A. DECLARATIONS OF CONFLICTS OF INTEREST
Chair Kolb declared a conflict
of interest on Item C1., and refrained from voting thereon. A member of his
family is employed by Peel Regional Police.
B. APPROVAL OF AGENDA
RECOMMENDATION GC-1-2001:
That the Ontario Provincial Police (OPP) Municipal Policing Services in Caledon budget review presentation be dealt with immediately following Item C-i.1.;
And further, that the agenda for the February 15, 2001, Special General Committee meeting be approved.
C-i. OPENING REMARKS
1. 2001 Region of Peel Business Plan Overview
Presentation by R. Maloney, Chief Administrative Officer and J. Pennachetti, Treasurer and Commissioner of Finance
Received
R. Maloney, Chief Administrative Officer provided an overview of Peel’s fiscal background and the property tax supported budget, noting that the last Council term saw no tax rate increase for 1998-2000. He also noted, with regards to property tax supported programs, that there is no tax impact in 2001.
Councillor McCallion departed at 2:05 p.m.
J. Pennachetti, Treasurer and Commissioner of Finance provided a budget overview of police services and other special purpose bodies.
RECOMMENDATION GC-2-2001:
That Regional Council be provided with a three-year forecast of assessment growth at an upcoming meeting scheduled for deliberation of the 2001 Business Plan;
And further, that the Commissioner of Finance provide an analysis of financial impacts in the event of an economic downturn.
RECOMMENDATION GC-3-2001:
That the utility rate operations, 2001 Capital Budget and 2001-2010 Capital Forecast portions of the Business Plan Overview be deferred to the February 22, 2001 Special Regional Council Meeting.
RECOMMENDATION GC-4-2001:
That the Commissioner of Finance provide information on industrial and commercial assessment growth in Peel over the last five years at an upcoming meeting scheduled for deliberations of the 2001 Business Plan.

C. 2001 PROGRAM REVIEWS

Presentation by K. MacDonald, Inspector of Caledon Ontario Provincial Police (OPP) Detachment and S. Jones, Treasurer/Director, Corporate Services, Town of Caledon
Received
K. MacDonald, Inspector of Caledon Ontario Provincial Police (OPP) Detachment, introduced the members of the leadership team of the Ontario Provincial Police Municipal Policing Services in Caledon. He then provided the Committee with information on OPP corporate strategic direction, their business planning cycle, and 2000 statistics regarding crime management and traffic management adequacy standards. He also listed the Caledon and Detachment’s eleven Business Plan commitments.
S. Jones, Treasurer and Director, Corporate Services, Town of Caledon, then outlined the 2001 OPP Caledon Detachment Budget, stating that it represents a net increase of $291,214 over 2000. This is directly related to the continuation of community policing and the aggressive maintenance program for the detachment’s buildings.
Mayor Carol Seglins thanked Inspector MacDonald and his team on behalf of the Town of Caledon and encouraged continued co-operation with Peel Regional Police.
Caledon OPP Detachment Crime Statistics
RECOMMENDATION GC-5-2001:
That Inspector MacDonald provide Regional Council with a statistical review of reported incidents by crime category reported to the Caledon Ontario Provincial Police (OPP) Detachment identified by crime.
Presentation by N. Catney, Chief, Peel Regional Police and L. Button, Chief Administrative Officer, Peel Regional Police

Councillor Sinclair arrived at 3:08 p.m.
Chief Catney introduced L. Button, Chief Administrative Officer, Peel Regional Police and T. Banks, F. Stewart and B. Mullins of Peel Regional Police Business Services.
Chief Catney then provided an overview of community policing issues and priorities along with recent Peel Regional Police statistics.
L. Button, Chief Administrative Officer, Peel Regional Police then outlined 2000 budget highlights and the 2001 budget position, which represents an increase of $6.4 million.
Peel Regional Police Crime Statistics
RECOMMENDATION GC-6-2001:
That Chief Catney provide a statistical review of reported incidents by crime category relative to population growth in the Region of Peel over the last four years.
Implications of Photo Radar
RECOMMENDATION GC-7-2001:
That the Chair of Peel Police Services Board identify how many officers can be moved into other policing areas if photo radar was implemented in the Region of Peel;
And further, that this information include an assessment of the financial impact of such a move.
Peel Regional Police Staffing Formula
RECOMMENDATION GC-8-2001:
That Chief Catney provide a ten year plan with regard to the Peel Regional Police staffing formula, specifically as it relates to the increase or decrease in reported incidents by crime;
And further, that Chief Catney also provide information on the efficiencies related to the hours spent on the street by front-line officers and technological improvements relating to "paperwork" issues, such as the digital dictation system.
Rules of Procedure Waived
RECOMMENDATION GC-9-2001:
That in accordance with Procedural By-law 54-1999, Section III-2i be waived in order that the February 15, 2001 Special General Committee meeting continue past 4:00 p.m.
Peel Regional Police Citizens’ Perception Survey
RECOMMENDATION GC-10-2001:
That Chief Catney share the results of the last Citizens’ Perception Survey with Members of Regional Council.
Completion of Peel Regional Police Presentation
RECOMMENDATION GC-11-2001:
That Chief Catney return to the February 22, 2001 Special Regional Council Meeting to complete his portion of the Peel Regional Police Budget presentation.
