Personal services guidelines for special events
Special event organizers and vendors offering personal services such as tattooing, piercing, nail services, facials, or other aesthetic services are required to submit an application to Peel Public Health at least 15 days before to the event. Applications for face painting and henna services are not required. For more information refer to special events and farmers markets application.
Vendors must follow the requirements in Personal Service Settings – Regulation 136/18 and the Guide to Infection Prevention and Control in Personal Service Settings, 3rd edition.
Guidelines for vendors
General
- Eating, drinking and smoking while providing a service is not permitted.
- Vaccination against hepatitis B is highly recommended for those providing invasive services.
Booths and work areas
- Section off work areas to ensure limited public access where services are being provided. Lighting needs to be sufficient to provide services in a safe manner.
- All work surfaces must be smooth, non-absorbent, easy to clean and disinfect.
- Animals are not permitted inside the booth.
Water supply
- A supply of potable water must always be available.
- If a municipal water supply is not available or not easily accessible, bottled water may be used.
Hand hygiene
Provide and maintain a hand washing station in the work area. The hand washing station must have potable water, soap in a dispenser, a roll of paper towel and a bucket to collect wastewater. A portable sink may be used.
Provide alcohol-based hand rub (70% to 90% isopropyl alcohol). Perform hand hygiene before service delivery and as often as is necessary.
Equipment and waste disposal
- Provide an adequate number of lined garbage containers.
- Remove the garbage as often as necessary and at least at the end of the day.
Sharps containers
- All sharps (e.g., razor blades) must be disposed in an approved sharps container.
- All sharp containers must be disposed in an appropriate manner and not with municipal garbage.
- The container must be of adequate size for the event and located out of reach to the public.
Cleaning and disinfection of instruments and equipment
Use single-use disposable instruments and discard immediately after the service. Bring enough sets of clean and disinfected multiuse instruments for each day of the event.
The use of cleaner and disinfectant solutions is permitted for limited types of instruments (e.g., tweezers, combs, trimmers, clippers, weaving needles) which must be discussed and approved by the public health inspector prior to the event.
Use disinfectants that are approved by Health Canada and have not expired.
Cleaning and disinfection of work area
- Provide appropriate cleaning supplies and disinfectants.
- Clean and disinfect client contact surfaces after each use or as often as necessary with an approved product intended for use on surfaces.
- Other surfaces (e.g., floors) must be cleaned on a regular basis and at the end of the day.
Invasive services
This includes ear and body piercing and tattooing.
Wear non-latex gloves and change them frequently.
Sterile instruments must be pre-packaged, have a lot number and an expiry date. Sterile instruments must remain sterile until point of use. On-site sterilization of instruments is not permitted at the special event.
Vendors who pre-clean and pre-sterilize the instruments for the event must provide the name and address of the inspected business where the instruments were processed. Bring copies of the last three spore test results to the event.
Used multiuse instruments (e.g., tubes) must be placed immediately after use into a soap and water solution. The container must be leak-proof, puncture-resistant and have a lid. The container is to be labelled "Dirty items - do not use".
Tattooing needle cartridges must be equipped with a backflow preventer such as a protective membrane. The vendor must provide proof of the back flow preventer (e.g., manufacturer confirmation, printed on the package or listed on the manufacturer's website).
Client records and after care instructions
- Make a client record for each client during the event.
- Provide verbal and written after care instructions.
- Complete the Accidental exposure to blood and body fluids record form as necessary.
