D1. Peter Dundas, Director, Peel Regional Paramedic Services, Providing Regional Council an Update on the Brampton Civic Hospital Move

Received

Peter Dundas, Director, Peel Regional Paramedic Services provided an overview of the patient transfer from the former Peel Memorial Hospital to the new Brampton Civic Hospital on October 28, 2007. He noted that a total of 250 patients were transferred in a six-and-a-half hour time period, 67 of whom were transferred by paramedics due to the seriousness of their medical conditions.

Peter Dundas acknowledged the assistance of paramedics from York, Halton and Toronto EMS and two teams from the neo-natal department of the Toronto Hospital for Sick Children.

He stated that the care and co-operation demonstrated by our paramedics and the hospital staff was gratifying.

Regional Chair Kolb congratulated Peter Dundas for his leadership and for the significant work he undertook in preparing for the move.

Councillor Morrison noted that she had received several positive comments from Caledon residents on the successful transition and on their behalf commended all staff involved for a job well done.

Councillor Sanderson advised that he had witnessed the transfer and was amazed at the coordination of the move and congratulated and thanked all staff involved.

D2. Carolyn Clubine, Director, Long Term Care, Presenting the Results of the 2007 Accreditation Review of the Long Term Care Division and Presenting the Accreditation Award to Members of Regional Council

Carolyn Clubine, Director, Long Term Care, outlined the process for the Accreditation Review and acknowledged the efforts of staff in achieving successful results.

Councillor Groves congratulated Carolyn Clubine and the staff at the Region of Peel Long Term Care Centres for the excellent services provided and the caring treatment residents receive.

Councillor Mullin commended the outstanding staff of the Long Term Care Division, particularly with regard to how staff engages the community and families of residents. She further commended the patience, dedication and love that staff demonstrates, which sets the Region of Peel centres apart from others.

D3. John Foden, Executive Director, Canadian Energy-From-Waste Coalition Introducing the Activities of the Canadian Energy-From-Waste Coalition

John Foden, Executive Director, Canadian Energy-From-Waste Coalition (CEFWC), provided an overview of the recent activities of the Coalition and invited members to share the concerns of the Region of Peel with respect to waste management issues so that work could be done by the Coalition to develop local solutions to the concerns.

Rae Horst, Chief Administrative Officer, Credit Valley Conservation (CVC); Brian Denney, Chief Administrative Officer, Toronto and Region Conservation Authority (TRCA) and David Szwarc, Chief Administrative Officer, Region of Peel, Presenting on the Outcome of the Service Strategy Business Plan (SSBP) Process

Rae Horst, Chief Administrative Officer, Credit Valley Conservation (CVC); Brian Denney, Chief Administrative Officer, Toronto and Region Conservation Authority (TRCA); and, David Szwarc, Chief Administrative Officer, Region of Peel, provided an update on the outcomes of the Service Strategy Business Planning (SSBP) process as requested by Regional Council during the 2007 Regional Budget review to collaboratively address climate change and advance environmental initiatives. The joint SSBP approach will be utilized to implement six shared objectives and 30 actions resulting in significant environmental enhancements within the Region of Peel.

RECOMMENDATION GC-264-2007:

That the presentation provided by the Chief Administrative Officers of Credit Valley Conservation (CVC), Toronto and Region Conservation Authority (TRCA) and the Region of Peel regarding the outcome of the Service Strategy Business Plan (SSBP) process, be received;

And further, that the subject presentation be provided to the area municipalities for their information and comment.

D5. Sylvia Teichtmeister, Dean of Continuing Education and Corporate Training, Sheridan College, Regarding the Region of Peel and Sheridan College Partnership that Resulted in the Water and Wastewater Operator Training Program Qualifying as an Ontario College Diploma Program

Sylvia Teichtmeister, Dean of Continuing Education and Corporate Training, Sheridan College, provided an overview of the Water and Wastewater Operator Training Program that was recently developed by Regional staff in partnership with Sheridan College. She noted that it is the most comprehensive, integrated training program in water distribution and supply and wastewater collection. She stated that it is the first ever such program introduced in Ontario and it ensures that Water and Wastewater Operators receive the highest levels of certification. Sylvia Teichtmeister advised that the program serves to set a new standard in professional development for municipal employees.

