i) Councillor Morrison declared a conflict of interest on Delegations - Items D2., D4. and Items Related to Planning – Item P3. regarding Town of Caledon OPA 155. She stated that she lived on a street that could potentially connect with one of the subdivisions being discussed, and vacated the room during debate and voting thereon.

PW2. Flow Monitoring of South Peel Sanitary Sewer Systems, Project 99-2910

RECOMMENDATION GC-4-2000:

That the consulting engineering firm, Delcan Corporation be retained to provide design and construction supervision services for the permanent flow monitoring stations along East and West Trunk Sewers, at a total estimated cost of $218,750 (excluding GST), under Project 99-2910 to be financed by the Capital Financing Stabilization Reserve;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

 

PW3. Primary Sludge and Scum Collection Mechanism for the Clarkson WPCP, Project 91-2920

RECOMMENDATION GC-5-2000:

That GL & V Process Equipment Group Inc. be awarded the supply of a Primary Sludge and Scum Collection Mechanism for the Clarkson WPCP Expansion under Project 91-2920 at a cost of $742,560 to be financed from the Sewer Rate Stabilization Reserve (R0012);

And further, that authorities be given to increase/extend this contract for additional requirements to the Vendor for contingencies and unforeseen works where the actual requirements exceed the estimates to the limits allowed by the Purchasing By-laws.

PW4. Meadowvale North Feedermain, Project 98-1907

RECOMMENDATION GC-6-2000:

That the consulting engineering firm, Marshall Macklin Monaghan be retained to provide design services for the Meadowvale North Feedermain at a total estimated cost of $327,800 (excluding GST), under Project 98-1907 to be financed by the Development Charges Reserve;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

PW5. Northbound Right Turn Lane Designation, Regional Road 7 (Airport Road) at Private Access – City of Mississauga, Ward 5

RECOMMENDATION GC-7-2000:

That a by-law be enacted to amend By-law 48-94 with respect to implementing northbound right turn lane designation at the intersection of Regional Road 7 (Airport Road) at the private access located 250 metres (820 feet) north of Highway 409 westbound off ramp, in the City of Mississauga.

PW6. Left Turn Lane Designation, Regional Road 5 (Derry Road) at Millcreek Drive – City of Mississauga, Ward 9

RECOMMENDATION GC-8-2000:

That a by-law be enacted to amend By-law 48-94 with respect to providing a southbound left turn lane designation at the intersection of Regional Road 5 (Derry Road) at Millcreek Drive, in the City of Mississauga.

PW7. Implementation of a Stopping Prohibition, Regional Road 16 (Kennedy Road) from Church Street to Highway 7 – City of Brampton, Ward 1

RECOMMENDATION GC-9-2000:

That a by-law be enacted to amend By-law 48-94 with respect to implementing a stopping prohibition on both sides of Regional Road 16 (Kennedy Road) from Church Street to Highway 7, in the City of Brampton.

PW8. Proposed Stopping Prohibition, Regional Road 8 (Gore Road), North of Regional Road 107 (Queen Street East) – City of Brampton, Ward 10

RECOMMENDATION GC-10-2000:

That a by-law be enacted to amend By-law 48-94 with respect to implementing a stopping prohibition on both sides of Regional Road 8 (Gore Road) from a point located 800 metres (2,625 feet) north of Ebenezer Road to a point located 1,400 metres (4,593 feet) north of Ebenezer Road, in the City of Brampton.

PW9. Implementation of Westbound Dual Left Turn Lanes, Regional Road 50 (Highway 50) at Private Access – City of Brampton, Ward 10

RECOMMENDATION GC-11-2000:

That a by-law be enacted to amend By-law 48-94 with respect to implementing a westbound dual left turn lane designation at the intersection of Regional Road 50 (Highway 50) at the private access located 1,200 metres (3,937 feet) north of Castlemore Road/Rutherford Road, in the City of Brampton.

