HS-A2. Provincial Funding of Homemakers and Nurses Services in Peel

RECOMMENDATION GC-127-2004:

That the Regional Chair write to the Provincial Minister of Health and Long-Term Care to support the Community Care Access Centre (CCAC) request that the $800,000 Provincial funding allocated annually for homemaking and nursing services in Peel be released to the CCAC to fund services, without the requirement of municipal cost-sharing.

RECOMMENDATION GC-128-2004:

Whereas the Minister of Finance announced on March 15, 2004 the availability of a provincial tool to give municipalities the flexibility to address tax shifts due to reassessment by permitting the tax ratio of one or more business property classes to be increased to the extent necessary to maintain the existing municipal tax burdens between the residential and business classes, for the 2004 taxation year;

And whereas as part of the Minister of Finance's announcement the deadline for a number of tax policy decisions, including ratio and rate setting for municipalities would be extended to May 31, 2004;

And whereas the City of Mississauga has requested the Minister of Finance by way of City Council resolution 0116-2004 on May 12, 2004 to regulate new transition ratios for the City of Mississauga and, to date, has not received a response from the Minister;

And whereas the City of Mississauga Council has adopted resolution 0124-2004 on May 26, 2004, further requesting the Minister of Finance to extend the deadline to establish new transition ratios;

Therefore be it resolved that the Region of Peel requests the Minister of Finance to extend the deadline for tax ratio and tax rate setting from May 31, 2004 to June 30, 2004, in order that the Region and the area municipalities have adequate time to establish tax ratios.

RECOMMENDATION GC-130-2004:

That the existing contract with Hypertec Systems Inc., for the purchase of desktop and notebook computers along with associated peripheral equipment for the Region of Peel, Peel Regional Police and Peel Living be expanded to include the purchase of additional computers and peripheral devices for Ontario Works in the amount of $720,100 (exclusive of taxes);

And further, that $720,100 (exclusive of taxes), for this purchase be authorized for Capital Project 04-7545, Desktop Replacement OW;

And further, that $720,100 (exclusive of taxes), for Capital Project 04-7545 Desktop Replacement OW be financed from the Working Funds, Social Assistance Stabilization Reserve R1261;

And further, that the contract with Hypertec Systems Inc., be extended from the current three year term to a four year term, to coincide with the Region of Peel new four year replacement cycle for desktop and notebook computers;

And further, that Purchase Order 9553 issued to Hypertec Systems Inc., be increased from $5,662,000 to $6,751,433 (exclusive of taxes), to cover the purchase of computers and peripherals in the fourth year for the Region of Peel (now to include Ontario Works) and Peel Living including the extended warranty on the existing computers;

And further, that the necessary funds for the increase to Purchase Order 9553 be provided from 02-7545 Desktop and Notebook Replacement;

And further, that Purchase Order 9612 issued to Hypertec Systems Inc., be increased from $2,400,000 to $2,804,357, (exclusive of taxes), to cover the purchase of computers and peripherals in the fourth year for the Peel Regional Police and for the extended warranty on the existing computers;

And further, that the necessary funds for the increase to Purchase Order 9612 be provided from the Peel Regional Police Operating Budget.

Amendment to the Region of Peel Official Plan as it relates to Human Services Planning Policies;

And further, that the regularly scheduled Regional Council meeting commence immediately following the Public Meeting;

And further, that the report of the Commissioner of Planning dated May 7, 2004, titled "Regional Official Plan Strategic Update - Regional Official Plan Amendment Proposing Changes to Human Services Planning Policies (File ROPA 03-004)" be forwarded to the Ministry of Municipal Affairs and Housing, the Cities of Brampton and Mississauga, the Town of Caledon, and all other municipalities adjacent to the Region of Peel for comment;

And further, that staff bring forward a final proposed Region of Peel Official Plan Amendment, which takes into consideration the comments received from the statutory Public Meeting and public agency consultation, for adoption at a future Regional Council meeting.

PW-A1. Proposed Watermain Construction on Highway 50 from Old Church Road to Patterson Sideroad and Albion Hills Conservation Area Water Supply, Capital Projects 04-1397, 04-1649 and 04-3304 - Town of Caledon, Ward 4

RECOMMENDATION GC-132-2004:

That approval be granted for the construction of approximately 3,200 m (10,500 feet) of 300 mm (12 inch) diameter watermain on Highway 50 (Regional Road 50) from Old Church Road to Patterson Sideroad at an estimated cost of $2,000,000 (excluding applicable taxes), under Capital Project 04-1397 to provide enhanced system security for the Palgrave water system and provide municipal water supply to the Albion Hills Conservation Area, to be financed as follows: $500,000 in external contribution from Toronto Region Conservation Authority (TRCA),