D6. Jason Payne, Area Councillor, Town of Caledon, Ward 5, Regarding the Town of Caledon’s Growth Strategy and Population Forecasts

Received

Jason Payne, Area Councillor, Town of Caledon, Ward 5 advised that he is concerned with a recent decision made by Town of Caledon Council to maintain the forecasted growth numbers to 2021. His concern is primarily with regard to growth levels in the Mayfield West and Bolton areas. He requested the assistance of Regional Council in revising the forecasted growth numbers prior to 2021.

HE-C1. Follow-Up on Motion Regarding the Adverse Health Effects of Ambient Air Pollution

RECOMMENDATION GC-265-2007:

That the federal and provincial governments be requested to accelerate the development of air quality standards that are protective of human health and ensure that the standards continue to reflect international best practices and new scientific evidence;

And further, that the position of the Region that the cumulative impacts of multiple emitters in a local airshed should be considered during the permitting process for new and amended Certificates of Approvals (Air) be reiterated to the Ontario Ministry of Environment;

And further, that the Ontario Ministry of the Environment be requested to improve the monitoring of air quality across the Region of Peel, and that it provide funding for Phase II of the Greater Toronto Area (GTA) Clean Air Council air quality modeling project;

And further, that the Ministry of the Environment be requested to review the Environmental Protection Act, as currently unregulated sectors can be a significant source of emissions to air.

MA-A1. Property Tax Exemption By-law for Land Used by Veterans for Eligible Purposes

RECOMMENDATION GC-267-2007:

That the necessary by-law be presented to Regional Council to authorize the Region of Peel to exempt properties that qualify under subsection 6.1(1) of the Assessment Act from the Regional portion of property taxation for a 10-year period beginning with the 2008 taxation year;

And further, that the approved by-law be forwarded to the Treasurers of the Cities of Mississauga and Brampton and Town of Caledon for administration of the property tax exemption.

MA-A2. 2008 Interim Regional Requisition By-law

RECOMMENDATION GC-268-2007:

That the 2008 Interim Regional Requisition By-law be approved at a sum not to exceed 50 per cent of the 2008 general tax levy to the Cities of Mississauga and Brampton and the Town of Caledon;

And further, that the necessary by-law be presented to Regional Council for enactment.

MA-A3. Transfer of Demolition Credit from Metrus Development Inc. to Habitat for Humanity Brampton

RECOMMENDATION GC-269-2007:

That the report of the Chief Financial Officer, dated October 30, 2007, titled “Transfer of Demolition Credit from Metrus Development Inc. to Habitat for Humanity Brampton” be received;

And further, that Regional Council approve a transfer credit from the removal of the structure at 10801 Torbram Road to be applied against the development charges of one residential dwelling unit at 120 Sled Dog Road.

MA-B. CORPORATE SERVICES

MA-B1. Contract Award for Web Content Management Software and Support Services

RECOMMENDATION GC-270-2007:

That Document 2007-010P for the purchase and software support services of Web Content Management software be awarded to Telus Communications Company in the estimated amount of $466,250 (excluding applicable taxes) being the most cost-effective solution, in accordance with Purchasing By-law 37-2007;

And further, that authority be granted to award a four-year Web Content Management software maintenance agreement commencing January 1, 2009 to December 31, 2013 in the estimated annual amount of $56,000 (excluding applicable taxes);

And further, that following the four-year Web Management software maintenance agreement, staff be authorized to extend the maintenance agreement, on an annual basis, subject to available funding.

That the Terms of Reference for the Inter-Governmental Relations and Advocacy Committee be amended to change the name of the Committee to the “Government Relations Committee”;

And further, that the Terms of Reference for the Government Relations Committee be amended by removing all references to the term “advocacy” from the Terms of Reference of the Committee;

And further, that the mandate set out in the Terms of Reference for the Government Relations Committee be amended to include related government agencies and municipalities within the scope of the mandate;

ETP-A1. Continuation of Waste Transfer Services, Document Numbers 2003-123N and 2004-552N

RECOMMENDATION GC-271-2007:

That the contract (Document Number 2003-123N) with the City of Toronto for waste transfer services at the Disco Transfer Station be extended for a period of three years ending June 30, 2010, at an estimated cost of $1,201,650 (excluding applicable taxes), in accordance with Purchasing By-law 37-2007;

And further, that the contract (Document Number 2004-552N) with Waste Management of Canada Corporation for waste transfer services from the Wentworth Transfer Station be extended for a period of three years ending June 30, 2010, at an estimated cost of $1,200,248 (excluding applicable taxes), in accordance with Purchasing By-law 37-2007;

And further, that staff be authorized to increase the quantities where actual tonnages differ from estimates, to the limit of the approved budget;

And further, that the required documents be executed by the duly authorized signing officers of the Regional Corporation.

