A. DECLARATIONS OF CONFLICTS OF INTEREST
Chair Kolb declared a conflict of interest with respect to the salary portion of the Peel Regional Police budget as a family member is employed with Peel Regional Police.
Councillor McCallion declared a conflict of interest with respect to the salary portion of the Peel Regional Police budget as a family member is employed with Peel Regional Police.
Councillor Miles declared a conflict of interest with respect to the salary portion of the Region of Peel budget as a family member is employed with the Region of Peel.
Councillor Moore declared a conflict of interest with respect to the salary portion of the Region of Peel budget as a family member is employed with the Region of Peel.
B. APPROVAL OF AGENDA

That the agenda for the January 15, 2004, Special General Committee meeting be approved.

1) 2004 Region of Peel Business Plan Overview

Roger Maloney, Chief Administrative Officer introduced the Region of Peel's 2004 Program Reviews to Members of Regional Council and noted that the January 22, 2004 Regional Council agenda will be kept light in order to accommodate further budget discussions as required.

1) Social Services
Presentation by David Szwarc, Commissioner of Social ServicesReceived
David Szwarc, Commissioner of Social Services provided an overview of the Social Services 2004 Business Plan including information on major budget drivers and the impact of the ODSP subsidy shortfall.

Dr. McKeown highlighted the major issues affecting Public Health including areas that have been negatively impacted by the need to respond to unanticipated pressures such as the SARS outbreak.
Peter Graham, Commissioner of Health reviewed the Public Health staffing levels for 2004 as recommended in the Three Year Service Level Improvement Plan by Regional Council in 2001.
3) Long Term Care

Peter Graham, Commissioner of Health highlighted the major challenges facing Long Term Care including increased infection control measures and capital improvements to existing Long Term Care facilities.
4) Ambulance

Kent Gillespie, Commissioner of Corporate Services and Regional Solicitor provided an overview of the Ambulance and Emergency Programs 2004 Business Plan. Kent Gillespie indicated that consultants from Fitch & Associates, LLC will be presenting their final report at the February 12, 2004 Regional Council meeting.