$300,000 from Unallocated Funds Project 04-1000 funded from the Water Capital Financing Stabilization Reserve R0241, and $1,200,000 from the Water Capital Financing Stabilization Reserve R0241;

And further, that the TRCA contribution to Highway 50 watermain construction be set up as Capital Project 04-1649 for the purpose of funding the $500,000 share of cost for the Regional works, to be funded from the Water Capital Financing Stabilization Reserve R0241;

And further, that the TRCA Albion Hills and Glen Haffy Conservation Area Waterworks Capital Project 04-3304 be increased by $550,000 (including applicable taxes), from $250,000 to $800,000 in order to fund the internal water system upgrades, to be funded from the Conservation - Capital Financing Stabilization Reserve R0220;

And further, that the Region of Peel and TRCA enter into a Memorandum of Understanding outlining TRCA cost commitments, system ownership and operational responsibilities for the Albion Hills Conservation Area water system;

And further, that a copy of the report of the Commissioner of Public Works and the Treasurer and Commissioner of Finance, dated May 6, 2004, titled "Proposed Watermain Construction on Highway 50 from Old Church Road to Patterson Sideroad and Albion Hills Conservation Area Water Supply, Capital Projects 04-1397, 04-1649 and 04-3304, Town of Caledon, Ward 4" be forwarded to the TRCA and Town of Caledon for information.

RECOMMENDATION WM-9-2004:

That the Toner Cartridge Recycling Program at the Brampton Community Recycling Centre be expanded to include all Community Recycling Centres;

And further, that staff be authorized to issue and award a tender for the collection of toner cartridges at all Community Recycling Centres, effective immediately.

d) Grass Ban Strategy Update

RECOMMENDATION WM-10-2004:

That the decision to implement a grass ban be postponed until 2007 after the roll-out of the Region-wide Organics program.

e) Implementation of New Operating Hours at the Battleford and Brampton Community Recycling Centres

RECOMMENDATION WM-11-2004:

That operating hours at the Battleford and Brampton Community Recycling Centres be expanded to 7 days per week, from 8:30 a.m. to 4:30 p.m. with extended evening hours from 4:30 p.m. to 8:00 p.m. on Thursday during the months of Daylight Savings time;

And further, that additional funds of $870,000 be provided to Cost Centre WW20372 ($455,000) and WW20332 ($415,000) financed from Waste Rate Stabilization Reserve R0015;

And further, that all dedicated loads of Blue and Grey Box materials, household hazardous waste and reusable materials delivered to all Community Recycling Centres be accepted free of charge;

And further, that all users of Community Recycling Centres be required to pre-sort loads into the various recyclable and non-recyclable materials to maximize waste diversion and improve on site traffic flow;

And further, that the new procedures be incorporated in an updated Waste Management By-law;


And further, that staff be authorized to notify the public on the proposed implementation of a minimum user fee of $2.00 per load with an additional $0.08 per kilogram charged for loads greater than 25 kilograms (other than dedicated loads of Blue and Grey Box material, household hazardous waste and reusable items), in accordance with the new Provincial requirements for changes to the Regional Fees By-law.

PW-C1. Ministry of Transportation of Ontario Control Access Highway Designation of Regional Road 15 (Steeles Avenue) 440 Metres (1,444 feet) East of the Centre Point of Highway 410 at the Steeles Avenue Interchange to West Drive/Tomken Road - City of Brampton, Ward 3

RECOMMENDATION GC-134-2004:

That the Region of Peel support the Ministry of Transportation of Ontario lifting their Control Access Highway designation on the portion of Regional Road 15 (Steeles Avenue) 440 metres (1,444 feet) easterly of Highway 410 to West Drive/Tomken Road;

And further, that control of this portion of roadway be assumed by the Regional Municipality of Peel;

And further, that a copy of the resolution assuming control of this portion of roadway be forwarded to the Minister of Transportation of Ontario.

PW-C2. Local Improvement Project, Proposed Construction of a Sanitary Sewer on Camilla Place, Capital Project 04-2715 - City of Mississauga, Ward 7

RECOMMENDATION GC-135-2004:

That a 250 mm (10 inch) diameter sanitary sewer be constructed on Camilla Place from the existing sanitary trunk sewer located west of Camilla Place to approximately 115 metres (377 feet) east, ending at 146 Camilla Place, at a total estimated cost of $140,000 (including taxes), under Capital Project 04-2715;

And further, that the Region of Peel portion of the funding of $112,949.40 be allocated from the Unallocated Wastewater Capital Project 04-2000, financed from the Wastewater Capital Financing Stabilization Reserve (R0242);

And further, that the owners' portion of $27,050.60 be set up as an external recovery and collected as a special assessment;

