The Regional Municipality of Peel
By-law number 40-2025

A by-law to amend the Region of Peel Procedure By-law 27-2022, as amended, being a by-law to govern the calling, place and proceedings of Council and its committees and the conduct of its members.

Whereas, the Municipal Act, 2001, S.O. 2001, c. 25, section 238 provides that a municipality shall establish a procedure by-law to govern meetings;

And whereas, the Council of The Corporation of the Regional Municipality of Peel has enacted Procedure By-law 27-2022;

And whereas, the Council of the Regional Corporation has by resolution passed on the 10th day of July 2025 authorized the enactment of the by-law herein to amend section 4.4 Delegations – Council and Committees, of By-law 27-2022;

Now therefore, the Council of the Regional Corporation enacts as follows:

1. That section 4.4 Delegations – Council and Committees, of By-law 27-2022 be amended to add:

   “4.4.15 Delegations related to the following subject matter shall not be permitted:

   1. current or pending litigation including matters before administrative tribunals;
   2. labour relations matters, union negotiations and any employee relations;
   3. ongoing procurement or negotiations and/or appeals by vendors or service providers who were not the successful proponents for awards of contracts;
   4. closed session items under section 239 of the Municipal Act, 2001; and
   5. where the subject matter does not deal with municipal issues within the Region’s purview and jurisdiction.”
2. That this by-law take effect on the 10th day of July 2025.
