Regional Council recognizes 2025 Institute of Public Administration of Canada award winners

BRAMPTON, Ont. – September 29, 2025. Peel’s Director of Housing Services Aileen Baird and the Peel Region Asylum Claimant Response Team were recognized by Peel Regional Council on September 25 after winning the Institute of Public Administration of Canada (IPAC) awards at the 2025 National Public Service Symposium in Halifax on September 11.

Aileen Baird won the IPAC Award for Established Leaders. This prestigious award "recognizes leaders in public administration who have made substantive achievements over many years and whose work has made a significant impact to the public interest. These individuals should also reflect the ideals of public administration. They will have advanced confidence and trust in their respective field."

Since 2017, Aileen has led work as Director of Housing Services on housing development, housing supply, client services, system performance, and more recently Peel’s homeless asylum claimant response.

The Peel Region Asylum Claimant Response Team won the IPAC Award in Innovation, which "recognizes an individual or organization that has produced an exceptional change or new way of doing things that addresses the public interest." This award cements Peel Region as a leader in homeless asylum claimant response during unprecedented pressures on the shelter system.

Aileen and the Peel Region Asylum Claimant Response Team both winning IPAC awards comes as no surprise to me. Under Aileen's leadership, Peel has transformed how housing supports are delivered to residents, community partners, agencies, and service providers. Peel's response to the surge in homeless asylum claimant numbers was bold and has proven to be both effective and demonstrated Peel’s capacity to provide critical services to people in our community.
