Part 16 – Liability for Wastewater Charge Based on Metered Water Supply

Part 16, subsections 1, 2, 3, 4 and 5 – Liability for Wastewater Charge Based on Metered Water Supply of Wastewater By-law 53-2010 be deleted and replaced with revised Part 16, sub sections 1, 2, 3 and 4 as below. The amendments to Part 16 – Liability for Wastewater Charge Based on Metered Supply will take into effect on all bills rendered on or after April 1, 2024.

Part 16 – Liability for Wastewater Charge Based on Metered Water Supply.

    1. The wastewater charge consists of two components determined by the Commissioner: service delivery charge and volumetric charge.

      Service delivery charge:
      A fixed service delivery charge will be applied based on the size of the water meter. For quarterly billing, the service delivery charge will be applied for one quarter (3 months) and for monthly billing, the service delivery charge will be applied for one month.

      Volumetric charge:
      The following rules will apply to the following customer sectors based on specific volumetric rates for each sector.

      1. Single-unit residential:
        A wastewater volumetric rate will be multiplied by 85 percent of the quantity of water as determined based on the registered meter consumption for each billing period (quarterly or monthly).
      2. Multi-unit residential:
        A wastewater volumetric rate will be multiplied by 85 percent of the quantity of water as determined based on the registered meter consumption for each billing period (quarterly or monthly).
      3. Institutional/commercial/industrial:
        A wastewater volumetric rate will be multiplied by 100 percent of the quantity of water as determined based on the registered meter consumption for each billing period (quarterly or monthly)

    2. A Customer with a metered water service will pay a Wastewater Charge consisting of a) a fixed service delivery charge and b) a volumetric charge for each separately metered water service and each metered service will be a separate account.
    3. A Customer with a metered water service will pay a) a fixed service delivery charge based on the size of the meter and b) Wastewater Charge based on reasonable estimates determined by the Region based on estimated water consumption if for any reason the Region is unable to obtain a water meter reading.
    4. Notwithstanding the foregoing, the Region and the Ministry of the Environment, Conservation and Parks shall not be liable for the payment of any Wastewater Charges based on the metered water supply in connection with the treatment of Sewage at any wastewater treatment plant located within the Region and operated by or on behalf of the Region or the Ministry of the Environment, Conservation and Parks.
