Speaking at a Peel Region Council or Committee meeting
A delegation is a person or group who wishes to speak at a Peel Region Council or Committee meeting about a specific topic. Council’s Procedure By-law sets out the framework for such delegations.
Members of the public can request to speak by submitting a Request for Delegation. Please review the following timelines and guidelines to understand the steps and requirements.

If you wish to speak at a Peel Region Council or Committee meeting, you must submit your request at least 72 hours before the meeting’s start time.
The deadline for inclusion on the revised draft agenda is 9:30 a.m. on the Monday before the meeting.
Submit your request in writing by completing an online Request for Delegation form and emailing it to the Office of the Regional Clerk.
Requests submitted after 9:30 a.m. on the Wednesday before the meeting (the day prior) that relate to items listed on the agenda may only be added if Council approves them at the meeting. Requests received less than 24 hours prior to a meeting may be added to the next appropriate meeting agenda.
Delegations may only speak on the same topic once per year, unless new information on the topic is provided.
Requests must:
- Include the names and contact information for all delegates.
- Include the topic and reason for the delegation, including a description of the specific nature of the delegation.
- Identify the individual or organization represented (if applicable).
- Indicate if additional presentation materials (such as slides or handouts) will also be submitted.
- Be listed together when made by a group, corporation, or organization and not as separate requests.
Delegations related to the following topics are not permitted:
- Current or pending litigation including matters before administrative tribunals
- Labour relations matters, union negotiations, and any employee relations
- Ongoing procurement or negotiations and/or appeals by vendors or service providers who were not awarded a contract
- Closed session items under section 239 of the Municipal Act, 2001
- Topics that are not within Peel Region’s responsibilities or authority
Clerk’s Office staff will review your submission and if all requirements are met, confirm your meeting date and speaking details.
Incomplete delegation forms will not be processed.
Delegation time
Each approved delegation is given a limited amount of time to speak.
- Council meetings: up to 5 minutes
- Committee meetings: up to 10 minutes
Presentation materials
If your delegation plans to use presentation materials (such as slides or handouts), you must submit them to the Office of the Regional Clerk by email at regional.clerk@peelregion.ca by Monday at 9:30 a.m. (the week of the meeting) for inclusion in the revised draft agenda.
Presentation materials must be submitted by Monday at 9:30 a.m. to be added to the revised draft agenda. Materials received after this time but before Wednesday at 9:30 a.m. will be shared with the Members of Regional Council or Committee. Materials received after Wednesday at 9:30 a.m. will not be provided to Members of Council or Committee.
Presentation material accessibility requirements
Follow these guidelines to ensure everyone can access and use your presentation materials:
- Use a large font size (18 pt or higher).
- Embed any audio and video files straight into the PowerPoint presentation.
- Use high-contrast colours (for example, black text on a white background).
- Include captions or alternative (alt) text (a written description of an image).
- Ensure that your PowerPoint presentation is accessible by following these step-by-step instructions and best practices.
Joining the meeting
Arrive or sign in at least 15 minutes before the start of the meeting whether you are attending in person or presenting virtually.
- Virtual delegates will receive a meeting invitation.
- In-person delegates must check in at the Clerks’ Reception desk at 10 Peel Centre Drive Suite A on the 5th floor.
Members of Peel Region Council or Committee may ask clarifying questions following the presentation.
Delegation conduct
When speaking, delegates must not:
- Speak disrespectfully of any person.
- Use offensive words or unparliamentary language.
- Engage in improper conduct.
- Speak on any subject other than the subject for which they have received approval to address Council or Committee, or
- Disobey the Rules of Procedure or a decision of the Presiding Officer or of Council or Committee.
Broadcasting and technology
Peel Region Council and Committee meetings are live-streamed and posted online.
Council Chambers is equipped with microphones, projection, and audio and visual equipment. A member of the Office of the Regional Clerk will provide you with instructions on how to use the technology available.
Collection of personal information
Peel Region collects personal information under Section 4.4 of the Region of Peel Procedure By-law 27 2022, as amended, and in accordance with Section 238(2) of the Municipal Act, 2001, as amended.
We use this information to contact individuals or organizations requesting to appear as a delegation before Peel Region Council or a Committee.
If you submit a Delegation Request Form or send us correspondence (such as letters, emails, presentations, or other written or electronic communications), your name and other identifying information may become part of the public record.
Delegation Request Forms are reviewed, and personal details are removed when required. The forms may be published with the public meeting agenda and posted on Peel Region’s website.
Peel Region Council and Committee meetings are open to the public, except where permitted to be closed under legislated authority, and are live streamed on Peel Region's website, where recordings of meetings are posted and remain available after the meeting.
