The Regional Municipality of Peel
BY-LAW NUMBER 5-2026
A by-law to prohibit trucks on affected Regional Roads during Holidays, and to amend By-law 15-2013, being a by-law to regulate traffic on roads under the jurisdiction of The Regional Municipality of Peel.
Whereas, the Council of the Regional Corporation on the 24th day of January 2013 passed By-law 15-2013 to consolidate the by-laws that regulate traffic on roads under jurisdiction of The Regional Municipality of Peel;
And whereas, the Council of The Regional Municipality of Peel has by resolution passed on the 22nd day of January, 2026 authorized the enactment of a by-law to amend Section 2 of By-law 15-2013;
Now therefore, the Council of the Regional Corporation enacts as follows:
That Section 2 of the By-law 15-2013 is hereby further amended by deleting Subsection (1) therein and substituting the following therefor:

That in this by-law, the term:
“Act” means the Highway Traffic Act, R.S.O. 1990 Chapter H.8 and regulations thereto, as amended.
“Area Municipalities” means the City of Mississauga, the City of Brampton, and the Town of Caledon.
“Bicycle” means a Vehicle propelled or driven by muscular power, and includes a tricycle having a wheel or wheels of more than 60 centimetres in diameter.
“Commercial Motor Vehicle” means a Motor Vehicle having permanently attached thereto a truck or delivery body and includes ambulances, hearses, casket wagons, fire apparatus, buses and tractors used for hauling purposes on the highways.
“Commissioner” means the Commissioner of Public Works for the Region or designate.
“Community Safety Zone” means part(s) of a Highway designated as a Community Safety Zone by this by-law where traffic fines have been increased for certain traffic violations, and that is identified by Community Safety Zone signs as prescribed in the Act.
“Construction Zone” means any area upon or around any Highway which is clearly marked with the standard construction signing as an area where construction, maintenance, or other work is temporarily being conducted.
"Crosswalk" means,
- that part of a Highway at an Intersection that is included within the connections of the lateral lines of the Sidewalks on opposite sides of the Highway measured from the curbs, or in the absence of curbs, from the edges of the Roadway.
- any portion of a Roadway at an Intersection or elsewhere distinctly indicated for Pedestrian crossing by signs or by lines or other markings on the surface of the Roadway.
“Disabled Person” means an individual who has been issued a Disabled Person’s Parking Permit by the Ministry of Transportation which is valid and which is used and displayed in accordance with the regulations under the Act.
“Disabled Person’s Parking Permit” means a valid parking permit issued to a Disabled Person by the Ministry of Transportation under the Act.
“Disabled Person’s Parking Space” means a parking space designated by this by-law for use by Disabled Persons.
“Emergency Detour” means the period of time in which an Emergency Detour Route is in effect.
“Emergency Detour Route” means the pre-determined route marked by a series of emergency detour route signs, to help Vehicles bypass an emergency road closure by diverting traffic in the event of a provincial highway closure.
“Footpath” means a type of thoroughfare that is intended for use by Pedestrians but not other forms of traffic, such as Vehicles.
“Heavy Truck” means a Commercial Motor Vehicle having a weight when unloaded, of three tonnes or more, or when loaded, of five tonnes or more, but does not include a passenger vehicle, an ambulance or any Vehicle of a police or fire department.
“Highway” includes a common and public highway, street, avenue, parkway, driveway, square, place, bridge, viaduct or trestle, any part of which is intended for or used by the general public for passage of Vehicles and Pedestrians and includes the area between the lateral property lines thereof.
“Holiday” means New Year’s Day, Family Day, Good Friday, Easter Monday, Victoria Day, Canada Day, Civic Day, Labour Day, Thanksgiving Day, Remembrance Day, Christmas Day, Boxing Day and any day fixed as a holiday by proclamation of the Governor General or Lieutenant Governor.
“Intersection” means the area embraced within the prolongation or connection of the lateral curb lines or, if none, then of the lateral boundary lines of two or more Highways that join one another at an angle, whether or not one Highway crosses the other.
“Lane Designation” means the regulation of traffic on an approach by assigning certain traffic movements to specific lanes to an Intersection.
“Left Turn Signal” means a separate Traffic Signal Head exclusively for controlling left turn movements.
“Motor Assisted Bicycle” means a Bicycle,
- that is fitted with pedals that are operable at all times to propel the Bicycle,
- that weighs not more than 55 kilograms,
- that has no hand or foot operated clutch or gearbox driven by the motor and transferring power to the driven wheel,
- that has an attached motor driven by electricity or having a piston displacement of not more than fifty cubic centimetres, and
- that does not have sufficient power to enable the Bicycle to attain a speed greater than 50 kilometres per hour on level ground within a distance of two kilometres from a standing start.
