PL-A1. Regional Official Plan Strategic Update (ROPSU) Regional Official Plan Amendment 16 - Proposing Changes to Transportation Network and Policies
RECOMMENDATION GC-180-2005:
That Regional Official Plan Amendment Number 16 - Amendment to Transportation Network and Policies, attached as Appendix I to the report of the Commissioner of Planning dated August 17, 2005, titled "Regional Official Plan Strategic Update (ROPSU) Regional Official Plan Amendment 16 - Proposing Changes to Transportation Network and Policies" be approved;
And further, that Regional staff be directed to work in collaboration with area municipal staff and in consultation with senior levels of government to:
a) Develop a cost estimate for all long term actions required to meet future transportation needs in Peel in a sustainable manner;
b) Identify funding gaps; and
c) Develop specific recommendations for action by Regional Council;And further, that Regional staff be directed to continue to work with the Regional-Area Municipal Transportation Planning Working Group to implement the policies set out in Regional Official Plan Amendment Number 16;
And further, that the subject report be forwarded for information to Transport Canada, the Ministry of Transportation, Ontario, Ministry of Municipal Affairs and Housing, the Ministry of Public Infrastructure and Renewal, GO Transit, the Cities of Brampton and Mississauga, the Town of Caledon and all other municipalities adjacent to the Region of Peel;
And further, that notice of decision of the adoption of Regional Official Plan Amendment Number 16 be given in accordance with the Planning Act;
And further, that the necessary by-law be presented to Regional Council for approval.

RECOMMENDATION GC-181-2005:
That the Regional Chair write to the Premier of Ontario and the Minister of Children and Youth Services to express appreciation for the allocation of additional child care funding, and for removing the required municipal cost shared funding;
And further, that the 2005 Children's Services operating budget be revised to reflect the additional Best Start funding.

HS-G1. Peel Long Term Care Preferred Accommodation Rate Update
RECOMMENDATION GC-186-2005:
That the preferred accommodation rate fees included in the fee of $66.69 per day for private accommodation and $56.69 per day for semi-private accommodation ($18.00 and $8.00 respectively) at all Regionally-operated Long Term Care Homes, continue to be waived;
And further, that this rate adjustment be reviewed again in one year.
HS-G2. New Provincial Funding for Long-Term Care
RECOMMENDATION GC-187-2005:
That the Regional Chair write to the Minister of Health and Long-Term Care to express concern that the Provincial Government is not honouring the commitment made during the last election to increase annual funding for long-term care homes by $6,000 per resident;
And further, that a copy of the letter be sent to the MPPs representing Peel and the Ontario Association of Non-Profit Housing and Services for Seniors.

Notice of Motion by Councillor Saito regarding Allocation of Federal Gas Tax Revenue
Moved by Councillor Saito,
Seconded by Councillor Sprovieri;Whereas the Government of Canada reached an historic agreement with the Association of Municipalities of Ontario on June 17, 2005 that will result in $1.9 billion in municipal infrastructure funding for Ontario municipalities over the next five years;
And whereas this agreement represents the 2005 Federal Budget announcement to distribute up to five-cents a litre of Federal gas tax revenues for environmentally sustainable municipal projects;
And whereas the agreement sets out eligibility infrastructure categories which include water, wastewater, waste management, community energy, capacity building and transit;
And whereas the allocation identified by the Association of Municipalities of Ontario and based upon 2001 National Census data available from Statistics Canada, indicates that the Region of Peel is to receive $80,339,359.94 over the term of the five-year agreement;
And whereas the Region of Peel has a financial obligation to support transportation services for the disabled through Transhelp and has long-term plans for accommodating future growth needs outlined in the "Study of Transportation for Persons with Disabilities" approved through Regional Resolution 2004-535, which will require additional funding and are to be implemented through the annual Capital Budget review process;
And whereas the Cities of Mississauga and Brampton and the Town of Caledon have significant needs for environmentally sustainable municipal infrastructure funding in order to support and effectively serve the residents of their respective communities;
Therefore be it resolved, that the Region of Peel re-distribute their portion of the Federal gas tax allocation after meeting their funding obligations for Transhelp, to the lower tier municipalities in proportion to their population based on the 2001 National Census data available from Statistics Canada.