PW10. U-Turn Prohibition, Regional Road 4 (Dixie Road) at Sandalwood Parkway – City of Brampton, Ward 10

RECOMMENDATION GC-12-2000:

That a by-law be enacted to amend By-law 48-94 with respect to prohibiting northbound to southbound U-turns on Regional Road 4 (Dixie Road) at Sandalwood Parkway, in the City of Brampton.

PW11. Short and Long Term Strategies for the Reduction of Taste and Odour in the Lake Ontario Based Water Supply, Project 99-1920

RECOMMENDATION GC-13-2000:

That Earth Tech (Canada) Inc. be retained at an estimated cost of $500,000 to undertake the procurement, design and contract administration for the installation of granular activated carbon systems for the Lakeview and existing Lorne Park Water Treatment Plant under Project 99-1920;

And further, that Earth Tech (Canada) Inc. be further retained to complete the monitoring and sampling program for assessing the effectiveness of GAC filter caps at Lakeview and Lorne Park Water Treatment Plants at an estimated cost of $120,000 under Project 99-1920;

And further, that KMK Consultants be retained at an estimated cost of $150,000 for contract administration services for the expansion of the Lorne Park WTP under Project 99-1920;

And further, that funding in the amount of $2,000,000 allocated to Project 00-1930 to undertake the installation of coagulation systems, reservoir baffling and post-chlorination systems to enhance the performance of the granular activated carbon systems in the existing Lorne Park Water Treatment Plant to be financed from Development Charges Reserves;

And further, that Regional Council endorse the implementation of a pilot program on long term solutions for Taste and Odour at the Lakeview Water Treatment Plant in the Summer of 2000;

And further, that the Chief Administrative Officer be authorized to approve through direct negotiation if necessary, the purchases of all goods and services required for the Taste and Odour Pilot Program;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.

PW13.Application for Road Closure Amendment to By-law 119-75

RECOMMENDATION GC-14-2000:

That the Commissioner of Public Works or designate be authorized to approve Application for Road Closure, when in their opinion, the temporary closure is deemed to be a "Special Event" in nature;

And further, that "Special Events" be defined to include any event which the Commissioner of Public Works deems appropriate;

And further, that the necessary By-law be presented to Regional Council;

And further, that all affected services be so notified.

PW14. Lakeview Wastewater Odour Control Ontario Clean Water Agency (OCWA) Staff Reductions – South Peel Contract

RECOMMENDATION GC-15-2000:

That Regional staff study Ontario Clean Water Agency (OCWA’s) staffing/workflow records for a three month period, giving particular consideration to shift schedules and overtime hours.

PW15. Appeal of 1999 Sanitary Surcharge for Stride Industries Limited/Oxford Suburban Group, 903-951 Matheson Boulevard East – City of Mississauga, Ward 5

RECOMMENDATION GC-16-2000:

That the First and Second Quarter analytical results of 28,700 mg/litre and 22,900 mg/litre CBOD not be eliminated from the calculation of the Sanitary Surcharge for Stride Industries Limited/Oxford Suburban Group for 1999;

And further, that a copy of this report be sent to Ms. Gail Nash of Stride Industries Limited and Mr. Udo Zapf of Oxford Suburban Group.

PW16. Amendment of 1999 Sanitary Surcharge for Cena Wood Construction and Skjodt-Barrett Foods, 2425 Lucknow Drive – City of Mississauga, Ward 5

RECOMMENDATION GC-17-2000:

That the Third Quarter analytical result of 9,260 mg/litre CBOD obtained July 26-27, 1999, be eliminated from the calculation of the Sanitary Surcharge for Cena Wood Construction and Skjodt Barret Foods for 1999 and the 987 mg/litre CBOD result obtained September 8-9, 1999, be used in its place;

And further, that a copy of this report be sent to Mr. Ronald Budenas of Skjodt Barret Foods and Philip Fiksel of Cena Wood Construction.

