Goods Movement Strategic Plan (2017-2021)

There is a 5-year blueprint for goods movement in Peel Region.

The Goods Movement Strategic Plan (2017-2021) combines initiatives based on current needs and a long-term vision for the goods movement system.

Customers have growing expectations on delivery times and methods (for example, same-day deliveries and premium delivery memberships).

To address the increasing adverse effects of traffic congestion, we’re exploring different strategies, such as off-peak deliveries and Long Combination Vehicles.

Off-peak deliveries

Off-peak deliveries (OPD) are a type of traffic demand management. It encourages businesses to accept deliveries between 7:00 p.m. and 6:00 a.m.

Peel Region is working to adopt an OPD program to alleviate traffic management issues in Peel.

Long Combination Vehicles

Long combination vehicles (LCVs) are any combination of heavy vehicles over 27.5 m long. LCVs have been permitted to operate in the Peel Region since 2009.

LCVs are an attractive option for carriers that are transporting lighter and bulk goods. The benefits of LCVs include cost and fuel savings, improved safety, and greenhouse gas reductions.

Peel Region is a key hub for LCVs. 26% of all LCV trips in Ontario start or end in Peel Region, and the number of LCV trips in Peel is expected to triple in next 10 decades.

Peel Region’s LCV study

Given the importance of LCVs in Peel and their associated benefits, Peel Region has completed a comprehensive LCV Usage Study to expand and encourage the usage of LCVs.

The study includes best practices research, a comprehensive transportation planning analysis, and extensive stakeholder input from LCV carriers, local municipalities, and the MTO.

To encourage and expand the usage of LCVs in Peel, Regional employees will work towards implementing key action items recommended as part of the study over the short, medium, and long terms.

The labour force is decreasing in the goods movement sector. There is a need for skilled graduates and to continuously train and educate existing industry professionals.

Recent development patterns are making us rethink how the goods movement network is organized and reconsider potential land use conflicts. Technological changes such as e-commerce, drones, and GPS tracking are also pushing the industry to innovate.

The Strategic Plan addresses the impact of global external factors and the changing industry needs on Peel's goods movement network.

This Strategic Plan outlines a series of action item strategies.

Each action item will drive towards Peel’s vision and goals for goods movement.