“Motor Vehicle” includes an automobile, Motorcycle, Motor Assisted Bicycle, and any other Vehicle propelled or driven other than by muscular power, unless otherwise indicated in this by-law, but does not include a street car, or other motorized vehicles running only upon rails, or a motorized snow vehicle, traction engine, farm tractor, self-propelled implement of husbandry or a road-building machine within the meaning of the Act.
“Motorcycle” means a self-propelled motorized Vehicle having a seat or saddle for the use of the driver and designed to travel on no more than three wheels in contact with the ground, and includes a motor scooter but does not include a Motor Assisted Bicycle.
“Official Sign” means any sign or Roadway, curb or Sidewalk marking or other device placed or erected on a Highway under the authority of this by-law and specified in the Ontario Traffic Manual or the Act or otherwise approved by the Council of the Region for the purpose of regulating, warning and guiding traffic.
“Park” or “Parking” means the Standing of a Vehicle on a Highway, whether occupied or not, except when Standing temporarily for the purpose of and while actually engaged in loading or unloading merchandise or passengers.
“Pedestrian” means a person who is walking under his own muscular power, not by Vehicle, and includes a person in a wheelchair, a child in a wheeled carriage, and a person riding a non-motorized Bicycle with wheels less than 60 centimetres in diameter.
“Police Officer” means a member of the Peel Regional Police Force or a member of the Ontario Provincial Police Force.
“Public Transit Vehicle” means a Motor Vehicle owned and operated by, for, or on behalf of the Region, or any other municipality or provincial authority as part of its passenger transportation services, or Motor Vehicle so designated by the Commissioner of Public Works, designed and operated for the purpose of carrying passengers.
“Public Vehicle” means a Motor Vehicle operated on a Highway by, for, or on behalf of the Region, or any other municipality.
“Region” means The Regional Municipality of Peel.
“Reserved Bicycle Lane” means a section of the street or roadway designated for unidirectional bicycle traffic only and denoted by pavement markings and signage.
“Reserved Bus Lane” means a designated specific lane on a Roadway exclusively for Public Transit Vehicle use.
“Roadway” means that part of the Highway that is improved, designed or ordinarily used for vehicular traffic, but does not include the shoulder, and, where a Highway includes two or more separate Roadways, the term “Roadway” refers to any one Roadway separately and not to all the Roadways collectively.
“Roundabout” means a form of Intersection that accommodates traffic flow in a counter-clockwise direction around a central island.
“Scenic Road” means a Highway which has a significant scenic value and attracts substantial numbers of visitors from within and beyond Regional boundaries and is designated as a Scenic Road by Council of the Region.
“School Bus” means a Motor Vehicle designed and operated for the purposes of transportation of children in accordance with the provisions of the Act, and includes a Motor Vehicle operated by, for, or on behalf of the Peel District School Board and/or the Dufferin-Peel Catholic District School Board.
“School Days” means any Monday to Friday inclusive, when school is normally in session.
“School Zone” means the portion of a Highway that adjoins the entrance to or exit from a school and that is within 150 metres along the Highway in either direction beyond the limits of the land used for the purposes of the school.
“Sidewalk” means that part of a Highway with a surface improved with asphalt, concrete or gravel for the use of Pedestrians.
“Special Event” includes religious or community gatherings, television or commercial production filming, sporting, or social events, and any other event which the Commissioner designates to be a special event.
“Stand” or “Standing” means the halting of a Vehicle on a Highway, whether occupied or not, except for the purpose of, and while actually engaged in receiving or discharging passengers.
“Stop” or “Stopping” means the halting of a Vehicle on a Highway, even momentarily, except when necessary to avoid conflict with other traffic or except in compliance with the directions of a Police Officer or of a Traffic Control Signal or sign.
“Through Highway” means a Highway or part of a Highway designated as such by the Minister of Transportation or by by-law of a municipality, and every such Highway shall be marked by a stop sign or yield right-of-way sign in compliance with the regulations of the Ministry of Transportation.
“Traffic Control Signal” means any power-operated traffic control device, whether manually, electrically or mechanically operated, by which traffic is alternately directed to stop and permitted to proceed.
“Traffic Signal Head” means a component of a Traffic Control Signal which has illumination of one or more lenses which conveys a message to traffic approaching the Traffic Control Signal from one direction.
“U-turn” means the turning of a Vehicle within a Highway so as to proceed in the opposite direction.
“Vehicle” includes a Motor Vehicle, trailer, traction engine, farm tractor, road-building machine and any Vehicle drawn, propelled or driven by any kind of power, including muscular power and including the live creature providing the muscular power, but does not include a motorized snow vehicle or a streetcar.
