Transportation Demand Management (TDM)

Active Transportation Study Sustainable methods of transport are ways of getting from place-to-place with little or no effect on the environment, such as transit, carpooling, walking and cycling.

Transportation Demand Management

Transportation Demand Management (TDM) policies and programs influence how people choose to travel. It aims to reduce single-occupant vehicle trips (vehicles carrying only one person) by encouraging more sustainable forms of transportation.


  • Can lower the amount of vehicles on our roads and help improve air quality.
  • Promotes more choice and accessibility for users, saving time and money.
  • Supports better health and fitness.

Why Do We Need TDM in Peel?

  • We can all save money.
    It costs millions of taxpayer dollars for new roads, wider roads and better transit.
  • We can reduce traffic congestion.
    • Right now, Peel's population is over 1 million people. This number is expected to grow to over 1.6 million residents by 2031.
    • There were 609,000 jobs in Peel in 2006. This number is expected to increase to 870,000 jobs by 2031.
    • Peel Region's morning peak trips could increase by 53% in the next 20 year

Peel Region's TDM Approach

We know we can't build our way out of traffic congestion.

Instead, through ROPA 16 (Regional Official Plan Amendment 16) and ROPA 22 (Regional Official Plan Amendment 22), we have amended the Peel Region Official Plan to include TDM policies and programs to:

  • Increase the travel options available in Peel.
  • Manage travel demand.
  • Reduce traffic congestion.

Peel Region's TDM Research

Now is the time to make traffic move faster and better.

The Region implemented the first large scale employer individualized marketing (IM) campaign in the Greater Toronto and Hamilton Area (GTHA) that will be better able to tailor future IM campaigns and assure significant vehicle trip reductions.

  • Region of Peel and its partner organizations to develop the skills necessary to implement an effective IM campaigns at diverse employment sites.
  • Products, tools, skills, and methods developed and learned in phases one and two will be used to establish a long-term regional IM program.

We need to look at new ways to lessen the demand on our roads, especially during rush hours when roads and transit are being pushed to the limit.

TDM Social Marketing Pilot Program

The Region of Peel is undertaking a Social Marketing Pilot Program to provide the residents of the Bramalea community with the opportunity to participate in an individualized travel planning program using an online mobility management tool: Change My Ride.

The social marketing program encourages residents to use alternatives to single occupancy automobile trips for day-to-day activities, such as walking, cycling, transit and carpooling.

Peel is committed to advancing environmentally sustainable travel options that will reduce congestion, help manage growth and improve citizen health and air quality. The pilot program will test how effective online and in-person support is in encouraging travel behavior change.

Employer Individualized Marketing Training Manual

The Region of Peel developed training manual to showcase how Transportation Management Association's (TMA), employers and/or municipalities can develop and implement an effective Employer Individualized Marketing (EIM) campaign. This manual outlines the methodology behind the EIM process, provides details to execute this type of behaviour change intervention, and acts as a resource for future implementation.

The skills and lessons learned are here to be shared with any organization that is looking to implement an innovative and successful TDM strategy with proven trip reduction results.