ETP-A2. Haulage of Processed Bottom Ash, Document Number 2003-337N

RECOMMENDATION GC-272-2007:

That the contract (Document 2003-337N) with Waste Management of Canada Corporation for the haulage of processed bottom ash from the Algonquin Power Energy-from-Waste Facility to the Petrolia Sanitary Landfill Site, be extended until December 31, 2008, at an estimated cost of approximately $1,014,680 (excluding applicable taxes), in accordance with Purchasing By-law 37-2007;

And further, that staff be authorized to increase the quantities where actual tonnages differ from estimates, to the limit of the approved budget;

And further, that the required documents be executed by the duly authorized signing officers of the Regional Corporation.

ETP-A3. Changes to Extended Hours of Operations at the Battleford and Brampton Community Recycling Centres

RECOMMENDATION GC-273-2007:

That the extended hours of operations at the Battleford and Brampton Community Recycling Centres be revised to 8:30 a.m. to 8:00 p.m. on Thursdays, from May through September, effective May 1, 2008.

ETP-A5. Update on Energy from Waste Options

RECOMMENDATION GC-274-2007:

That Regional staff be authorized to begin to search for appropriate land to site a potential Region-owned Energy from Waste facility;

And further, that Regional staff report back in six to eight months time on the outcome of Algonquin Power’s engineering and environmental studies regarding the expansion of the Energy from Waste Facility, and any potential opportunities for the Region of Peel at an expanded facility;

And further, that Regional staff continue to monitor and report back on the viability of new waste processing technologies such as Plasco, Dongara and Ambient Eco.

ETP-A6. Amendment to the Rural Waste Collection Agreement, Document 2005-076N

RECOMMENDATION GC-275-2007:

That the Rural Waste Collection Agreement between the Region of Peel and Sandhill Disposal and Recycling Inc., executed on March 29, 2006, be amended to change the unit pricing calculation from the current cost per tonne basis to a cost per household per year for the remaining term of the Agreement;

And further, that the new pricing calculation be implemented at an initial cost of $152.30 per household per year in the suburban areas of Caledon and $138.30 per household per year in the rural areas of Caledon subject to monthly adjustments for fuel surcharge using the current fuel price escalation formula and annual Consumer Price Index (CPI) adjustment on the anniversary date of the Agreement;

And further, should a bi-weekly garbage collection program be implemented at any time during the term of the Agreement, the cost (in 2007 dollars) will be reduced to $149.10 per household in the suburban areas and $135.10 per household in the rural areas of Caledon;

And further, that the new pricing calculation be applied retroactive to April 1, 2007;

And further, that the household count be based on the current Town of Caledon housing statistics of 13,533 households in the suburban areas and 5,569 households in the rural areas, for a total of 19,102 households, subject to a review and adjustment every six months for new houses and buildings, with the first adjustment on April 1, 2008;

And further, that white goods collection service change from the current bi-weekly, four-day per week schedule to bi-weekly collection on Tuesdays only for all of Sandhill service area, effective January 1, 2008;

And further, that the required documents be executed by the duly authorized signing officers of the Regional Corporation.

ETP-A7. Class Environmental Study for the Hanlan Feedermain, Capital Project 07-1535, Document Number 2007-569P - City of Mississauga, Wards 1,3,4,5 and 7

RECOMMENDATION GC-276-2007:

That Document 2007-569P for a Schedule ‘C’ Class Environmental Assessment for the Hanlan Feedermain be awarded to Earth Tech Canada Inc. at an estimated cost of $727,635 (excluding applicable taxes), under Capital Project 07-1535, in accordance with Purchasing By-law 37-2007;

And further, that funding be provided from the South Peel Water Development Charges Reserve Fund, R3520.

ETP-A8. Sale of Six Pennwalt Sharples Centrifuges at the Lakeview Wastewater Treatment Plant, Project 02-2924, Document Number 2007-224P

RECOMMENDATION GC-277-2007:

That staff be authorized to enter into a Consignment Agreement with Kyte Centrifuges Sales & Consulting Inc, for the sale of six Pennwalt Sharples Centrifuges from the G.E. Booth Lakeview Wastewater Treatment Plant;

And further, that upon a successful sale of the equipment staff be authorized to complete the necessary documents, in accordance with Purchasing By-law 37-2007.