And further, that these actions will not affect the Region's debt capacity as this type of financing is considered "self liquidating" by the Province of Ontario;

And further, that the necessary by-law be presented to Council authorizing the undertaking of the works under the Municipal Act, 2001, and imposition of a sanitary sewer frontage rate of $285 per metre ($86.87 per foot) plus a mandatory connection fee of $1,550 per lot, current on the date the petition was issued, at the completion of construction;

And further, that the abutting property owners be assessed annually for 15 years, including an interest rate which shall be determined at the time a by-law is enacted;

And further, that property owners be given the opportunity to commute the special assessment by advance payment at any time during the 15 year period;

And further, that the Regional Clerk forward a copy of this resolution and a "Notice to Amend" the tax rolls of the petitioned owners to the area municipality.

PW-C3. Local Improvement Project, Proposed Construction of a Sanitary Sewer on South Sheridan Way, Capital Project 04-2705 - City of Mississauga, Ward 2

That a 250 mm (10 inch) diameter sanitary sewer be constructed on South Sheridan Way from the existing sanitary sewer located at the intersection of South Sheridan Way and Pierre Place to approximately 115 metres (377 feet) west, ending at 1820 South Sheridan Way, at a total estimated cost of $128,800 (including taxes) under Capital Project 04-2705;

And further, that the Region of Peel portion of the funding of $103,735.45 be allocated from the Unallocated Wastewater Capital Project 04-2000, financed from the Wastewater Capital Financing Stabilization Reserve (R0242);

And further, that the owners' portion of $25,064.55 be set up as an external recovery and collected as a special assessment;

And further, that these actions will not affect the Region's debt capacity as this type of financing is considered "self liquidating" by the Province of Ontario;

And further, that the necessary by-law be presented to Council authorizing the undertaking of the works under the Municipal Act, 2001, and imposition of a sanitary sewer frontage rate of $285 per metre ($86.87 per foot) and the mandatory connection fee of $1,550 per lot, current on the date the petition was issued, at the completion of construction;

And further, that the benefiting property owners be assessed annually for 15 years, including an interest rate which shall be determined at the time a by-law is enacted;

And further, that property owners be given the opportunity to commute the special assessment by advance payment at any time during the 15 year period;

And further, that the Regional Clerk forward a copy of this council resolution and a "Notice to Amend" the tax rolls of the petitioned owners to the area municipality.

PW-C4. Stopping Prohibitions, Regional Road 107 (Bovaird Drive East and West) - City of Brampton, Wards 1, 2 and 5

RECOMMENDATION GC-137-2004:

That a by-law be enacted to implement a stopping prohibition on both sides of Regional Road 107 (Bovaird Drive East) from 100 metres (328 feet) east of South Lake Boulevard to 325 metres (1066 feet) west of South Lake Boulevard at anytime;

And further, that a by-law be enacted to implement a stopping prohibition on the north side of Regional Road 107 (Bovaird Drive East) from 150 metres (492 feet) west of Kennedy Road to 225 metres (738 feet) west of Kennedy Road at anytime;

And further, that a by-law be enacted to implement a stopping prohibition on the south side of Regional Road 107 (Bovaird Drive East) from 50 metres (164 feet) west of Yellowbrick Road/Sunforest Drive to 310 metres (1017 feet) west of Yellowbrick Road/Sunforest Drive at anytime;

And further, that a by-law be enacted to implement a stopping prohibition on the south side of Regional Road 107 (Bovaird Drive West) from Main Street North/Hurontario Street to 250 metres (820 feet) west of Main Street North/Hurontario Street at anytime;

And further, that Peel Regional Police and City of Brampton By-law Enforcement staff be advised.

PW-C5. Watermain Replacement and Sanitary Sewer Construction Peel Centre Dr., Capital Projects 04-1316 and 04-2316 - City of Brampton, Ward 7

RECOMMENDATION GC-138-2004:

That replacement of a structurally deficient 300mm (12 inch) watermain and construction of 375mm (15 inch) sanitary sewer on Peel Centre Dr. from Central Park Drive to approximately 700 metres (2300 feet) west of Central Park Drive, included in the 2004 Capital Budget and 2005 to 2014 Capital Budget forecast as Capital Project 05-1315 for $396,000 (including GST), and Capital Project 05-2315 for $366,000 (including GST), be advanced to 2004 and approved in order fulfill Regional obligations;

And further, that the necessary funds for Capital Project 04-1316 of $396,000 be financed from the Capital Financing Stabilization Reserves for Water (R0241);

And further, that the necessary funds for Capital Project 04-2316 of $366,000 be financed from the Capital Financing Stabilization Reserves for Wastewater (R0242).
