Affordable Housing Capacity Building Grant Program

Affordable Housing Capacity Building Grant Program is a program that provides financial support to non-profit, community and faith groups to build capacity for affordable housing development and/or regeneration. Funding assistance will be provided to qualified organizations to hire a consultant, planner and/ or architect to assist with visioning and concept development. Applicants will be assessed on a first-come, first-serve basis.

Grant Information

  • Capacity building grant of up to $20,000 is available
  • Funding cannot be used for direct construction
  • Grant does not need to be repaid to the Region of Peel if terms are met
  • The grant will need to be repaid to the Region of Peel if:
    • Any statement made by your organization in applying for the Program is found to be false or misleading
    • Funds are used for purposes that do not meet the terms of program
  • Funding can be used for multiple professionals (i.e. consultant, architect and/or planner) provided that a clear scope of work is submitted for each professional

Eligibility Criteria

To qualify, you must:

  • Be a non-profit, community or faith group interest in developing affordable housing in the Region of Peel
  • Submit a completed program application
  • Identify outcomes to be achieved; outcomes should typically result in the increase or preservation of affordable housing stock in Peel
  • Submit one quote from each professional you will work with. If you wish to only work with a consultant, you would only submit one quote and their scope of work. If you are working with multiple professionals, each quote must clearly articulate the scope of work. The Region of Peel reserves the right to request a second quote if the scope of work and and/costs are deemed unreasonable.

Meeting Grant Program Terms

To complete your approval process for the grant you will be asked to sign a Funding Agreement based on the following:

  • Execute a funding agreement with the Region of Peel with a timeline of one (1) year to provide a final report to the Region of Peel
  • Work with a your hired professional(s) to develop a final report or concept plan
  • Provide the Region of Peel Affordable Capacity Building Program with a status update every three (3) months
  • Submit a plan to the Region of Peel Affordable Housing Capacity Building Program for review

Information to Consider When Engaging Professionals

  • Identify outcomes to be achieved by your hired professional(s) as related to the development/regeneration project such as:
    • Developing organization profile
    • Business plan
    • Business plan
    • Cash flow analysis
    • Feasibility analysis (financial viability of project)
    • Proof of funding
    • Proof of community support (letter of support)
    • Zoning information (if available)
  • Do not hire any professional(s) before you receive approval to proceed with your regeneration or development project
  • Any costs incurred that are above the approved amount are the responsibility of the organization
  • Region of Peel may obtain references and conduct a check on the professional(s) you hired for transparency and accountability purposes
