    Major Office Incentives Program

    Changes to Peel Region's Role in Land Use Planning

    On July 1, 2024, under the Planning Act, Peel Region was designated an "upper-tier municipality without planning responsibilities." Consequently, the Cities of Brampton and Mississauga and the Town of Caledon are the land use planning authorities responsible for local and regional official plans and development applications. The Ministry of Municipal Affairs and Housing is the approval authority for certain official plan reviews and amendments.

    The Peel Major Office Incentives Program is a partnership program between Peel Region and the 3 local municipalities (Brampton, Caledon, and Mississauga) to provide financial incentives to encourage major office development.

    The program was established to encourage and attract the establishment of more large office developments within Peel and provide stable high-quality jobs.

    Eligible major office developments can receive tax increment equivalent grants (TIEGs) for a period of up to 10 years to offset increased property taxes.

    The Peel Major Office Incentives Program is open to receive applications until December 31, 2026.

    Feasibility Assessment – July 2020

    In 2020, a Peel Region Employment Policies and Trends Overview confirmed that a lack of office development was a contributing factor in Peel not meeting employment forecasts. In response, Regional Council directed staff to explore the feasibility of establishing a Regional Community Improvement Plan (CIP) program for major office development.

    Following a feasibility review that led to a recommendation to support local municipal CIP programs, Regional Council, via Resolution 2020-633, directed staff to develop recommendations to establish an incentives program which utilizes Tax Increment Equivalent Grants.

    Proposing the Peel Major Office Incentives Program – April 2021

    Peel Region worked with N. Barry Lyon Consultants to review best practices of other municipalities which implement TIEG incentives.

    Peel’s MOI program was established to offer matching Tax Increment Equivalent Grants (TIEGs) to local municipal CIP programs to support eligible major office developments of approximately 20,000 square feet or more. Funds reimburse the difference between pre- and post-development Regional tax levels through a TIEG agreement over a period of up to ten years. The ultimate value required to fund agreements is determined following reassessment of the associated property.

    The Regional Major Office Incentives Program was approved on April 22, 2021 by Regional Council via Resolutions 2021-453, 2021-455, and by-law 29-2021 and later amended through by-law 20-2026.

    The Peel Major Office Incentives Program is outlined in a guidance document, based on detailed parameters in By-law 29-2021 and amendments in by-law 20-2026 and the Planning Act.

    The Peel Major Office Incentives Program provides TIEGs to local municipalities to support major office developments of approximately 1,858 square metres (20,000 square feet) and above, subject to eligibility criteria.
