C. APPROVAL OF AGENDA

RECOMMENDATION GC-126-2007:

That the agenda for the May 24, 2007, General Committee meeting be amended to include a delegation by Brian Cockell, Director of Operations, Joe Vidovich, Security Director, Waste Management of Canada Corporation (WMCC) and Bill Henderson, President, OBN Security and Investigative Consultants Ltd. requesting approval to implement a "Waste Watch" program;

And further, that the agenda for the May 24, 2007, General Committee meeting be amended to bring forward Items Related to Management - Items MA-E1 and MA-F1 to be dealt with as the first items of business;

And further, that the agenda for the May 24, 2007, General Committee meeting be approved, as amended.

Regional Chair Kolb recognized the dedication, professionalism and commitment of the Peel Regional Paramedics.

Patrick Forgie, Paramedic, stated that "Paramedic Week" is a proud week for Peel Regional Paramedics and thanked Members of General Committee for their support.

Regional Chair Kolb further acknowledged the Minister of Health and Long Term Care recognition of the heroic response of the paramedics who responded to the April 11, 2007 bus accident on Highway 410.

D1. Ron Lenyk and Jim Grieve, Co-Chairs, Success By 6 Peel and Jagitjit Billing, Schae Linton and Kristen Morency, Students, Inviting Regional Council to Partner with Success By 6 Peel in Continuing the Peel Charter of Children's Rights

RECOMMENDATION GC-127-2007:

That the Peel Children's Charter of Rights, as presented by Success By 6 Peel on May 24, 2007 to General Committee, be accepted, endorsed and supported, which includes:

  • That the question, "What impact will this have on our children?" be asked, before any and all decisions are finalized;
  • That November 20, 2007 be proclaimed "Day of the Child" in the Region of Peel;
  • That the Region of Peel advocate for the Peel Children's Charter of Rights and assist in communicating these rights to the citizens of Peel Region;
  • That the Region of Peel support the rights by inviting a Success By 6 Peel member agency to highlight one right, each month, at Regional Council;
  • That the Region of Peel work with Success By 6 Peel to develop a regionally focused action plan to support and advance children's rights, and integrate regional staff in the Peel Children's Charter of Rights Committee to provide a strong link and consistent communication with Regional Council.

The recommendation was unanimously supported

Members of General Committee acknowledged and commended Ron Lenyk and Jim Grieve, Co-Chairs, Success By 6 Peel for their long history of advocating for and supporting children.

Regional Chair Kolb acknowledged Roy Wiseman, Chief Information Officer and Director of Information and Technology Services, recipient of the highly accredited "Heintzman Leadership Award" from the Institute of Citizen-Centred Services.

Regional Chair Kolb noted that Roy Wiseman is the first municipal leager to receive the award, and congratulated him for the work he does to transform public sector services throughout the country.

HO-B4. Amendment to the Systems Maintenance and Support Services Contract

RECOMMENDATION GC-132-2007:

That the contract with Source Systems Corporation, Document 2005-085N, be further extended to July 31, 2007, and increased in the amount of $125,000 for a new total commitment of $413,000 (excluding applicable taxes) all in accordance with Purchasing By-law 37-2007.

RECOMMENDATION GC-133-2007:

That the Region of Peel's 2007 Actions to Improve Air Quality as outlined in Appendix I to the joint report of the Medical Officer of Health; Acting Commissioners of Health and Social Services; the Commissioners of Planning, Public Works, People, Information and Technology; the Commissioner of Housing and Property and General Manager, Peel Living; the Commissioner of Corporate Services and Regional Solicitor and the Treasurer and Commissioner of Finance, dated May 3, 2007, titled "2007 Actions to Improve Air Quality" be approved;

And further, that the Region of Peel 2007 Actions to Improve Air Quality as outlined in Appendix I to the subject report be communicated at the 2007 Smog Summit.

HS-A2. Electricity Supply Mix, Air Quality and Health

HS-A3. Ontario Bus Replacement Program Funding Allocation

RECOMMENDATION GC-134-2007:

That the Regional Chair and the Treasurer and Commissioner of Finance be authorized to execute the Letter of Agreement between the Province of Ontario and the Regional Municipality of Peel related to funding provided by the Province to the Region under the Ontario Bus Replacement Program (OBRP) in the form attached as Schedule A to the draft By-law attached as Appendix I to the report of the Acting Commissioner of Social Services and the Treasurer and Commissioner of Finance, dated May 7, 2007, titled "Ontario Bus Replacement Program Funding Allocation";

And further, that staff be authorized to establish a dedicated reserve fund into which the OBRP funds will be deposited and from which the OBRP funds will be withdrawn and used for eligible OBRP expenditures;

And further, that Regional Council authorize the enactment of a by-law to establish the said OBRP dedicated reserve fund;

And further, that the necessary by-law be presented to Regional Council for enactment.


