RECOMMENDATION GC-86-2004:

That staff be directed to report on long term growth projections encompassing both the departments now occupying 10 Peel Centre Dr. and those proposed to move into the Joint Use Facility;

And further, that staff report on the reasonably forecast costs for additional floor(s), including cost options which would allow for the construction of additional floors in the future; and/or the construction of unfinished space; and/or the construction of finished space with revenue potential, as may be necessary to accommodate growth for a minimum of ten years, together with the implications for the locations of additional parking spaces.

PL-A1. Comments on Provincial White Paper on Watershed-Based Source Protection Planning

RECOMMENDATION GC-87-2004:

That the Regional Clerk send a copy of the report of the Commissioners of Planning, Health, Public Works and the Medical Officer of Health, dated March 31, 2004 titled, "Comments on Provincial White Paper on Watershed-based Source Protection Planning" to the Ministry of the Environment for their information and action, and in response to the Environmental Bill of Rights (EBR) Posting PA04E0003;

And further, that the subject report be sent to Peel's area municipalities, Credit Valley Conservation (CVC), Toronto and Region Conservation Authority (TRCA), Halton Region Conservation Authority (HRCA), and the Association of Municipalities of Ontario (AMO) for information;

And further, that the comments made by the Region of Peel in its letter of June 20, 2003 and accompanying report of the Commissioners of Planning, Health, Public Works and the Medical Officer of Health dated May 26, 2003, titled "Provincial Advisory Committee - Comments on the Final Report on Watershed-Based Source Protection Planning Framework" be considered relevant to the White Paper;

And further, that the information and detailed comments contained in Appendix I of the subject report serve as the Region's detailed comments to be carefully considered by the Ministry of the Environment as the Region's response to the White Paper on Watershed-based Source Protection Planning.

RECOMMENDATION GC-88-2004:

That the Ministry of Transportation of Ontario be requested to amend the Highway Traffic Act with respect to the use of fluorescent yellow/green signs in School Zone Areas;

And further, that the Ministry of Transportation Ontario be requested to amend the Highway Traffic Act with respect to doubling traffic violation fines in school zones;

And further, that the Ministry of Transportation Ontario be requested to amend the Highway Traffic Act with respect to the removal of school zones as candidates for Community Safety Zones;

And further, that a copy of the report of the Commissioner of Public Works, dated March 26, 2004, titled "Fluorescent Yellow/Green School Zone Signs, Doubling of Traffic Violation Fines in School Zones, Removal of School Area Community Safety Zones" be sent to the Ministry of Transportation Ontario, the City of Brampton, the City of Mississauga, the Town of Caledon and the Ontario Traffic Conference.

PW-A2. Traffic Control Signals at the Intersection of Regional Road 5 (Derry Road) and Kenderry Gate/World Drive, Capital Project 04-4470 - City of Mississauga, Ward 5

RECOMMENDATION GC-89-2004:

That Traffic Control Signals at the intersection of Regional Road 5 (Derry Road) and Kenderry Gate/World Drive, be installed under Capital Project 04-4470;

And further, that funding of $85,000, previously reported as $120,000 under Roads Component 5624 in the 2003 Development Charges Background Study, be advanced from 2010 and set up under Capital Project 04-4470, financed from the Roads Development Charge Reserve R3505.


PW-B. Operations and Maintenance

PW-B1. Catch Basin Cleaning Contract, Document #1999-085Q

RECOMMENDATION GC-90-2004:

That Document #1999-085Q for catch basin cleaning services, be extended for two additional 12 month periods from April 1, 2004 to March 31, 2006, with Flow-Kleen Technology Limited for an estimated annual cost of $57,000 (excluding applicable taxes), and Almon Environmental Limited for an estimated annual cost of $10,500 (excluding applicable taxes), in accordance with Purchasing By-Law 62-2001;

