Development Review and Transportation Planning

P1. Proposed Parkway Belt West Plan Amendment Number 147: Highway 407 Inter-Urban Transitway, Mississauga to Markham

RECOMMENDATION GC-55-2000:

That the Ministry of Municipal Affairs and Housing (MMAH) be advised that the Region of Peel supports Amendment Number 147 to the Parkway Belt West Plan;

And further, that the MMAH and Ministry of Transportation (MTO) confirm that Amendment No. 91, which deals with the Highway 407 in the Oakville-Mississauga Mini-Belt and portion of the Northern Link in the Town of Milton, incorporates all the requirements of the MTO’s Corridor Protection Study;

And further, that the MMAH be requested to defer consideration of the Airport Road Station until completion of further studies to determine the precise land requirements for this station, and the development viability of the residual lands at the north-west quadrant of Steeles Avenue and Airport Road;

And further, that the report of the Acting Commissioner of Planning, titled "Proposed Parkway Belt West Plan Amendment No. 147: Highway 407 Inter-Urban Transitway, Mississauga to Markham" dated January 31, 2000 be forwarded to the City of Brampton with a request to endorse the recommendation for the completion of further studies to determine the precise land requirements for the Airport Road Station, and the development viability of the residual lands at the north-west quadrant of Steeles Avenue and Airport Road;

And further, that the aforementioned studies be undertaken by MTO staff, and that MTO staff coordinate meetings among the Region, City of Brampton, MTO and those land owners affected by the proposed by the Airport Road Station to establish a joint steering committee to proceed with the aforementioned studies;

And further, that a conceptual transit link along the Argentia Road extension connecting the proposed CP Rail Galt Station and the future Lisgar GO Rail Station be shown on Schedule B of the Amendment;

And further, that the report entitled "Proposed Parkway Belt West Plan Amendment No. 147: Highway 407 Inter-Urban Transitway, Mississauga to Markham" by the Acting Commissioner of Planning dated January 31, 2000 be forwarded to the Ministry of Municipal Affairs and Housing, the Ministry of Transportation of Ontario, the City of Mississauga, Mississauga Transit, the City of Brampton and Brampton Transit for their information.

Councillor Saito requested clarification from Regional Planning staff regarding the Argentia Road extension referred to in Figure 3 of the subject report. Planning staff to follow-up with City of Mississauga staff for a revised map.

P2. Ontario Municipal Board Hearing Draft Plan of Subdivision T-94012M, (F-F Construction Company Limited), Mineola District Policies - City of Mississauga, Ward 1

RECOMMENDATION GC-56-2000:

That Region of Peel staff be authorized to attend the Ontario Municipal Board hearing regarding the Mineola District Policies and Draft Plan of Subdivision T-94012M in support of the policies of the Region of Peel Official Plan and that a copy of the report of the Acting Commissioner of Planning, dated February 10, 2000 and titled "Ontario Municipal Board Hearing Draft Plan of Subdivision T-94012M, (F-F Construction Company Limited), Mineola District Policies, City of Mississauga, Ward One" be sent to the City of Mississauga and the Credit Valley Conservation for their information.

M1. 2000 Regional Council Inaugural Meeting Venue

RECOMMENDATION GC-58-2000:

That section III-1(c) of the Regional Council Procedural By-law, By-law Number 54-1999 be waived to allow for a change in area municipality rotation for the 2000 and 2003 Regional Inaugural Meetings;

And further, that the 2000 Inaugural Meeting of the Regional Council scheduled for December 7, 2000 at 7:30 p.m. be held in the City of Mississauga at the Mississauga Living Arts Centre;

And further, that the 2003 Inaugural Meeting of Regional Council be held in the City of Brampton at Brampton’s new downtown live theatre.

M2. Statement of Remuneration and Expenses

RECOMMENDATION GC-59-2000:

That the column titled "Other Remuneration and/or Other Expenses" in the report of the Treasurer and Commissioner of Finance titled "Statement of Remuneration and Expenses" dated January 28, 2000 be renamed to "Other Remuneration and/or General Expenses";

And further, that Councillor Sinclair’s expenses incurred through the Niagara Escarpment Commission be included in the annual Statement of Remuneration and Expenses.

M3. 2000 Business Plan – 2000 Current and Capital Budget and Capital Forecasts (2000-2009)

RECOMMENDATION GC-60-2000:

That the Commissioner of Social Services provide additional information on the transportation growth needs relating to Transhelp and report back to the February 17, 2000 Regional Council meeting.

