RECOMMENDATION GC-146-2006:

That the recommendations of the Credit River Water Management Strategy Update (CRWMSU) Draft Report, as outlined in the joint report of the Commissioners of Planning and Public Works, dated August 4, 2006, titled "Credit River Water Management Strategy Update (CRWMSU)", be endorsed;

And further, that the recommendation of the Credit Valley Conservation (CVC) Authority to endorse a non-binding Watershed Charter to acknowledge a commitment by watershed municipalities to implement the Credit River Water Management Strategy Update, be supported;

And further, that Regional staff from the Planning and Public Works departments participate on working groups to implement the Credit River Water Management Strategy Update and Charter.

RECOMMENDATION GC-147-2006:

That staff consider the authority of the Region to regulate and/or require inspections of food preparation at community events, under existing legislative authority, including the Municipal Act, 2001, as amended, and any proposed amendments thereto under Bill 130, and report to a future General Committee meeting with the findings;

And further, that the Regional Chair write to the Minister of Health and Long-Term Care and the Chief Medical Officer of Health for Ontario advising of the concerns raised by Regional Council for the Peel community, and recommending that very large, high risk events at which food is served not be subject to the June 15, 2006 amendments to the Ontario Food Premises Regulation regarding community events held by religious organizations, services clubs, and fraternal organizations as the risk of food-borne illness is significant;

And further, that a copy of the Chair's letter be sent to all Peel-area MPPs for their information;

And further, that a copy of the report of the Acting Medical Officer of Health titled "Food Premises Regulation Amendments", dated August 8, 2006 be forwarded to the Minister of Health and Long-Term Care, the Chief Medical Officer of Health for Ontario, Peel-area MPPs, and all Medical Officers of Health in Ontario.

RECOMMENDATION GC-148-2006:

That the Pump Optimization Project be funded from Water and Wastewater Treatment Division Capital Project 04-1970 ($550,000) and Corporate Energy Management Division Management Capital Budget 05-7201 ($550,000).

PW-A3. Expansion and Upgrade of the Lorne Park Water Treatment Plant, Bexhill Sewage Pumping Station and Herridge Feedermain, Document 2006-626N - City of Mississauga, Ward 2

RECOMMENDATION GC-149-2006:

That the contract (Document 2006-626N) for pre-design, design and contract administration services for the expansion and upgrade of the Lorne Park Water Treatment Plant (WTP), Bexhill Sewage Pumping Station (SPS) and Herridge Feedermain be awarded to the consulting engineering team of KMK Consultants Limited and MacViro Consultants, at a fixed cost of $1,305,643 (excluding applicable taxes) for pre-design, in accordance with Purchasing By-law 62-2001, as amended;

And further, that the Chief Administrative Officer (CAO) be authorized to approve the design and contract administration fees negotiated with the vendors;

And further, that a contract for the provision of membrane filtration equipment be authorized on a direct negotiation basis;

And further, that the CAO be authorized to award the contract for the provision membrane filtration equipment, in accordance with Purchasing By-law 62-2001, as amended;

And further, that the Commissioner of Public Works and the Treasurer and Commissioner of Finance report to Regional Council, in regard to any action undertaken.


PW-B. Engineering and Construction

PW-B1. Intersection Improvements at Regional Road 4 (Dixie Road)/Courtney Park Drive, Dixie Road/Shawson Drive, Dixie Road/Meyerside Drive, Dixie Road/Advance Boulevard, Dixie Road/Drew Drive, Regional Road 5 (Derry Road)/Vicar Gate and Derry Road/Saint Barbara - Capital Projects 00-4220, 00-4230, 00-4240, 05-4260, 06-4275, 99-4250 and 99-4215, Document 2006-225P - City of Brampton, Wards 3 and 8, and City of Mississauga, Ward 5

RECOMMENDATION GC-150-2006:

That the contract (Document 2006-225P) for an Environmental Assessment and detailed design services for the intersection improvements at Regional Road 4 (Dixie Road)/Courtney Park Drive, Dixie Road/Shawson Drive, Dixie Road/Meyerside Drive, Dixie Road/Advance Boulevard, Dixie Road/Drew Drive, Regional Road 5 (Derry Road)/Vicar Gate, and Derry Road/Saint Barbara be awarded to Delcan Corporation in the estimated amount of $415,800 (excluding applicable taxes) under Capital Projects 00-4220, 00-4230, 00-4240, 05-4260, 06-4275, 99-4250 and 99-4215, in accordance with Purchasing By-law 62-2001, as amended;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

