Peel Region's Aaa/AAA credit ratings maintained for 30th consecutive year
BRAMPTON, ON (September 22, 2025) – On September 18, Moody’s Ratings and S&P Global Ratings published updated credit reports. Peel Region continues to hold a Aaa/AAA credit rating with a stable outlook, which is the highest rating a credit rating agency can provide. Peel has held a Aaa/AAA credit rating for 30 consecutive years.
Peel’s credit rating is based on strong governance framework and prudent financial management practices. These ratings reflect Peel’s every-day commitment to managing tax dollars responsibly while delivering value-added, affordable services to residents and businesses today and over the long-term.
The rating agencies both state that the credit profile of Peel reflects a growing local economy backed by strong population growth and expanding tax base. The stable outlook also reflects predictable revenue sources from stable property taxes and user fees. Strong reserve balances provide significant debt coverage for Peel’s currently modest, but rising debt levels. Peel’s history of solid operating performance and stable revenue streams, strong financial management practices, and solid liquidity are also highlighted as credit strengths.
Moody’s and S&P recognize that recent provincial legislative changes have introduced financial pressures for Peel. However, both agencies continue to express confidence in the strength and stability of the institutional framework that underpins municipal governance.
Maintaining a high credit rating is in alignment with Regional Council's Long Term Financial Planning Strategy (LTFPS), which guides Peel’s investments in services, programs and infrastructure to meet the needs of residents, businesses and community partners today and in the future. It also supports Peel’s 20–year Strategic Plan with a vision of building a Community for Life.
Peel remains focused on affordability and financial sustainability for residents and businesses through strong financial management, long-term planning, and utilizing access to low-cost borrowing given our strong credit ratings.
