Class Environmental Assessments (EA)

What is a Class EA?

A Municipal Class EA is a five phase study that identifies potential positive and negative effects of projects such as road improvements, facility expansions or to facilitate a new service.

The process includes an extensive evaluation of impacts on the natural and social environment, which includes the impacts to plants and animals, soils, traffic patterns, and to residents and businesses in the community.

Who does a Class EA apply to?

The Municipal Class EA applies to municipal infrastructure projects including roads, water and wastewater projects. Since projects undertaken by municipalities can vary in their environmental impact, such projects are classified in terms of schedules.

What is a Class EA in terms of Schedules?

Schedule A
Generally includes normal or emergency operational and maintenance activities where the environmental effects of these activities are usually minimal, and therefore these projects are pre-approved.

Schedule B
Generally includes improvements and minor expansions to existing facilities where there is the potential for some adverse environmental impacts and therefore, the municipality is required to proceed through a screening process including consultation with those who may be affected.

Schedule C
Generally includes the construction of new facilities and major expansions to existing facilities, and these projects proceed through a five phased environmental assessment planning process.

How can I participate in a Class EA?

Public consultation is a vital part of the EA process and in Peel we host Public Information Centres or PIC's in the community as well as consult directly with municipal councils, review agencies, interest groups, and property owners.