PW-A1. Class Environmental Assessment Study for Herridge Feedermain, Capital Project 05-1506, Document 2005-010P - City of Mississauga, Ward 2
RECOMMENDATION GC-189-2005:
That Document 2005-010P for a Schedule "C" Class Environmental Assessment for the Herridge Feedermain be awarded to KMK Consultants Limited, at an estimated cost of $324,925 (excluding applicable taxes), under Capital Project 05-1506, in accordance with Purchasing By-law 62-2001;
And further, that additional funds of $102,000 be provided to Capital Project 05-1506, financed from the South Peel Water Development Charges Reserve Fund (R3520), and that additional funds of $98,000 be provided to Capital Project 05-1506, financed from the South Peel Water Development Charges, Out of Period Growth Reserve Fund (R3620);
And further, that authority be given to extend this contract for similar requirements to the limit of the approved budget where actual requirements exceed the estimate.
PW-A2. Widening of Mayfield Road from Future Highway 410 to Bramalea Road, Capital Project 04-4060, Document 2005-078P - City of Brampton, Ward 9, and Town of Caledon, Ward 2
RECOMMENDATION GC-190-2005:
That Document 2005-078P for detailed design, contract administration and supervision of the widening of Mayfield Road from the future highway 410 to Bramalea Road be awarded to Giffels Associates Limited in the estimated amount of $875,000 (excluding applicable taxes), under Capital Project 04-4060, in accordance with Purchasing By-law 62-2001;
And further, that authority be given to extend this contract for similar requirements to the limit of the approved budget when actual requirements exceed the estimate.
PW-A3. Slope Stabilization on the Forks of the Credit Road and King Street West, Capital Project 01-4040, Document 2004-489N - Town of Caledon, Wards 1 and 5
RECOMMENDATION GC-191-2005:
That the contract (Document 2004-489N) for engineering services between the Region of Peel and Trow Associates Inc., be extended to address additional environmental issues and to provide associated design at an estimated cost of $176,500 (excluding applicable taxes), under Project 01-4040;
And further, that the contract (Document 2004-489N) for Engineering Services between the Region of Peel and Trow Associates Inc., be extended to provide contract administration at an estimated cost of $391,000 (excluding applicable taxes), under Project 01-4040 for a total commitment of $815,150 (excluding applicable taxes), in accordance with Purchasing By-law 62-2001;
And further, that authority be given to extend this contract for similar requirements to the limit of the approved budget where actual requirements exceed the estimate.

PW-A4. Supervision of Construction Projects on Regional Roads (Oral)

Councillor Palleschi expressed concern with respect to the impact to motorists as a result of construction work on Regional roads during peak hours making particular reference to the intersection of Queen Street and Dixie Road on the morning of September 8, 2005.
PW-B. Water and Wastewater Treatment
PW-B1. Upgrade of the Herridge Pumping Station, Capital Project 00-1915, Document 2005-516T - City of Mississauga, Ward 2
RECOMMENDATION GC-192-2005:
That Document 2001-158P for engineering and contract administration between the Region of Peel and R.J. Burnside and Associates be extended to provide additional engineering services in the estimated amount of $320,900 (excluding applicable taxes), under Capital Project 00-1915, for a total commitment of $755,060 (excluding applicable taxes), in accordance with Purchasing By-law 62-2001;
And further, that the budget for Capital Project 00-1915 for the upgrade and expansion of the Herridge Pumping Station be increased from $6,845,310 to $9,437,060, financed from the South Peel Water Development Charge Reserve R3520, in order to finance the costs associated with the increased scope of engineering services and works to enable the improvement of the pumping station hydraulics and the reduction of long-term operational costs.
Councillor Saito requested that Items Related to Planning - Item PL-B4 be reconsidered.
That the decision to receive Items Related to Planning - Item PL-B4 be reconsidered.
The motion to reconsider was passed by a two-thirds vote.
PL-B4. David Brown, Chair, Mississauga Traffic Safety Council, Letter dated August 22, 2005, Expressing Concern with Respect to the Wording of Section 27(3) of the Proposed Transportation Statute Law Amendment Act Regarding School Crossings
That the position of the City of Mississauga Traffic Safety Council with respect to the wording of Section 27(3) of the proposed Transportation Statute Law Amendment Act regarding school crossings, be endorsed;
And further, that a copy of this resolution be sent to the Minister of Transportation, Ontario and the City of Mississauga Traffic Safety Council.

RECOMMENDATION GC-195-2005:
That the encroachment under Regional Road 50 (Highway 50) being an underpass for a pedestrian trail at the bridge crossing the Humber River from Bolton Mill Park to Hickman Drive in Bolton, Town of Caledon, be permitted in accordance with the terms and conditions in the Encroachment Agreement dated May 9, 2003 between The Regional Municipality of Peel and the Corporation of the Town of Caledon;
And further, that the necessary by-law be presented to Regional Council.

RECOMMENDATION GC-197-2005:
That "Reactivating Inactive Applicants (and Associated Actions)" in Peel Access to Housing (PATH) Internal Policies and Procedures Document, Volume 15, as set out in Appendix I to the report of the Commissioner of Housing and Property, and General Manager, Peel Living, dated August 18, 2005, titled "Removing Applicants from Peel Access to Housing's Centralized Waiting List" be endorsed;
