In honour of Canada Day, the Regional Chair, Councillors, and Regional staff joined in singing O'Canada.

Chair Kolb informed the Members that he would be departing the General Committee meeting early to attend the funeral of Matthew Frost, son of the former Chief Administrative Officer for the Region of Peel, Richard L. Frost.

RECOMMENDATION GC-161-2005:

That the consolidated agenda for the June 30, 2005, General Committee meeting be amended to move Items Related to Management - Item MA-D1 to be dealt with under Delegations/Presentations;

And further, that the consolidated agenda for the June 30, 2005, General Committee meeting be amended to include a recommendation from the Regional Clerk regarding a correction to the May 26, 2005 Regional Council Minutes, under Other Business;

And further, that the consolidated agenda for the June 30, 2005, General Committee meeting be approved, as amended.

MA-D1. Awards for Communication Excellence
Presentation by Cynthia Ulba, Manager, Public Affairs, Communication Services

Received

Councillor Miles noted that the Region of Peel is recognized nationally as one of the most efficient and effective local governments and this is due, in part, to the high quality products produced by our staff. Councillor Miles congratulated the Communications division and acknowledged the co-operative efforts of program staff.

Councillor Saito extended her congratulations to staff for winning such prestigious awards against very qualified competition. Councillor Saito particularly highlighted various Health department campaigns for their innovation and creativity.

On behalf of the residents who benefit from these high quality communication initiatives, Councillor Morrison extended her appreciation to staff for an outstanding job.

Roger Maloney, Chief Administrative Officer, acknowledged the success of Regional programs as being due to the partnership between departments and Regional Council.

Members of General Committee joined in a round of applause to acknowledge the efforts of all Regional staff involved in dealing with the recent strike by Waste Management Canada Corporation workers.

PL-A1. Report of the Public Meeting held on June 16, 2005, Regarding Proposed Amendment Number 16 to the Region of Peel Official Plan (ROP)

2. OPENING OF PUBLIC MEETING

Regional Chair Kolb called the public meeting to order at 9:37 a.m. in the Council Chamber, Regional Administrative Headquarters, 10 Peel Centre Dr., Brampton. He stated that the public meeting was open and was being held pursuant to Section 17 (15) of the Planning Act, R.S.O. 1990, as amended.

Chair Kolb remarked that if a person or public body does not make oral submissions regarding this amendment at this public meeting or make written submissions before this proposed Official Plan Amendment is adopted by the Regional Municipality of Peel, the Ontario Municipal Board (OMB) may dismiss all or part of an appeal.


3. CONFIRMATION OF NOTIFICATION

The Regional Clerk stated that Notice of the Public Meeting was given in accordance with Section 17 (15) of the Planning Act, R.S.O 1990, as amended, by publication in the following news media:

Mississauga News - May 15, 2005
Brampton Guardian - May 15, 2005
Caledon Enterprise - May 14, 2005

Further, it was noted that Notice of the Public Meeting was posted on the Regional website as of May 13, 2005 (www.peelregion.ca) and the Draft Official Plan Amendment was available to the public on the website as of May 13, 2005.

The Regional Chair stated that if any person would like further notice of the future passage of this proposed Regional Official Plan Amendment (ROPA) they should give their full name, address, postal code, and telephone number in writing at the Clerk's reception prior to leaving the meeting.

RECOMMENDATION GC-163-2005:

That the Water and Wastewater Servicing Master Plan proceed to the Class Environmental Assessment process, following the adoption by Regional Council of Regional Official Plan Amendment Number 15 and revised Peel-wide growth forecasts;

And further, that the October 2003 award to KMK Consultants Limited under Council Resolution 2003-1015 be extended to complete the Water and Wastewater Servicing Master Plan Class Environmental Assessment for the lake-based and groundwater-based water and wastewater systems, at a total estimated cost of $325,000 (excluding applicable taxes);