Greater Toronto Services Board (GTSB) Alternate

RECOMMENDATION GC-62-2000:

Whereas Councillor Pat Mullin is the current alternate to the Regional Chair for the Greater Toronto Services Board (GTSB) and has expressed a need to resign from this position due to other municipal commitments;

And whereas, Councillor Ian Sinclair served as the alternate to the Regional Chair for the GTSB for the previous term of January 28, 1999 December 31, 1999;

Therefore be it resolved, that Councillor Ian Sinclair be re-appointed as the alternate to the Regional chair for the Greater Toronto Services Board (GTSB) for the term February 10, 2000 to November 30, 2000;

And further, that Resolution 1999-473 passed by Regional Council on March 25, 1999 be amended accordingly;

And further, that GTSB Alan Tonks be so advised.

PW1. Implementation of a Heavy Truck Restriction, Regional Road 6 (Embleton Road) – City of Brampton, Ward 6

RECOMMENDATION GC-63-2000:

That a by-law be enacted to amend By-law 48-94 with respect to implementing a heavy truck restriction on Regional Road 6 (Embleton Road) from Regional Road 1 (Mississauga Road) to Regional Road 19 (Winston Churchill Boulevard), in the City of Brampton.

The Commissioner of Public Works was requested to ensure that restriction signs show that local deliveries will be permitted.

PW2. Implementation of Westbound Dual Left Turn Lanes, Regional Road 15 (Steeles Avenue) at Rutherford Road/First Gulf Boulevard – City of Brampton, Ward 3

RECOMMENDATION GC-64-2000:

That a by-law be enacted to amend By-law 48-94 with respect to implementing westbound dual left turn lane designation at the intersection of Regional Road 15 (Steeles Avenue) at Rutherford Road/First Gulf Boulevard, in the City of Brampton.

PW3. Implementation of Heavy Truck Restrictions, Regional Road 1 (Mississauga Road) and Regional Road 12 (Olde Base Line Road) – Town of Caledon, Wards 1 and 2

RECOMMENDATION GC-65-2000:

That a by-law be enacted to amend By-law 48-94 with respect to implementing a heavy truck restriction on Regional Road 1 (Mississauga Road) from Regional Road 9 (King Street) to Regional Road 12 (Olde Base Line Road) in the Town of Caledon;

And further, that a by-law be enacted to amend By-law 48-94 with respect to implementing a heavy truck restriction on Regional Road 12 (Olde Base Line Road) from Highway 10 to Regional Road 1 (Mississauga Road), the Town of Caledon.

PW4. Implementation of Heavy Truck Restriction, Regional Road 4 (Dixie Road) from Regional Road 10 (Bovaird Drive) to Regional 14 (Mayfield Road) – City of Brampton, Ward 7

RECOMMENDATION GC-66-2000:

That a by-law be enacted to amend By-law 48-94 with respect to implementing an 11:00 p.m. to 6:30 a.m. heavy truck restriction on Regional Road 4 (Dixie Road) from Regional Road 10 (Bovaird Drive) to Regional Road 14 (Mayfield Road), in the City of Brampton.

PW5. Regional Road 3 (Britannia Road) at Creditview Road, Implementation of Right Turn Yield Control – City of Mississauga, Ward 6

RECOMMENDATION GC-67-2000:

That a by-law be enacted to amend By-law 48-94 with respect to implementing northbound right turn yield control at the intersection of Regional Road 3 (Britannia Road) at Creditview Road in the City of Mississauga.

PW6. U-Turn Prohibition, Charleston Sideroad (Regional Road 24) at Heartlake Road – Town of Caledon, Ward 1

RECOMMENDATION GC-68-2000:

That a by-law be enacted to amend By-law 48-94 with respect to prohibiting eastbound to westbound to eastbound U-turns on Regional Road 24 (Charleston Sideroad) at a point 80 metres (262 feet) east and at a point 90 metres (295 feet) west of Heartlake Road.

PW7. Implementation of Eastbound Dual Left Turn Lanes, Regional Road 19 (Winston Churchill Boulevard) at Dundas Street – City of Mississauga, Wards 2 and 8

RECOMMENDATION GC-69-2000:

That a by-law be enacted to amend By-law 48-94 with respect to implementing eastbound dual left turn lane designation at the intersection of Regional Road 19 (Winston Churchill Boulevard) at Dundas Street, in the City of Mississauga.

PW8. Futureway Communications Inc., Location of Fibre Optic Cables in the Region’s Road Allowance

RECOMMENDATION GC-70-2000:

That staff be authorized to negotiate a Municipal Access Agreement with Futureway Communications Inc. to permit the installation and maintenance of its telecommunications equipment in, under and upon Regional Roads;

And further, that pending the negotiation of a satisfactory Municipal Access Agreement, a Letter of Understanding be negotiated with Futureway Communications Inc. to provide interim approval to install and maintain its telecommunications equipment in, under and upon the Regional Roads subject to it indemnifying the Region for all consequent liability thereto;

And further, that the Commissioner of Public Works or his designate be authorized to supervise and approve the installation of the Telecommunications System as same affects Regional Roads;

And further, that the necessary by-law be enacted;

And further, that the Region’s duly authorized signing officers be authorized to execute the necessary agreements.
