MINUTES


AAC-2005-9

 

The Joint Peel-Caledon Accessibility Advisory Committee met on November 1, 2005 at 1:50 p.m. in the Council Chamber on the 5th floor of the Region of Peel Headquarters Building, Brampton.

1. CALL TO ORDER

Glenn Barnes, Chair of the Joint Peel-Caledon Accessibility Advisory Committee called the meeting to order at 1:50 p.m. and welcomed everyone present.


2. APPROVAL OF MINUTES

RECOMMENDATION AAC-24-2005:

That the minutes of the October 11, 2005 Joint Peel-Caledon Accessibility Advisory Committee meeting be amended to include the following staff directions under Items Related to Presentations, Item 5a:

Staff Direction AAC-08-2005-02

That Town of Caledon staff ensure all future Annual Accessibility Plans are provided to the Members of the Joint Peel-Caledon Accessibility Advisory Committee with sufficient time for review prior to the presentation of the annual plan before the Committee.

Staff Direction AAC-08-2005-03

That Town of Caledon Staff post the 2005 Annual Accessibility Plan on the Town of Caledon Website.

Staff Direction AAC-08-2005-04

That Town of Caledon staff post information regarding the Joint Peel-Caledon Accessibility Advisory Committee on the Town of Caledon Website.

And further, that the minutes of the October 11, 2005 Joint Peel-Caledon Accessibility Advisory Committee meeting, as amended, be approved.


3. APPROVAL OF AGENDA

RECOMMENDATION AAC-25-2005:

That the agenda for the November 1, 2005 Joint Peel-Caledon Accessibility Advisory Committee meeting be approved.


4. COMMUNICATION ITEMS

a. Sandra Pupatello, Minister, Ministry of Community and Social Services, Letter dated October 17, 2005 Soliciting Applications for the Customer Service and Transportation Standards Development Committees

Received

Glenn Barnes, Chair of the Joint Peel-Caledon Accessibility Advisory Committee inquired if any of the Committee members would be submitting an application for either of the Standards Development Committees. Group discussion occurred resulting in the following recommendation:

RECOMMENDATION AAC-26-2005:

That a Letter of Recommendation be prepared by Clerk's staff under signature of the Chair of the Joint Peel-Caledon Accessibility Advisory Committee and Kent Gillespie, Commissioner of Corporate Services and Regional Solicitor regarding the application by Naz Husain, Community Member, to the Customer Service Standards Development Committee.

b. Michael Sullivan, Policy Advisor, Ministry of Community and Social Services, Letter dated October 21, 2005 Congratulating the Joint Peel-Caledon AAC on its Year Three Accessibility Plan, Giving a Short Overview of Current Legislation and Providing a Link to Activities of the Accessibility Directorate

5. PRESENTATIONS

a. Keith Ward, Commissioner of Housing and Property, Region of Peel, Presenting an Update on Regional Guidelines for Site Plan Review

Received

Keith Ward, Commissioner of Housing and Property provided an update on the review of regional design guidelines and the comparison of the area municipal design guidelines from the perspective of accessibility considerations. He reported that a review of all Region of Peel design guidelines for both residential and commercial properties has been completed and that the review process included a comparison to the area municipal guidelines. Moving on from the comparison process, the next step will be to adopt the Canadian Standards Association (CSA), Standard Document B651-04, titled "Accessible Design Line for Built Environment" as the base document for the design guidelines of the Region of Peel. The area municipal guidelines will be considered for specific practical applications (local requirements) and for the general expression of a philosophy of accessibility for incorporation into the new Regional guidelines. Housing and Property staff will bring the finalized guidelines before the Joint Peel-Caledon Accessibility Committee for review.

b. Keith Ward, Commissioner of Housing and Property, Region of Peel, Presenting an Update on Accessibility Considerations for Leased Spaces

Received

Keith Ward stated that draft accessibility guidelines for office space leased by the Region of Peel are currently being finalized. The base document for the leased space guideline will be Canadian Standards Association (CSA), Standard Document B651-04, titled "Accessible Design Line for Built Environment". Housing and Property staff will bring the finalized guidelines before the Joint Peel-Caledon Accessibility Committee for review.

William Goursky asked that training for the Members of the Joint Peel-Caledon Accessibility Advisory Committee be considered regarding what changes the Committee could ask of a builder/developer working on a Region of Peel project. Keith Ward responded that including the Committee in the review and approval process for the Region of Peel design guidelines will provide the members with a good understanding, clause by clause, of the requirements. Staff will focus on creating a comparative matrix (Region of Peel to each of the area municipalities and the current building code requirements) and ensure the document is self explanatory.

Naz Husain inquired if the City of London (Ontario) guidelines were considered in the development of the Region of Peel design guidelines. Keith Ward replied that the City of London guidelines were reviewed as part of the drafting process.

Glenn Barnes questioned if the various area municipal guidelines would result in different requirements for buildings in each jurisdiction. Keith Ward answered that there might be some minor differences but the Region of Peel design guidelines would meet or exceed all of the area municipal guidelines.

Received

Charlotte Gravlev, Director of Clerk's and Regional Clerk, provided updates on the following items:

Barrier Identification Tracking Tool (BITT): Further feedback has been received from departmental representatives on the operation of the tool. Feedback received will result in a few additional minor updates.

Training Summary Report: Summary comments on previous sensitivity training sessions have been compiled and a report will be prepared, including feedback from the December 2, 2005 International Day of Disabled Persons event, with recommendations for consideration by the Committee.

Proclamation Report for International Day of Disabled Persons: Listed on the November 10, 2005 General Committee agenda. A draft copy of the report was circulated to the Committee.

Audio Streaming of International Day of Disabled Persons: Confirmed that the event will be broadcast to all Regional staff through "Pathways", the Region of Peel intranet site.

Employee Pay Statement Flyer Regarding International Day of Disabled Persons: Confirmed that information regarding the event would be included with employee pay statements prior to the event.

Staff Updates: An update was provided on several internal staffing changes for the information of the Committee Members.

Transit Costs: The Members of the Committee were reminded that any travel expenses they occur resulting from Committee activity can be submitted for reimbursement.

 

8. REPORT OF THE ACCESSIBILITY ADVISORY COMMITTEE CHAIR (Oral)

Received

Glenn Barnes reminded the Committee of the importance of the upcoming International Day of Disabled Persons event at the Region of Peel. Further he advised the Committee of an opportunity with the Coalition of Disabled Persons regarding a recent posting for a Coordinator position.

a. Naz Husain and William Goursky providing an update on the 2005 International Day of Disabled Persons

Received

William Goursky and Naz Husain provided an update of the activities planned for the second annual Region of Peel International Day of Disabled Persons on Friday December 2, 2005. Group discussion occurred resulting in the following draft schedule:

Staff Direction AAC-09-2005-01

That Clerk's staff forward a list of the 2004 award recipients to the Committee;

And further, that a list of all presenters from 2005 be prepared by Clerk's staff and fowarded to the Committee;

And further, that the Accessibility Planning Specialist consider options for obtaining further nominations from staff.

Staff Direction AAC-09-2005-02

That Clerk's staff extend an invitation to the City of Brampton and the City of Mississauga Accessibility Advisory Committees and Accessibility Coordinators to attend the December 2, 2005, International Day of Disabled Persons event at the Region of Peel.
