore Road West trail will be detoured at Jack Darling Memorial Park and at Richards Memorial Park.
E-notices will go out in advance of the impacts as schedules are finalized with the durations and detour routes outlined. Signage will also be placed on location.
Interrupting your water supply
For residents:
- If we need to shut off your water for several hours, our goal is to let you know 48 hours (2 days) in advance. Sometimes, we must reduce this notice to 24 hours.
- If we need to shut off your water for a short time (less than one hour), we’ll knock on your door.
- If we need to shut off your water due to an emergency, we’ll knock on your door and do everything we can to fix the problem quickly.
For businesses:
- If your business needs a continuous water supply, please let us know when and how your business uses water.
- If we need to shut off your water due to an emergency, we’ll knock on your door and do everything we can to fix the problem quickly.
Waste collection
If you receive Peel waste collection, your garbage, recycling, and organics will be picked up on your regularly scheduled day. It’s the contractor’s responsibility to move these bins from the end of your driveway to a location where waste collection vehicles can pick them up. Please make sure your house number is marked on each bin, so they are returned to the right address.
Vibrations, noise, and dust
You could feel slight vibrations and experience some minor noise and dust from construction work.
Tree protection and trimming
Certain trees will need to be removed to complete this project. Trees that are to remain in the municipal right-of-way will be protected using temporary fencing. Branches on public and private property will be pruned beforehand if they interfere with construction. The contractor will contact you before pruning any private property trees. If you do not allow the contractor on your property, the branches will be cut vertically at the property line. All work will be in accordance with the Public Tree Bylaw.
Driveway access
We’ll knock on your door if we have to block your driveway for a short time. If a trench blocks your driveway access, the contractor will provide metal road plates. We will work to ensure businesses can be accessed. Contact us if you have any access needs.
Construction safety
Construction zones require extra caution to keep everyone safe. Be aware of your surroundings when driving, walking, or biking near the construction area. Watch for construction crews and other road users, slow down, and consider other routes. Learn how to stay safe in construction zones.
Methods of construction
The watermain and large sanitary sewer are being installed with two different construction methods.
- Tunneling is completed by digging two deep holes (called shafts) and using special equipment to tunnel beneath the surface of the road between the shafts. As the work takes place mostly underground, it can be less intrusive than digging a long trench to install the new sewer and watermain. Traffic and noise impacts are usually limited to shaft locations, where most of the work takes place.
- Open-cutting involves digging a trench to install new watermains or upgrade existing water infrastructure. Because watermains are buried below the roadway and this work may extend over long stretches of land, it can cause some traffic disruption along the construction route.
Between Jack Darling Memorial Park and Shawnmarr Road, we will be installing the watermain on Lakeshore Road via the open cut method. Because this trench might cause temporary damage to roads, curbs, sidewalks, boulevards, lawns, and the bottom of driveways we recommend that you delay driveway paving or major landscaping projects until this work is completed. Any damage caused by our construction will be repaired. Additionally, please let us know if you have a sprinkler system installed in your front boulevard.
Repairing impacted areas
Once the new watermain and sewers are buried and connected, we’ll repair the road, curb, sidewalk, driveways, and lawns.
Repairs may be delayed due to seasonal weather conditions. For example:
- Paving cannot take place when the ground is saturated with water, or the temperature is below 3°C.
- Asphalt is not available in large volumes during the winter and usually becomes available in mid-May.
- Most sod (grass) farms have sod available beginning in late May. We replace sod until the middle of November, weather permitting, to let the roots grow. If we do not replace it by the middle of November, we’ll replace it the following spring.