PW17. Amendment of 1999 Sanitary Surcharge for Cott Beverages Inc., 6520 Viscount Road – City of Mississauga, Ward 5

RECOMMENDATION GC-18-2000:

That the Second Quarter analytical result of 20,100 mg/litre CBOD obtained July 27-28, 1999 be eliminated from the calculation of the Sanitary Surcharge for Cott Beverages Inc. for 1999 and the 11,300 CBOD result obtained July 28-29,1999, be used in its place;

And further, that a copy of this report be sent to Mr. Michael Plawiuk of Cott Beverages Inc.

RECOMMENDATION GC-19-2000:

That Regional Council enact a by-law to provide for the exemption of Area Municipal Official Plan Amendments (OPA) from Regional approval, effective February 1, 2000.

P2. Improvements to Highway 10 Through the Village of Caledon – MTO Project Number W.P.220-94-00

RECOMMENDATION GC-20-2000:

That the Ministry of Transportation of Ontario (MTO) be advised that the Region of Peel endorses the proposal of MTO for widening of Highway 10 through the Village of Caledon (referred as "The Technically Preferred Option 10-M-A");

And further, that the report titled "Improvements to Highway 10 Through the Village of Caledon – MTO Project Number W.P. 220-94-00" by the Acting Commissioner of Planning dated January 4, 2000 be forwarded to the Ministry of Transportation of Ontario and the Town of Caledon for their information.

P3. Amendment Number 155 to the Town of Caledon Official Plan, The Inglewood Village Plan

RECOMMENDATION GC-21-2000:

That Regional Council support the intended decision of the Acting Commissioner of Planning to approve Town of Caledon Official Plan Amendment (OPA) Number 155, the Inglewood Village Plan, subject to the modifications as detailed in the attached Appendix A of the subject report;

And further, that Regional Council endorse the recommendations of the Inglewood Village Water Servicing Plan with water servicing from the existing groundwater supply;

And further, that Regional Council endorse the recommendation of the Inglewood Village Wastewater Servicing Plan with wastewater servicing by construction of a single communal disposal system with direct discharge to the Credit River and that the treatment plant be expandable to service new development and the existing population;

And further, that Regional Council authorize filing the Environmental Study Report for the Inglewood Village Water and Wastewater Servicing with the Ministry of Environment and placement on the public record;

And further, that a copy of the joint Planning, Finance/Public Works report, titled "Amendment Number 155 to the Official Plan of the Town of Caledon, the Inglewood Village Plan" dated December 16, 1999 be forwarded to the Town of Caledon for information.

M11. 2000 Sinking Fund Provisional Payments regarding Outstanding Sinking Fund Debenture Debt

RECOMMENDATION GC-35-2000:

That the City of Mississauga, the City of Brampton, the Town of Caledon, the Peel District School Board and the Dufferin-Peel Catholic District School Board be advised of their 2000 provisional sinking fund payments of $11,988,744 as outlined per Appendix "A" of this report.

M12. Authority to Issue Tile Drainage Debenture

RECOMMENDATION GC-36-2000:

That staff be authorized to take all necessary actions to obtain provincial funding on the behalf of the state of Mr. A. Ferri, of Brampton, as a result of an application for a loan under the auspices of the Tile Drainage Act (the "Act");

And further, that subject to approval of the application by the City of Brampton Council, the Regional Municipality of Peel (the "Region") be authorized to issue the necessary Tile Drainage Debenture to the Province of Ontario (the "Crown");

And further, that the appropriate by-laws be presented to Council.

M13. 2000 Interim Levy By-law

RECOMMENDATION GC-37-2000:

That the interim levy by-law be approved at a sum not to exceed 50 percent of the 1999 general tax levy, against the Cities of Mississauga, Brampton and the Town of Caledon.

M14. Expansion of V-COM System and Establishment of a V-COM Reserve Fund

RECOMMENDATION GC-38-2000:

That staff be authorized to establish capital project, V-COM Expansion #00-8900, in the amount of $919,000 and funded from external recoveries;

And further, that a new reserve fund be established for purposes of managing costs related to the V-COM system in accordance with Regional policy and the principles set out in the Treasurer’s report – "Expansion of V-COM System", dated January 12, 2000.