PW-B2. Hot Mix Asphalt Resurfacing on Regional Road 14 (Mayfield Road), Regional Road 7 (Airport Road) and Regional Road 17 (Cawthra Road), Capital Projects 06-4620, 06-4640 and 99-4040, Document 2006-037T - Town of Caledon, Wards 1 and 4, City of Brampton, Ward 10, and City of Mississauga, Wards 1 and 7

RECOMMENDATION GC-151-2006:

That the contract (Document 2006-037T) for the hot mix asphalt resurfacing on Regional Road 14 (Mayfield Road), Regional Road 7 (Airport Road) and Regional Road 17 (Cawthra Road) between the Region of Peel and Fermar Paving Limited be extended to undertake the expanded scope of work, including ditching, culvert replacements and additional road works in the estimated amount of $1,000,000 (excluding applicable taxes) under Capital Projects 99-4040 ($250,000), 06-4620 ($400,000) and 06-4640 ($350,000) for a total commitment of $6,290,000 (excluding applicable taxes) in accordance with Purchasing By-law 62-2001, as amended;

And further, that additional funds of $1,000,000 (excluding applicable taxes) be provided to Capital Projects 99-4040 ($250,000), 06-4620 ($400,000) and 06-4640 ($350,000), financed from the Roads Capital Financing Stabilization Reserve (R0210).

PW-B3. Engineering Services for a Schedule 'B' Class Environmental Assessment, Detailed Design, Contract Administration and Inspection for a 600mm (24 inch) Diameter Feedermain from the Meadowvale Pumping Station to Regional Road 5 (Derry Road), Capital Project 06-1377, Document 2006-471P - City of Mississauga, Ward 9

RECOMMENDATION GC-152-2006:

That the contract (Document 2006-471P) for a Schedule 'B' class Environmental Assessment, detailed design, contract administration and inspection services for a 600mm (24 inch) diameter feedermain from the Meadowvale Pumping Station to Derry Road be awarded to R.V. Anderson Associates Limited in the estimated amount of $427,460 (excluding applicable taxes) under Capital Project 06-1377, in accordance with Purchasing By-law 62-2001, as amended;

And further, that additional funds of $365,000 be provided to Capital Project 06-1377, from the Water Unallocated Capital Project 06-1000, funded from the Water Capital Financing Stabilization Reserve (R0241).

PW-B4. Construction of Regional Road 10 (Bovaird Drive) from Highway 410 to Sunforest Drive, Capital Project 02-4090, Document 2004-447T - City of Brampton, Wards 1 and 2

RECOMMENDATION GC-153-2006:

That the contract (Document 2004-447T) for the widening of Regional Road 10 (Bovaird Drive) from Highway 410 to Sunforest Drive between the Region of Peel and Pave-Al Limited be extended to provide additional works, in the estimated amount of $1,700,000, (excluding applicable taxes) under Capital Project 02-4090, for a total commitment of $10,150,000 (excluding applicable taxes) in accordance with Purchasing By-law 62-2001, as amended;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

PW-B5. Extension of Engineering Services for the Relocation of Watermains on Regional Road 14 (Mayfield Road), Capital Project 00-4020, Document 2003-547P - City of Brampton, Ward 9 and Town of Caledon, Ward 2

RECOMMENDATION GC-154-2006:

That the contract (Document 2003-547P) for engineering services between the Region of Peel and MacViro Consultants Inc. be extended to provide additional engineering design and contract administration in the estimated amount of $108,284 (excluding applicable taxes) under Capital Project 00-4020 for a total commitment of $335,224 (excluding applicable taxes) in accordance with Purchasing By-law 62-2001, as amended;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

PW-B6. Caledon Community Safety Zones, Regional Road 24 (Charleston Sideroad) 400 Metres East and 400 Metres West of Regional Road 16 (Kennedy Road), Regional Road 14 (Mayfield Road), 500 Metres East and 185 Metres West of Bramalea Road - Town of Caledon, Wards 1 and 2, and City of Brampton, Ward 9

RECOMMENDATION GC-155-2006:

That a new Community Safety Zone on Regional Road 24 (Charleston Sideroad), 400 metres east and 400 metres west of Regional Road 16 (Kennedy Road), be implemented;

And further, that the Community Safety Zone on Regional Road 14 (Mayfield Road) be extended to 185 metres west of Bramalea Road;

And further, that the necessary by-law be presented to Regional Council;

And further, that the Ontario Provincial Police (OPP) - Caledon Detachment, and Peel Regional Police, be so advised.

