Project 10-1210 C3
Streets affected: Heart Lake Road and an easement (mid-block)
Construction work in your area
Peel Region will be installing new watermains on Heart Lake Road from Old School Road to King Street, and then west through an easement (mid-block) to the new Victoria Reservoir site, located approximately 615 metres south of King Street between Kennedy Road and Hurontario Street, as shown on the attached map. Watermains are underground pipes that bring tap water from our water treatment facility to your home or business. As our population grows, we need to build larger watermains to improve the water system and ensure reliable delivery of high-quality water.
Construction schedule
Construction is planned to start the week of November 10, 2025, and finish in early 2028. These dates may change due to weather and other unexpected events. All work is warrantied for two years from the completion date.
What to expect during construction
Refer to our short video to learn what to expect before, during, and after watermain construction. The video also answers common questions about:
- Why your water may be temporarily shut off.
- How traffic, parking, and waste collection may be affected.
- How driveways, roads, and sod (grass) are repaired.
Contractor working hours
The work will be completed by Tedescon Infrastructure and administered by engineering consultant Stantec Consulting Ltd., both under contract to Peel Region. Working hours are from 7 a.m. to 7 p.m., Monday to Friday. These hours are consistent with local municipal bylaws and help shorten the amount of time of construction in your neighborhood.
Traffic and parking
We may need to temporarily close roads or reduce traffic to a single lane. If this is needed, we will place signs giving directions. On-street parking will be reduced when we are working on your street.
Interrupting your water supply
For residents:
- If we need to shut off your water for several hours, our goal is to let you know 48 hours (2 days) in advance. Sometimes, we must reduce this notice to 24 hours.
- If we need to shut off your water for a short time (less than one hour), we’ll knock on your door.
If we need to shut off your water due to an emergency, we’ll knock on your door and do everything we can to fix the problem quickly.
Waste collection
If you receive Peel waste collection, your garbage, recycling, and organics will be picked up on your regularly scheduled day. It’s the contractor’s responsibility to move these bins from the end of your driveway to a location where waste collection vehicles can pick them up. Please make sure your house number is marked on each bin, so they are returned to the right address.
Vibrations, noise, and dust
You could feel slight vibrations and experience some minor noise and dust from construction work.
Construction safety
Construction zones require extra caution to keep everyone safe. Be aware of your surroundings when driving, walking, or biking near the construction area. Watch for construction crews and other road users, slow down, and consider other routes. Learn more about how to stay safe in construction zones.
Areas impacted
We recommend that you delay driveway paving or major landscaping projects until this work is completed. Any damage caused by our construction will be repaired.
In-ground sprinkler systems
Your front lawn may be affected, so we strongly recommend moving any sprinkler lines in the municipal right-of-way or next to the sidewalk. If you cannot move these sprinkler lines, send us your irrigation map or flag each sprinkler head within one meter of your property line.
Tree trimming
Branches on public and private property will be pruned beforehand if they interfere with construction. The contractor will contact you before pruning any private property trees. If you do not allow the contractor on your property, the branches will be cut vertically at the property line.
Driveway access
We’ll knock on your door if we have to block your driveway for a short time. If a trench blocks your driveway access, the contractor will provide metal road plates. We will work to ensure businesses can be accessed. Contact us if you have any access needs.
Repairing impacted areas
Once the new watermain is buried and new water service pipes are connected to all properties, we’ll repair the road, curb, sidewalk, driveways, and lawns.
Repairs may be delayed due to seasonal weather conditions. For example:
- Paving cannot take place when the ground is saturated with water, or the temperature is below 3°C.
- Asphalt is not available in large volumes during the winter and usually becomes available in mid-May.
- Most sod (grass) farms have sod available beginning in late May. We replace sod until the middle of November, weather permitting, to let the roots grow. If we do not replace it by the middle of November, we’ll replace it the following spring.
Repairing grassy areas
The contractor will replace any damaged sod on the boulevard or your front lawn and will take care of it for 30 days. You can help the sod stay healthy by watering it. A longer watering works better than watering more frequently for a shorter time. Early morning watering allows more water to soak in.
Repairing driveways
- Asphalt driveways: If we need to cut a section of your driveway, it will be repaired by paving a strip over the impacted area, resulting in minimal seams. Peel cannot replace your entire driveway. If you would like to have the rest of your driveway paved, please contact the contractor, Tedescon Infrastructure, at (905) 893-2030. The contractor will then share contact information for the company hired to do the paving repairs. Please remember this is your choice. If you decide to have your entire driveway repaved, this extra paving work is your responsibility and outside Peel Region jurisdiction.
- Interlock or concrete driveways: If we damage a portion of your driveway, our contractor will repair the damaged portion.
Option to connect to the regional water system
Since we will be installing the watermain adjacent to your property, you have the option to connect to the municipal water system. Connection to the municipal water system is not mandatory and arrangements for obtaining a connection can be made at any time.
If you want to connect to the municipal water system once it is ready for use, we will provide a water service from the new watermain to the property line. However, the installation of the water service from the property line to the dwelling must be arranged by the resident through an independent plumber/contractor who can complete the service connection to the dwelling. All costs associated with the works completed on private property are the responsibility of the resident. A municipal water service Meter Fee of $642.39 (for a 25mm service) and an Administration Fee of $333.83 for setting up the new account will apply. All fees are subject to change on annual basis pending Council approval.
Private-side water service installation
We’re installing a water service pipe that leads from the watermain to your water service box, a small, round, metal valve that will be installed near your property line. Installing a private-side water service pipe is the property owner’s responsibility. Peel Region cannot do this work for you. Refer to Replacing your home’s water pipe for more information.
Connecting to the Peel drinking water system
If you use well water, this construction may provide an opportunity to connect to municipal water. Refer to Connecting your property to Peel’s drinking water system for more information.
Closing your private well
If you have an unused or old private well, we strongly recommend you retire it as outlined in the Ontario Wells Regulation 903. Peel offers a Private Well Abandonment Program to retire private wells at no cost to the resident. Refer to Private well abandonment program for more information.
To keep your private well for irrigation purposes, a qualified person must:
- Physically disconnect the well piping from the service connection supplying water to the building.
- Install an approved backflow prevention device and keep it in good working order.
- Contact your city or town about having the work inspected.
Optional protection plans
Homeowners may not know they are responsible for maintaining the water and wastewater pipes up to the property line. If a pipe breaks, it can cause unexpected and costly repairs. Peel has partnered with Service Line Warranties of Canada to offer homeowners optional, affordable protection plans. Visit plansforpeel.ca for more information.

At the end of construction, we’ll invite you to provide feedback on your experience. We understand construction can be disruptive, and we appreciate your patience as we work to improve our community’s infrastructure. This work both maintains and improves Peel’s world-class water systems, allowing us to provide safe drinking water to support a thriving community for life.