HEALTH

HS-B. Environmental Health

HS-B1. Clarkson Airshed Study, Part II

RECOMMENDATION GC-135-2007:

That Regional Council endorse the Ontario Ministry of the Environment (MOE) plan to approach local industry to establish an industry-led ambient air monitoring program in the Clarkson airshed, and that Peel Public Health staff participate on the stakeholder advisory committee and support establishing the air monitoring program;

And further, that Regional Council endorse the Ontario Ministry of the Environment (MOE) plan to ask emitters identified in the Clarkson Airshed Study to voluntarily develop and implement abatement programs that go beyond compliance with existing regulatory approaches;

And further, that Regional Council request the Minister of the Environment to replace the current, point-of-impingement review and approval process for air emissions with an approach that permits the cumulative impact of pollutants emitted in an airshed to be taken into consideration as additional emission sources are contemplated and to set-up tough new standards for all pollutants at levels that will eventually restore the airshed to a level that is safe for humans to breathe;

And further, that while a more comprehensive method of air approvals is being developed and implemented Regional Council request the Minister of the Environment to implement an interim policy instrument or statement that permits existing ambient air quality to be considered as applications for Certificates of Approval-Air for new or expanded emission sources in an airshed are evaluated;

And further, that a copy of the report of the Acting Commissioner of Health and the Medical Officer of Health titled "Clarkson Airshed Study, Part II", dated May 3, 2007 be provided to the Minister of the Environment, Ministry of the Environment Halton-Peel District Office, City of Mississauga, City of Brampton, Town of Caledon, and the Halton Regional Health Department.

That a contract based on Tender Document 2007- 0145T for the Supply and Delivery of IBM Intel Based Servers for the Region of Peel and Peel Regional Police be awarded to Compugen Inc. in the amount of $1,160,702 (exclusive of applicable taxes) over a three-year term commencing June 1, 2007, in accordance with Purchasing By-law 37-2007;

And further, that subject to budget approval, authority be given to increase this contract in accordance with the tender document for this and subsequent years where the actual requirements exceed the estimates.

That the comments contained in the joint report of the Commissioners of Planning, Public Works and Health, and the Medical Officer of Health, dated April 30, 2007, titled, "Comments on the First Phase of Regulations under the Clean Water Act, 2006 (Environmental Bill of Rights (EBR) Registry Number 010-0122)", be endorsed as the comments of the Region of Peel on the draft regulations;

And further, that the Regional Chair write to the Premier of Ontario and the Minister of the Environment to convey the concerns of the Region with the Draft Regulation on Source Protection Committees and to strongly urge the Province to revise the Draft Regulation to provide sufficient representation of municipal members on the CTC Region Source Protection Committee;

And further, that a copy of the subject report and resolution be forwarded to the Premier of Ontario and the Minister of the Environment;

And further, that a copy of the letter from the Regional Chair, and the subject report and resolution, be forwarded to all Members of Provincial Parliament representing ridings within the Region of Peel;

a) The Oak Ridges Moraine Land Trust and Region of Peel Greenlands Securement Agreement

RECOMMENDATION GSSC-10-2007:

That staff enter into an Agreement with the Oak Ridges Moraine Land Trust, as generally outlined in the report of the Commissioner of Planning, dated April 17, 2007, titled "The Oak Ridges Moraine Land Trust and Region of Peel Greenlands Securement Agreement", subject to terms and conditions satisfactory to the Commissioner of Planning;

And further, that the Regional Corporation's duly authorized signing officers be authorized to enter into the necessary final agreements to proceed with the Agreement.

RECOMMENDATION GC-140-2007:

That the Commissioner of Public Works or designate be authorized to designate construction zones on a highway to set a lower rate of speed for motor vehicles driven in the designated construction zones;

And further, that the necessary by-law be presented to Regional Council;

And further, that the Peel Regional Police and Ontario Provincial Police (OPP) - Caledon Detachment, the Cities of Brampton and Mississauga and the Town of Caledon, be advised.

RECOMMENDATION GC-141-2007:

That the contract (Document 2007-151P) for detailed design, contract administration and construction supervision services for the Regional Road 4 (Dixie Road) improvements be awarded to McCormick Rankin Corporation, in the estimated amount of $1,284,395 (excluding applicable taxes), under Capital Project 06-4020, in accordance with Purchasing By-law 37-2007.


PW-B. Waste Management

PW-B1. Combined Cart-Based and Front-End Bulk Recycling in Multi-Residential Buildings

RECOMMENDATION GC-142-2007:

That the Waste Collection and Disposal Agreement with Waste Management of Canada Corporation (WMCC) be amended to include provisions for front-end bulk recycling collection at approximately 50 per cent of the multi-residential buildings, municipal locations and schools in Mississauga and Brampton, at an estimated total cost of $7,807,063 (excluding applicable taxes), pursuant to Purchasing By-law 37-2007;

And further, that staff be authorized to purchase front-end bulk recycling bins from WMCC to replace a portion of the existing cart-based system at an estimated total cost of $182,080 in 2007, $136,560 in 2008 and $136,560 in 2009 (excluding applicable taxes), pursuant to Purchasing By-law 37-2007;

And further, that staff be authorized to increase quantities where actual tonnages and front-end bulk recycling bin needs differ from estimates, to the limit of the approved budget;

And further, that the required documents be executed by the Regional Corporation's duly authorized signing officers.