And further, that staff be authorized to increase and/or extend the contract for similar requirements for this and subsequent periods, where the actual annual or seasonal requirements exceed the estimates to the limits allowed by the budget to the lowest responsive and responsible vendors;


And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

PW-C2. Operating Agreements for Bolton and Brampton Community Recycling Centre Reuse Stores - Town of Caledon, Ward 5 and City of Brampton, Ward 7

RECOMMENDATION GC-91-2004:

That the Region of Peel enter into a 10 year agreement with Caledon Community Services (CCS) to operate the CCS ReUstore at the Bolton Community Recycling Centre, effective May 1, 2004, at a total cost to the


Region of $8,676.36, for the first year of operation, to be funded through Current Cost Centre WW20000, account 23950;

And further, that the Region of Peel enter into a 10 year agreement with Goodwill Industries of Toronto to operate the Goodwill Reuse Store at the Brampton Community Recycling Centre, effective May 1, 2004;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

HO-A1. News Release: From the Association of Municipalities of Ontario (AMO), dated March 29, 2004, Advising of Funding for a Provincial Rent Bank Program and Additional Funding for Energy-Related Housing Emergencies

Received

The Commissioner of Housing and Property advised that of the $10 million in provincial funding for the Rent Bank Program, Peel's allocation is $867,000. He noted that in Peel, the program is part of the Homeless Prevention Program operated by the Social Services department. The Commissioner further advised that staff are in the process of reviewing how the new funding can be integrated to complement the services that are already in place. Staff will report back to Council at a future date with recommendations for implementation.

RECOMMENDATION GC-92-2004:

That the month of June 2004 be proclaimed as Seniors' Month in the Regional Municipality of Peel.

HS-B2. Redevelopment of Sheridan Villa Long Term Care Centre

RECOMMENDATION GC-93-2004:

That Sheridan Villa Long Term Care Centre be redeveloped to 186 beds to upgrade from a 'C' to 'A' facility;

And further, that the Commissioner of Health enter into an agreement with the Housing and Property Department to manage the capital project;

And further, that the Commissioner of Health proceed with the selection of an architectural firm to design the project in accordance with Regional Purchasing By-laws, and with funds approved in the 2004 capital budget in Capital Project 04-5455;

And further, that the Commissioner of Health report back to Regional Council with a business plan and renovation program prior to proceeding with the construction phase.

RECOMMENDATION GRC-1-2004:

That Councillor Stewart be appointed as Chair of the Grants Ad Hoc Committee for a term ending November 30, 2006;

a) Community Programs Funding Guidelines Revisions

RECOMMENDATION GRC-3-2004:

That the Community Programs Funding Policies F30-05 be revised as outlined in Appendix I to the report of the Commissioner of Social Services, dated March 17, 2004, titled, "Community Programs Funding Guidelines Revisions".

b) Community Programs Funding - 2004 Funding Process

RECOMMENDATION GRC-4-2004:

That the agencies as outlined in Appendix I to the report of the Commissioner of Social Services, dated March 18, 2004, titled, "Community Programs Funding - 2004 Funding Process", be considered for a three year funding agreement upon their successful completion of the Community Programs Funding application process and illustration of their continued compliance with the eligibility criteria;

And further, that four agencies: Family Services of Peel, Brampton Safe City, Peel Soil and Crop Association, and Streetsville Neighbours Assistance Program be considered for multi-year funding upon successful completion of the Community Programs Funding application process;

And further, that an application process for one year program funding be initiated in 2004, conditional upon available funding, for two priority areas: Community programs that assist persons with mental health difficulties or mental illness, and for programs that respond to vulnerable, disadvantaged youth.

c) Strengthening Non-Profit Agencies and Organizations in Peel

RECOMMENDATION GRC-5-2004:

That $75,000 be invested into a joint funding program on an annual basis for the next three years with United Way of Peel Region for strengthening organizational effectiveness grants for Peel agencies;

And further, that the funding be financed from Social Services' grant reserve (R1260).

