And further, that the agenda for the March 22, 2007, General Committee meeting be amended to include a revised recommendation related to Items Related to Housing and Property - Item HO-A1;

That the Chair of the TransHelp Advisory Committee be requested to meet with staff from both Brampton Transit and Mississauga Transit and GO Transit regarding the current accessibility of transit routes and future plans in this regard of each transit authority including the availability of free New Year's Eve TransHelp service.

MA-C. Corporate Finance

MA-C1. Transfer of Region of Peel Federal Gas Tax Allocation - 2007

RECOMMENDATION GC-66-2007:

That $11,984,469.84 in federal gas tax allocation received by the Region of Peel in 2007 be transferred to the Cities of Brampton and Mississauga and the Town of Caledon based on the allocation method identified in the report from the Treasurer and Commissioner of Finance, dated March 14, 2007, titled "Transfer of Region of Peel Federal Gas Tax Allocation - 2007";

And further, that staff be directed to report to Regional Council when the 2006 census population undercount is made available by Statistics Canada advising of the impact on the federal gas tax amounts transferred to each of the Cities of Brampton and Mississauga and the Town of Caledon from the Region of Peel;

And further, that the necessary by-law be presented to Regional Council.

That the contract (Document 2006-534P) for detailed design, contract administration and construction supervision services, for the rehabilitation of bridge and culvert structures referred to as Finch Box Culvert, Wrights Bridge, CNR Overpass, Dixie Road Bridge, Hunters Bridge, Derry Road over Credit River Bridge, Cawthra Road CPR Overpass, and the Belfountain Arch Bridge, be awarded to Morrison Hershfield Limited in the estimated amount of $661,925 (excluding applicable taxes) under Capital Projects 05-4820, 05-4840, and 04-4840 in accordance with Purchasing By-law 62-2001, as amended.

PW-A2. Joint Project with Town of Caledon, Proposed Construction of a Sanitary Sewage System and Local Road Improvements in the Village of Inglewood, Capital Project 06-2720, Document 2007-030P - Town of Caledon, Ward 1

RECOMMENDATION GC-70-2007:

That the contract (Document 2007-030P) for detailed design, contract administration and construction inspection services for the construction of a sanitary sewage system and local road improvements in the village of Inglewood, be awarded to R.J. Burnside and Associates Limited in the estimated amount of $1,098,395 (excluding applicable taxes) under Capital Project 06-2720, in accordance with Purchasing By-law 62-2001, as amended;

And further, that the budget for Capital Project 06-2720 be increased from $4,200,000 to $6,157,000 (excluding applicable taxes), financed from External Recoveries, Town of Caledon (account 86483), in the amount of $1,957,000, (excluding applicable taxes), in order to provide for consulting engineering services and construction costs associated with the Town's component of the works.


PW-B. Operations and Maintenance

PW-B1. Managed Competition for Roadside Ditching Services, Primarily in the Town of Caledon, Document 2007-004T

RECOMMENDATION GC-71-2007:

That the Managed Competition Document 2007-004T, to perform Roadside Ditching Services on Regional Roads primarily in the Town of Caledon area be awarded to Operations and Maintenance staff from the Regional Municipality of Peel, for an estimated total cost of $446,400 (excluding applicable taxes), in accordance with Purchasing By-law 62-2001, as amended;

And further, that staff be authorized to award optional periods based on satisfactory price, service and performance;

And further, that staff be authorized to increase quantities where actual requirements differ from estimates and to adjust quantity estimates annually to reflect increases in service delivery requirements to the limit of the approved budget;

And further, that the required equipment be purchased from WP87101, financed from the Public Works Fleet Reserve R1610;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.


PW-C. Water and Wastewater Treatment

PW-C1. Annual Summary Report: Municipal Water Supplies

RECOMMENDATION GC-72-2007:

That the 2006 Annual Summary Report be endorsed in order to comply with Drinking Water System Regulation (Ontario Regulation 170/03, amended to 402/06).

PW-C2. Value Engineering for the Expansion and Upgrade of the Lorne Park Water Treatment Plant, Bexhill Sewage Pump Station and Herridge Feedermain, Document 2007-066P - City of Mississauga, Ward 2

RECOMMENDATION GC-73-2007:

That the contract (Document 2007-066P) for consulting services for Value Engineering for the expansion and upgrade of the Lorne Park Water Treatment Plant, Bexhill Sewage Pump Station and Herridge Feedermain be awarded to the consulting engineering firm Lewis and Zimmerman Associates, Inc. at an estimated cost of $321,445 (excluding applicable taxes), under Capital Project 06-1906 in accordance with Purchasing By-law 62-2001, as amended.


PW-D. Waste Management

PW-D1. Service Contract for Processing of Wood Waste from Community Recycling Centres, Document 2006-351N

RECOMMENDATION GC-74-2007:

That the contract (Document 2006-351N) be extended with Brampton Pallet Incorporated for the provision of wood waste recycling services for a one year period starting April 1, 2007 with an option to extend for two additional one year periods, in the estimated amount of $250,000 per year in accordance with the Purchasing By-law 62-2001, as amended;

And further, that staff be authorized to increase the quantities where actual tonnages differ from estimates and to adjust quantity estimates annually to reflect increases and anticipated growth to the limit of the approved budget.

HO-A1. Affordable Housing Program - Execution of the Contribution Agreement for the Walker Road Expansion Project - Town of Caledon, Ward 3

RECOMMENDATION GC-75-2007:

That the Region's duly authorized signing officers be authorized to execute the Contribution Agreement and all other necessary documents required to receive funding from the Province under the Affordable Housing Program (AHP) for the Walker Road expansion project;

And further, that the $1.25 million AHP funds be received and deferred over the terms indicated in the Contribution Agreement;

And further, in compliance with the AHP requirements, that the difference between the multi-residential property tax rate and single family property tax rate for the Walker Road expansion project be funded from the Housing New Development Reserve (R1160).

RECOMMENDATION GC-76-2007:

That the joint report of the Acting Commissioner of Health, the Medical Officer of Health and the Treasurer and Commissioner of Finance, dated February 28, 2007, titled "Electricity Supply Mix, Air Quality and Health" be referred back to staff for further review;

And further, that a strong recommendation encouraging the Province to accelerate the development of renewable electricity technologies that would have little to no environmental impact be prepared.

That the report titled "2006 West Nile Virus in the Region of Peel", attached as Appendix I to the report of the Acting Commissioner of Health and the Medical Officer of Health, dated February 22, 2007 titled "West Nile Virus in the Region of Peel", be received;

And further, that the Region of Peel "West Nile Virus Prevention Plan 2007", attached as Appendix II to the subject report, be approved.

Councillor McCallion advised that the first meeting of the Greater Toronto Transportation Authority (GTTA) is scheduled for Friday, March 23, 2007 and undertook to keep Regional Council informed of its progress.