ETP-A9. Emergency Sanitary Sewer Replacement on Dundas Street, Capital Project 07-2395, Document Number 2007-613N - City of Mississauga, Wards 6 and 7

RECOMMENDATION GC-278-2007:

That the budget for Capital Project 07-2395 for the Emergency Sanitary Sewer Replacement on Dundas Street be increased from $250,000 to $475,000 (excluding applicable taxes), financed from Wastewater Unallocated Capital Project 07-2000 and funded from the Wastewater Capital Financing Stabilization Reserve (R0242), to provide the funds for final payment to Rymall Construction Inc., in accordance with Purchasing By-law 37-2007.

RECOMMENDATION GC-280-2007:

That the existing contract (Document 2005-417N) with Affiliated Computer Services (ACS) Inc. for the operation and maintenance of the original six Red Light Camera locations with two rotated cameras in the Region of Peel, be extended for an additional five years (November 2007 to November 2012) at an estimated expenditure of $492,000 (excluding applicable taxes), under Capital Project 05-4415, in accordance with Purchasing By-law 37-2007;

And further, that operational agreements and purchase orders with both the City of Toronto and the Ontario Ministry of Transportation also be extended as may be required to continue the program, in accordance with Purchasing By-law 37-2007;

And further, that all required documents relating thereto to complete the necessary transactions be executed by the duly authorized signing officers of the Regional Corporation.

ETP-B2. Consulting Services for Detailed Design and Contract Administration for Regional Road 6 (Queen Street West), Capital Projects 05-4045, 06-4273, 07-1147 and 08-1355, Document Number 2007-511P - City of Brampton, Ward 6

RECOMMENDATION GC-281-2007:

That the contract (Document 2007-511P) for detailed design and contract administration services be awarded to TSH Engineers, Architects and Planners, in the estimated amount of $2,043,300 (excluding applicable taxes), under Capital Projects 05-4045, 06-4273, 07-1147 and 08-1355, in accordance with Purchasing By-law 37-2007;

RECOMMENDATION GC-282-2007:

That the contract (Document 2007-280P) for detailed design and contract administration services for the Regional Road 8 (Gore Road) widening from 300m north of Castlemore Road to 1000m north of Regional Road 14 (Mayfield Road); new 675mm sanitary sewer from south of Castlemore Road to 450m northerly; and new 600mm and 525mm sanitary sewer from 450m north of Castlemore Road to Countryside Drive, be awarded to Giffels Associates, in the estimated amount of $1,501,970 (excluding applicable taxes), under Capital Projects 07-4030 ($840,120), 07-2165 ($274,810), and 08-2109 ($387,040), in accordance with Purchasing By-law 37-2007;

And further, that $317,790 (excluding applicable taxes) for detailed design, contract administration and construction supervision services for the 600mm and 525mm sanitary sewers on Regional Road 8 (Gore Road) from 450m north of Castlemore Road to Countryside Drive from Capital Project 08-2109 be approved and authorized to proceed in accordance with the Financial Control By-law prior to the approval of the complete 2008 budget;

And further, that $69,250 (excluding applicable taxes), be advanced from the year 2009 to the year 2007 under Capital Project 08-2109 funded from Development Charges Regional Wastewater Reserve (R3525);

ETP-B4. Integrating Bike Paths/Multi-Purpose Trails on Regional Infrastructure

RECOMMENDATION GC-283-2007:

That Regional staff continue to work in collaboration with area municipal staff and staff from the Ministry of Transportation to include multi-purpose (pedestrian and cycling) trails in all Regional Infrastructure projects wherever possible and feasible;

F1. Resolution Regarding Membership of Councillor Sprovieri on the Inter-Municipal Planning Subcommittee

RECOMMENDATION GC-284-2007:

Whereas Regional Council by Resolution 2002-167 approved the creation of the Inter-Municipal Planning Subcommittee (IMPSC);

And whereas, Regional Council by Resolution 2004-324 approved the revised Terms of Reference for the Inter-Municipal Planning Subcommittee (IMPSC) on April 1, 2004;

And whereas, the revised Terms of Reference for IMPSC state that membership on the Committee shall include one representative from each of the three area municipalities;

And whereas, the current membership of IMPSC is comprised of three representatives from the City of Brampton, two from the City of Mississauga and two from the Town of Caledon;

And whereas, Brampton Regional Councillor John Sprovieri has requested that he be removed from the IMPSC membership effective immediately;

And whereas, removing Councillor Sprovieri from the IMPSC membership will not adversely affect the composition of membership of the Committee;

Therefore be it resolved, that Councillor Sprovieri be removed from the Inter-Municipal Planning Subcommittee effective immediately.