And further, that funding for the groundwater component of the Water and Wastewater Servicing Master Plan Class Environmental Assessment be made available from Capital Project 05-1569;

And further, that funding for the wastewater component of the Water and Wastewater Servicing Master Plan Class Environmental Assessment be made available from Capital Project 05-2550;

And further, that the lake-based water component of the Water and Wastewater Servicing Master Plan Class Environmental Assessment, included in the 2005 to 2014 Capital Forecast as Capital Project 06-1580 for $200,000, financed from the Water Capital Financing Stabilization Reserve R0241 ($100,000) and Development Charge Regional Water-Out of By-Law Reserve R3630 ($100,000) be advanced from 2006 to 2005, and that the funding be placed in Capital Project 05-1569 in order to initiate this project component in 2005;

And further, that staff be authorized to increase the award to KMK Consultants Limited to a maximum of $475,000 to address any unforeseen works;

And further, that a copy of the report of the Commissioner of Public Works, dated June 8, 2005, titled "Water and Wastewater Servicing Master Plan, Capital Projects 05-1569 and 05-2550, Document 2005-325N" be provided to the City of Brampton, the City of Mississauga and the Town of Caledon;

And further, that the required documents be executed by the Region's duly authorized signing officers.

PW-B2. Steeles Avenue and Hurontario Street Intersection Improvements, Capital Project 00-4225, Document 2004-073T and Document 2000-133P - City of Brampton, Ward 3

RECOMMENDATION GC-164-2005:

That the contract (Document 2004-073T) for Construction Services between the Region of Peel and Pave-Al Limited for the Steeles Avenue and Hurontario Street Intersection Improvements be extended to provide additional construction services, in the estimated amount of $1,800,000, (excluding applicable taxes), under Capital Project 00-4225, for a total commitment of $6,937,386.32 (excluding applicable taxes), in accordance with Purchasing By-law 62-2001;

And further, that the contract (Document 2000-133P) for Engineering Services between the Region of Peel and SNC-Lavalin Engineers and Constructors Inc. for the Steeles Avenue and Hurontario Street Intersection Improvements be extended to provide additional contract administration and construction supervision services, at a total estimated cost of $180,000 (excluding applicable taxes), under Capital Project 00-4225, for a total commitment of $645,778.23 (excluding applicable taxes), in accordance with Purchasing By-law 62-2001;

And further, that authority be given to increase the award to SNC-Lavalin Engineers and Constructors Inc. to complete the work related to any additional unforeseen project issues up to the limit of the approved budget;

And further, that additional funds of $1,980,000 be provided to Capital Project 00-4225, financed by the City of Brampton ($1,370,000), Roads Capital Financing Stabilization Reserve, R0210 ($91,500), and from Development Charges Reserve, R3505 ($518,500).

PW-B3. 1200mm (48 inch) Sanitary Sewer Diversion from Fletcher's Creek Trunk Sewer to Etobicoke Creek Trunk Sewer, Capital Project 03-2280, Document 2005-123P - City of Mississauga, Ward 5 and City of Brampton, Wards 3 and 8

RECOMMENDATION GC-165-2005:

That Document 2005-123P for detailed design and contract administration of the 1200mm (48 inch) diameter sanitary sewer diversion from the Fletcher's Creek Trunk Sewer to the Etobicoke Creek Trunk Sewer be awarded to KMK Consultants Limited in the estimated amount of $904,015 (excluding applicable taxes), under Capital Project 03-2280, in accordance with Purchasing By-law 62-2001.


PW-C. Water and Wastewater Treatment

PW-C1. Palgrave Well 4, Capital Project 00-1230, Document 2000-232P - Town of Caledon, Ward 4

RECOMMENDATION GC-166-2005:

That Contract Document 2000-232P for the design and contract administration services for Palgrave Well 4 and its connection to the existing water distribution system awarded to KMK Consultants Limited be extended to provide additional engineering services in the estimated amount of $163,600 (excluding applicable taxes), for a total commitment of $425,000 (excluding applicable taxes), in accordance with Purchasing By-law 62-2001.