MA-C. Ambulance and Emergency Programs

MA-C1. 2004 Ambulance Equipment Planning

RECOMMENDATION GC-95-2004:

That the purchase order for Rowland Auto Electric Inc. (the provider of vehicle maintenance and repair) be increased to $750,000 for 2004 to reflect increased system demands and fleet size;

And further, that the purchase order for Allied Medical (the provider of medical equipment and supplies) be increased to $730,000 for 2004 to reflect increased system demands including Advanced Care Paramedic (ACP) complement, complexity of calls, increasing medical skills required and the SARS-driven increase in disposable supplies and paramedic protective equipment.

MA-C2. 2004 Ambulance Fleet Planning

RECOMMENDATION GC-96-2004:

That a contract be made with the Ministry of Health and Long-Term Care (MOH&LTC), Emergency Health Services Branch for the purchase of 14 ambulances, 1 emergency response vehicle and related patient transportation and medical equipment in 2004 for a total approximate value of $1,690,000, including applicable taxes, based on Regional Council's previous approval of the 2004 Capital Budget;

And further, that the necessary funds for this purchase be provided from Capital Project #04-7803 and #04-7802 approved in the 2004 Capital Budget (Resolution 2004-68);

And further, that in the event that the Ministry of Health and Long-Term Care, Emergency Health Services Branch ceases procuring ambulances for the Province, that staff be authorized to directly negotiate with the two designated ambulance manufacturers.

RECOMMENDATION GC-97-2004:

That May 13, 2004 be proclaimed Internal Audit Awareness Day in the Region of Peel.


MA-E. Corporate Finance

MA-E1. 2004 Regional Levy By-Law

RECOMMENDATION GC-98-2004:

That the necessary by-law be presented to Council for approval which apportions the net levy requirement of $557,000,000 to the Cities of Brampton and Mississauga and the Town of Caledon in accordance with the Council approved apportionment formula and per the Financial Control by-law, as detailed in Appendix I, of the report of the Treasurer and Commissioner of Finance, dated March 30, 2004, titled "2004 Regional Levy By-Law", inclusive of technical adjustments related to waste management expenditures.

MA-E2. 2003 Investment Report

RECOMMENDATION GC-99-2004:

That in compliance with Provincial Regulation 438/97, as amended by O. Reg. 265/02, governing municipal investment practices, the report of the Treasurer and Commissioner of Finance dated March 17, 2004, titled "2003 Investment Report" (per Appendix 1) be approved.

MA-E3. Regional Procurement Policies and Procedures

PEOPLE INFORMATION AND TECHNOLOGY

MA-F. Information Technology

MA-F1. Public Sector Network Update and Budget

RECOMMENDATION GC-100-2004:

That in accordance with the Public Sector Network (PSN) Partnership Agreement, the PSN Financial Results for 2003 and Proposed Budget for 2004, as documented in Schedule A of the report of the Commissioner of People, Information and Technology, dated March 15, 2004, titled "Public Sector Network Update and Budget" be approved, with no impact on the overall Regional budget;

And further, that staff be authorized to apply revenues received from PSN Subscribers in 2004 to offset shared network expenditures, as documented in Schedule A of the subject report;

And further, that the PSN Access Agreements with William Osler Health Centre and Trillium Health Centre be amended to include additional routes added in 2003;

And further, that staff be authorized, through the PSN Steering Committee, to add or modify schedules to existing subscriber Access Agreements to connect additional subscriber sites to the PSN Network, subject to review and approval by the Regional Solicitor;

And further, that staff be authorized to negotiate with Hydro One Telecom Inc. a mutually beneficial exchange of Irrefutable Rights of Use (IRU) for strands of fibre for the purpose of facilitating PSN connections in Caledon;

And further, that the Region execute the subject Agreement for Region-owned fibre, subject to review and approval by the Regional Solicitor.