RECOMMENDATION GC-156-2006:

That the contract (Document 2002-277P) for Engineering Services between the Region of Peel and Delcan Corporation be extended to provide additional detailed design, contract administration and construction supervision services, in the estimated amount of $160,000 (excluding applicable taxes) under Capital Project 01-4265, for a total commitment of $322,576 (excluding applicable taxes) in accordance with Purchasing By law 62-2001, as amended;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

PW-C1. McVean Sewage Pumping Station Expansion, Capital Project 03-2981, Document 2006-413T - City of Brampton, Ward 10

RECOMMENDATION GC-157-2006:

That the contract (Document 2006-413T) for the construction of the McVean Sewage Pumping Station Expansion be awarded to Sona Construction in the estimated amount of $10,166,863 (excluding applicable taxes) under Capital Project 03-2981, in accordance with Purchasing By-law 62-2001, as amended;

And further, that additional funds of $940,000 be provided to Capital Project 03-2981, financed from the Development Charges South Peel Wastewater Reserve R3515.

PW-C2. Liquid Oxygen System Equipment Lease and Liquid Oxygen Supply at the Expanded Lakeview Water Treatment Plant, Document 2005-198N - City of Mississauga, Ward 1

RECOMMENDATION GC-158-2006:

That the contract (Document 2005-198N) for liquid oxygen system equipment lease be awarded to Air Liquide Canada Inc. at an estimated cost of $332,000 (excluding applicable taxes) under Cost Centre WP00101, Account 22511;

And further, that Document 2005-198N for liquid oxygen supply be awarded to Air Liquide Canada Inc. at an estimated cost of $1,658,278 (excluding applicable taxes) under Cost Centre WP00101, Account 22511.

RECOMMENDATION GC-160-2006:

That staff be directed to take a pro-active role and provide ongoing support to social housing providers in the Region of Peel to ensure the sustainability of social housing stock in Peel as part of the larger corporate Asset Management Strategy;

And further, that staff include a Providers' Capital Plan proposal as part of the 2007 ten-year Capital Plan submission;

And further, that staff continue to work with Region of Peel partners to identify and develop best practices and advocate for senior levels, of government involvement in social housing.

That By-law 54-1999, as amended, being the Procedural By-law, be further amended to reflect the quorum requirements for Regional Council being 13 members present, to be effective immediately following the regular election of Regional Council in 2006;

And further, that the term of office of the Regional Chair be the same as the term of Regional Council;

And further, that the necessary by-law be presented to Regional Council.

RECOMMENDATION GC-163-2006:

That the method of appointing a Regional Chair as referred to in the report of the Commissioner of Corporate Services and Regional Solicitor dated August 28, 2006 titled "Implementation of the Regional Municipality of Peel Act, 2005", be considered at the September 14, 2006 Regional Council meeting,

RECOMMENDATION GC-164-2006:

That Document Execution By-law 39-2001 be amended as generally outlined in the report of the Commissioner of Corporate Services and Regional Solicitor, dated August 23, 2006, titled "Amendments to Document Execution By-law 39-2001";

And further, that the necessary by-law be presented to Regional Council.


MA-B. Paramedic and Emergency Services

MA-B1. Peel Regional Paramedic Services Defibrillator Request for Proposal - Award

RECOMMENDATION GC-165-2006:

That the contract (Document Number 2006-320P) for the provision of defibrillators, batteries, chargers, disposable supplies, repair and maintenance and other appurtenances required by Peel Regional Paramedic Services (PRPS) be awarded to Zoll Medical Canada Inc. in the estimated amount of $1,609,496 (excluding applicable taxes and net of credits for trade-in equipment) for the initial year of a five-year contract commencing October 1, 2006 and expiring on September 30, 2011 being the most cost-effective solution in accordance with Purchasing By-law 62-2001, as amended;

And further, that approval be granted to make purchases under the contract in the estimated amount of $1,418,860 (excluding applicable taxes) for the four subsequent years' requirements;

And further, that approval be granted to extend the contract for two additional six month optional periods, subject to satisfactory performance and pricing;

And further, that Regional Council authorize trade-in of existing surplus defibrillators being replaced in the amount of $392,000, and battery chargers being replaced in the amount of $14,000 in accordance with Corporate Policy F35-14;

And further, that these purchases be funded from both the Defibrillators Capital Project 06-7801 and the Land Ambulance Operating Budget GW20001 for 2006 with the balance of the contract to be funded from subsequent years' Current and Capital budgets.