PW-C2. Cheltenham Firehall/Pumping Station Upgrade, Capital Project 02-1835, Document 2003-658N - Town of Caledon, Ward 2

RECOMMENDATION GC-167-2005:

That Document 2003-658N for the design and contract administration of the Cheltenham Pumping Station Upgrade between the Region of Peel and R.J. Burnside and Associates be extended to provide additional engineering services in the estimated amount of $95,500 (excluding applicable taxes), for a total commitment of $350,000 (excluding applicable taxes), in accordance with Purchasing By-law 62-2001;

And further, that additional funds of $100,000 be provided to Capital Project 02-1835 financed from the Water Capital Financing Stabilization Reserve, R0241.

PW-D1. 2005 Fall Environment Day - City of Mississauga, Ward 2

RECOMMENDATION GC-168-2005:

That an additional Environment Day event be scheduled for the fall of 2005 at the Petro-Canada Lubricants Facility - City of Mississauga, Ward 2;

And further, that funding in the amount of $50,000 be provided to Cost Centre WW42230, through the Waste Management Disposal Reserve R1010, to cover all costs associated with hosting the Environment Day event.

HS-C1. Integrated Public Health Information System (iPHIS) Service Level Agreement with Smart Systems Health Agency (SSHA)

RECOMMENDATION GC-172-2005:

That the Region's signing officers be authorized to execute a hosting services agreement as outlined and attached as Appendix I to the report of the Commissioner of Health and the Acting Medical Officer Of Health, dated June 10, 2005, titled "Integrated Public Health Information System (iPHIS) Service Level Agreement with Smart Systems Health Agency (SSHA)", pending review and final negotiation by the Regional Solicitor;

And further, that the Region's signing officers be authorized to execute future hosting modules under the SSHA as developed and directed by the Ministry of Health and Long-Term Care for the delivery of public health services, subject to terms and conditions satisfactory to both the Commissioner of Health and the Regional Solicitor.

That the attached statement of Development Charge Reserve Funds for Fiscal 2004 as described in Appendix I of the report of the Treasurer and Commissioner of Finance, dated June 14, 2005, titled "Statement of Development Charge Reserve Funds - Fiscal 2004" be received;

And further, that the Treasurer and Commissioner of Finance be directed to forward the statement to the Ministry of Municipal Affairs and Housing in accordance with the Development Charges Act, 1997 and Ontario Regulation 82/98.

MA-C1. Supply, Delivery, Installation and Replacement of Water Meters

RECOMMENDATION GC-175-2005:

That Document 2005-007P for the Supply, Delivery, Installation and Replacement of Water Meters be awarded to Neptune Technology Group in the estimated amount of $4,980,000 (excluding applicable taxes) for a three year period, in accordance with Purchasing By-Law 62-2001;

And further, that approval be granted to award the contract for up to four additional 12 month periods, in accordance with document 2005-007P, subject to satisfactory service, performance and pricing;

And further, that approval be granted to increase the contract for this and subsequent periods for additional items or services such as hardware, software, maintenance and services necessary to address future system growth, technological upgrades, research and development and obsolescence.

That the minutes of the Regional Council meeting held on May 26, 2005 be amended to replace the previously recorded receipt of In Camera Item 11-2a with the adopted recommendation as contained in the report of the Chief Administrative Officer, dated May 24, 2005, titled "Appointment of Peel's Medical Officer of Health".

Seconded by Councillor Carlson;

That Dr. Hanif Kassam be appointed as Medical Officer of Health for Peel Region effective July 4, 2005, this appointment being subject to the approval of the Minister of Health pursuant to Section 64 of the Health Protection and Promotion Act, R.S.O. 1990 Chapter H.7;

And further, that the Chief Administrative Officer be authorized to finalize the necessary documents in accordance with normal policy".
